According to an Elgin police report, a City Center employee recognized Allen as a sex offender and saw him walk through a crowd of children near the splash pad at 132 S. Grove Ave.

    With the exception of the Fox River drowning Wednesday night, Elgin 's Fourth of July was relatively calm, with significantly fewer fireworks-related service calls than in 2017, officials said. Elgin Police Public Information Officer Kristie Hilton said that from 12:01 a.m. Tuesday through 2:30 p.m. Thursday, Elgin's 911 staff received 114 calls related to fireworks.
