    Garcia supports an elected CPA School Board which would allow unqualified individuals into positions which should require professional skills and qualifications because they managed to win a popularity contest. He Is a disingenuous candidate with no sense of responsibility for the irrational campaign promises he is currently making. He has provided no plans to fund the huge spending increases he has proposed. His only concern is getting himself elected. Hmmm, who in Rogers Park does that remind me of?

I'm a life-long Chicagoan but this election has me torn. I voted for Rahm in the primary but not because I think he's a great mayor. But Chuy remains a man of mystery to me and seems more like a rerun of Eugene (Sleepy) Sawyer than the next Harold Washington. Can I get a straw vote and rationale on the issues?

    As a result of the Howard Paulina TIF, my neighborhood received a shopping center that provided a host of retail amenities, including a full service grocery store, that created hundreds of jobs for area residents. It also created 40 units of affordable housing, contributed to the redevelopment of the Howard Red Line Station, and a new Howard streetscape. We also used it to acquire a vacant, blighted property that we hope will soon be developed into a mixed-use commercial and retail development. In the meantime, the land is being used as a community garden with over 100 individual plats that neighbors use to grow their own food.

    Finally, when the TIF expired last year, I returned $2 million in unspent TIF reserves to the general treasury of which $1 million went to CPS. I assure you, Aviva, the story of TIFs in Chicago contain many more unheralded success stories, such as this, than the failures you read about in the Reader.

    Thanks Joe. It is not clear to me whether Crain's is more accurate than the Reader. One thing is clear to me: I don't understand how TIFs work. I had thought that the money collected due to increased property values got recycled back to the TIF area for a fixed number of years. Is that incorrect? From both sets of articles, it appears that the TIF money was going back to general revenue and redistributed as the Mayor sees fit. What am I missing here?

    The various taxing bodies, including the City, the County, the public school districts, the Water Reclamation District and the like, all impose a tax levy every year that reflects what they need to fund their operations. It's limited only by a state law, which places a cap on the percentage increase the taxing bodies can levy every year. The presence of TIFs has no effect on the levy the taxing bodies impose or the amount of tax revenue they receive.

    You are correct that TIFs accumulate revenue in an amount equal to the revenue realized from the increased value of property within the TIF, but the retained revenue is not at the expense of the other taxing bodies. The taxing bodies still get what they asked for in the form of their levy. Instead, the revenue is at the expense of you and me and all the other property taxpayers in the City. All of us pay a little bit more in property taxes to subsidize the TIFs, regardless of whether we happen live in a TIF or outside a TIF.

    In short, TIFs collectively act as an additional taxing body.

    Technically, TIF money does not go into the general revenue fund. By law, it must be spent in the TIF district where the money was generated or in adjacent districts. The way it works in Chicago, of course, is that the Mayor essentially determines how the TIF money is spent, subject to the approval of the City Council.

    Greg Hinz in Crain's got it right. TIFs do not divert tax money and most TIF money is spent in the neighborhoods. You can make some legitimate arguments against TIFs, but diverting money from schools is not one of them.

There is also the issue most people forget- when the people that hold the most power in our country (whites) use racism it has a double effect. I'm not going to say "reverse racism" doesn't exist, because it does, but it doesn't have the same power. When you were at Gale after it became predominately black and felt racism from other students, you had a small taste of what they had to deal with re: racism outside of school and for their whole lives. I'm sorry you were mistreated but try to look at the big picture. In the end, it's all just hate and nobody deserves it.

ROGERS PARK — With a nearby surveillance camera recording it all, two feuding drivers launched into a violent and extended battle on a Rogers Park street last week, with one driver repeatedly ramming the other's car while the second man delivered wild jump kicks and punches, according to police and the video.

Two sweet cats need foster home

A neighbor lost her apartment this morning and rather than allow her two cats to be taken by animal control, I took them in. However I have my own cats and can't keep them. I am contacting all the various rescues but thought I wouls see if anyone would foster these two sweeties until my neighbor gets back on her feet. Thanks.

She's preparing for a zoning change hearing to make that a reality. In the meantime, she is also working on the textile business. It requires export licensing and other government paperwork that\s time-consuming, but, as originally stated, the textile business will become a realty later this year. Governor Rauner Takes an Axe to Chicago Public Transit Funding

This is one of the consequences of electing a governor who rides in chauffeured limousines and has no sense of how ordinary people get to work. Yes, there's a pension crisis, but do you really address a crisis by decimating transit systems that are already significantly underfunded? By significantly increasing the number of cars on our crowded highways? By forcing low-income commuters to pay much higher transit costs? By potentially preventing some workers from getting to their jobs at all? Do you cure a cancer by reducing blood flow to the limbs?

Participants evaluated the properties available for theater use (717, 721-723 and 727-729 Howard St.), reviewed previous renderings and concepts for a theater on that block, and discussed the steps required to find a theatre company or companies that would thrive in this location.
Other issues addressed were who would manage and operate the space; the number of seats and their configuration; if an additional location should be considered for a cabaret to allow for comedy club and intimate live musical performances; and the timing to build the space and solicit users.
The group reported that the next steps will be as follows: clearly articulate the vision for Howard Street and the arts; convene a meeting with a group of theatres that might be interested in the space; go forth with a plan for the space to get funding; narrow down the list of people who can participate; and select a theatre group to enter a long-term lease from the City.     It must be because you see community gardens and farmers markets as some kind of socialist initiative that you fail to understand their importance and desireability to a community.

    You also refer to the garden as "land nobody wants." So why not use that land as a garden, thereby greatly enhancing the lives of residents nearby and putting the land to productive use? Most of us like gardens. You do as well: you enjoy gardening in your backyard, at least after you spend hours cleaning up all the condoms people incessantly throw there (as you once reported). Why are you so against condo dwellers having a piece of land to grow some vegetables? Do you believe that only people who buy land should have a right to grow vegetables? What about public sports facilities? Do you think people should only have a right to play tennis if they build the courts in their own backyards or do it in private clubs? Goodness, I now see an entire world disappearing: no more national parks, no public highways, no sidewalks in Devane World....

    I called the water department. I was told I have a leaky toilet or faucet, and that it was recorded by the meter reader last September. I was never informed. Last night I did a search on the terms "Illinois" and "corruption" and stumbled on a new book that was released in January, 2015. The title, “Corrupt Illinois: Patronage, Cronyism, And Criminality” by Thomas J. Gradel and Dick Simpson. The book details the roots of political corruption in Illinois. The authors name names and discuss in detail acts of corruption and sleaze by our elected officials. The authors also identify the strategies and methods employed by our elected officials to rip us off. The authors make a number of recommendations for cleaning up politics in Illinois. However, the only way we will clean up the mess is for us TO INFORM OURSELVES and to begin helping our officials to behave more honestly and ethically by demanding reforms that the authors suggest are needed to clean up Illinois politics. I purchased the book last night and hope to begin it soon. I will be recommending it at my next book club.

Traffic was backed up on every feeder to it possible, for a full hour. Once you got to the light, traffic cleared right up, LSD was wide open. It was 100% because of this light that traffic backed up, yet nobody at the city can think to notice...

    Yes, I shouldn't have said disbanded, they do still exist, but they're a tiny fraction of what they once were (like... 10% of what they were). They used to exist to serve all purposes throughout Chicago, now they primarily and really only serve sporting events.

Shooting on Sheridan and Lunt

My housemate let me know that a shooting occurred just after 8:30 tonight at the corner of Lunt and Sheridan (east side of Sheridan). My housemate was across the street waiting for a bus. The shooter was inside a car traveling west on Lunt, and it appeared that they shot at a building since she didn't see any people walking on the sidewalk. Then the car turned left and headed south on Sheridan. The police came immediately. No ambulance came, suggesting no one was injured.

    My guess? Bullets went into the 2nd car, unreported.

    @Conalea Not east of Sheridan. His car was "firebombed" on Lunt but I think he lives on Farwell? Someone here should know.....

I hear the election will be decided by these questions, seems to me we should be honest about it, so what do you think.

Will African Americans vote for a person of Mexican heritage?

Will White "Ethnic" Catholics not vote for someone of their own religion?

I think yes and no, with absolutely nothing to base my opinion on.

    It's a urgently needed project that will benefit tens of thousands of riders, and I don't understand the value of throwing a wrench in the process over the objections of a couple dozen short-sighted people.

Many at the meeting feel that only a business with no need for parking can be built at what is referred to as the "gateway" to West Ridge. Although redeveloping the theater as a cultural center was also proposed, representatives of the property owner were not interested.

The feeling of many at the meeting is that anything is better than what's there now--two buildings that the owner has neglected, that have attracted taggers and other criminals (the buildings have been broken into) and that have become an eyesore. There was equal feeling that we can do better than a storage facility. The site has been in this state for years. I think a few more weeks of community input won't hurt.

JCCWRP leaders are meeting with Chicago Park District officials later this week to discuss the park district's taking over management of the green space. If CPD declines, the community through one of its neighbor organizations could assume responsibility. There are many unanswered questions.

It's important that a much larger cross-section of the community attend the next meeting. This is close to being a done deal. The Metropolitan Water Reclamation District is ready to tear up the asphalt ASAP. Once that's done, the community has no say in the project.

Another meeting will be scheduled. A fuller explanation of what happened is on my blog.

Obtaining Blue-Light Camera Footage

Does anyone know if it is possible to get footage from the Blue-Light cameras around the city? If I file a FOIA request, would that grant me access to the footage for a certain date/time?

  • So the POD camera footage (blue light cameras) is open to the public upon request? I didnt think we could access them. If I send out a FOIA request what address should I send it to? Their website says I need to pick an agency to send it too and I dont know which one controls the POD cameras footage.

I've been living in the area for 8 years and I've only witnessed one drive by shooting (same intersection, actually-- five years ago). The intended target was a rival gang member walking his dog who was injured but got away in a separate car.

Has anyone else in the area noticed any increase in violence and shootings that go unreported by the media?

With the lack of parking in the area, I am always making rounds trying to find parking after work around 12:30. The fact that this happened right on my block, when neighbors are walking their dog or walking home-- is unsettling.

Chicago Beach Laws?

Hey everybody, I am relatively new to Rogers Park and love the proximity to Loyola Beach (first EveryBlock post here!). Now that the temps are getting warmer I am curious about the laws/quirks of the beach up here. Some of the questions I have are:
1) Do we seriously have a lifeguard after Memorial Day and we can't swim after they leave in the evening?
2) Dogs allowed? Leashes or free?
3) Are there fire rings at this beach? Or can we have small bonfires at all?

Those are the only questions that come to mind but if you have any other tips you want to pass on please feel free to comment.

    d3, walking directions to dog park: south on Clark, west on Birchwood, just past the Metra viaduct, south in the alley between the viaduct and Wolcott. Or park in the Gateway lot and walk from there. Makes more sense living up here to approach the park from the north.

Besides, "rip currents" or narrow rip channels only occur on exposed beaches under conditions of strong on-shore winds and big incoming surf. Experienced swimmers know what they are and how to spot them, never fight against the current, swim parallel to the shore until they are out of the channel and then safely swim back to the beach.

    d3, there have been Chuy signs in Heartland's windows since long before the February election. I assume they're still there. Could well be that Chuy doesn't have yard signs yet. They do cost money. One of the owner's had a Chuy sign taped or stapled to the top of a Moore sign in his own front yard in early February.
