The rise and fall of community policing in Chicago
On a mild morning in early May, two teenage boys sat on the porch of a house in West Humboldt Park on busy Chicago Avenue. From there, they could see a string of abandoned stores, boarded up and painted in bright colors.

Loud Dance Music Northwest Side of the Park

Anybody know where this loud dance music is coming from or the occasion? I'm over by Kedzie and Pierce.

I was born at Norwegian, and have lived on this block more than once; this time for about the last 10 years. I was just asking if anybody knew where it was coming from and the occasion because I listen to House music, recognized some songs, and wanted to know if it would be something I'd be interested in attending. Although, after about the fifth hour of constant bass it did get old pretty fast. Anyway, I wasn't trying to incite a comment war.

In any case, some good points were made, and honestly, knowing now that this was a group of people BBQing blasting music insanely loudly instead of an actual event changes my feelings. The citizens of this neighborhood, especially those with properties facing the park, shouldn't have to deal with music that loud or people peeling out on motorcycles until midnight on Sunday just because "that's how it's always been," "that's the culture," or whatever other lame excuses are thrown around here frequently.

WOW, right on the money MAC. Sorry, did not want to start a war on your thread. I have raised my family here and when I moved in this ILLEGAL loud music NEVER HAPPENED! The park was so dangerous, no one would dare to risk injury to do so. Not until after gentrifers worked to make the park safe again for families and the year after Riot Fest was kicked out of the park did this group appear. Now, more and more groups are using the park, setting up illegal amp.s and blaring music for hours disturbing the entire neighborhood when they do. The Alderman's people video taped the East side group after a shooting in the middle on the day the first year they took over the park. They recorded drug smoking, alcohol drinking, loud music and park grounds being destroyed by vehicles on the grass and tearing up the pavement. Sorry to hear that yet another group has appeared to disturb every ones peace on the West side of the park. Our Alderman has done nothing but make the park unfriendly to families and it is up to us, voters who live here. We must solve this problem on our own in this February's election because no one else will help us. Good luck, see you on election day.

Recs for Repair to Old (ca. 1890s) Metal-Clad Turret Window?

Hi all:

Our house has an old turret-like corner bay window, dating, as best as we can tell, from approximately the 1890s. It is clad in a kind of metal sheeting, which has been successively painted over the years. A part of the structure was damaged over the winter by ice, and I'm looking for someone who has some experience with vintage ornamental structures like this to come out and assess what we need to do to fix it.

If anyone has any recommendations, please share! Much appreciated.

Thanks.

When I moved into Humboldt Park, my block had two apartment buildings and a building that had a few stores in it. There were six vacant lots to the North and then the building containing the stores was leveled bringing the total of vacant lots to seven out of nine lots. The neighborhood was crime ridden and gang violence was a daily occurrence. Neighbors got together and started a community garden on several of the lots to clean up the neighborhood. Gang bangers could no longer use the lots for their criminal actively. Shortly after, developers started purchasing the lots. I am happy to announce that all the vacant lots are gone and tended to as of this month. One developer purchased two lots and built single family homes on them and great people moved in. Now, another developer has purchased the last four lots and built two more single family homes. One home sold for 619K with a great new family. The other was up for sale for 1.2 MILLION until the developer moved his family into it. The last two lots along side of the developers home is now being landscaped as a beautiful addition to his home. After the neighborhood was flooded with low income projects, it is great to see single family homes being built with home ownership because that is what truly stabilizes a community. I am so happy to be apart of bringing back life to Humboldt Park and welcome all new comers that want to make the 720 acres of the park family friendly again.

Violence plagues our neighborhood. Get involved. Stop violence by reporting drug sales and uncivilized behavior.

  • It really is a community effort to watch out for and care for cat colonies. It’s so true, most of these cats, unless they were domesticated and turned out on the streets, don’t have any desire to live inside. The best we can do is feed them and give them shelter.

  • If there were that many dogs running around, people wouldn’t stand for it.. Chicago euthanizes thousands of animals every year..with your tax dollars!!

Usually Sunday afternoon Humboldt Park is impossible to use for children, families and park visitors without being disturbed or feeling threatened. But yesterday afternoon and evening there were no aggressors disturbing or attacking park visitors at all. It was warm and pleasant weather but no aggressors showed up. It would be expected that some aggressors would drive to Humbolt Park to meet, drink beer, do drugs and to make the usual Sunday mayhem but for some reason they all stayed home. How can this be possible? Why did nobody show up?

Well, this has happened before. The aggressors are either there or they are not.

The reason to this either / or presence is that the aggressive activity is coordinated by organizers. Participants are called for to show up in Humboldt park and make a mayhem and behave threatening. To provoke. To make Humboldt Park unpleasant for other groups. Other ethnic groups. Other cultural groups. Other racial groups.

The loud and aggressive group meeting in Humboldt Park is organized racial hate and must be legally treated as politically organized racial hate. The organizers calling for the participants and the participants must be identified and held legally responsible for organized hate crimes.

Please, call the police, 911 for any racially, culturally and ethnically motivated crime. Make a video and send with text 274637 (CRIMES).

Javy, you spewed a lot of garbage, where should I start. I NEVER posted I would live on the island. If you knew anything about investing, when the island becomes a state next year, bankruptcy will follow and like Detroit, re-birth and investment will restart. From what I have seen on the news, people blasting music 24/7 is extremely unlikely. Last, NO!! "As far as shootings go, this is Chicago, drugs and all that is everywhere in the city." The shootings that have returned to HP are NOT happening in most North Side neighborhoods. When Riot Fest was here crime was way down, the community had hope and businesses with jobs were opening, life was returning. It was killed by our Alderman. I moved into a neighborhood where crime was disappearing and it is unacceptable to think a crime ridden community must stay a crime ridden community. "Puerto Rican’s love our music and embrace our heritage", great so do I, now just follow the laws while doing so like all the rest of Chicago and no one will complain. Can you pleased explain in more detail "Because if loud music and people breaking the law is what bothers you, you will have a rude awakening"? How many people are law breakers there?

There are a lot of comments along the lines of "stay home" or "go to another part of the park". To those people, you do realize there are people who live near this part of the park (and who have for years) who don't have the option to do that, and can't get any peace. And while El Corillo may just be people enjoying music and they have for years, other people with more sinister intentions do engage in legitimately dangerous behavior around there and do so by trying to blend in with the others.

Hey everyone, I just got transferred to a project in the South Loop and currently I have been taking the North Ave Bus to Western, than the Western Bus to Roosevelt, and than the Roosevelt Bus to Roosevelt and Michigan. Everyday it takes me 1hr 40min to get to and from the South Loop. It's ridiculous. I blame the fact they got rid of the Western Xpress and than add to it that Ventra sucks (takes like 5 taps to get it to say go). The commute to and from work is killing me. By car, the drive is only 15-20min max, but as I said by bus its like 1hr 40min. so I'm looking for different options. The Homan/Kimball bus runs awesome and I was thinking I can take that to the Kedzie/Lake Green Line Station and take the Green Line to Roosevelt. However, I'm wondering how safe it is? Does anyone know? I'm a little white girl just fyi. Please let me know. I want my life back.

  • I used to take the homan bus to the greenline. I much rather prefer the conservatory stop. It's a short walk from homan and it's a beautiful station. Plus you can easily get a seat from that station. Greenline is wonderful.

CPD does NOT keep this area clear despite having a nerve center at 11 and the fancy sdsc shot spotter technology. They can see EVERYTHING illegal and just let it go on under their inattentive eyes.

DOP does not keep the city inventory of vacant lots CLEAN and free of debris. Only this year are they cutting these dozens of lots with lawn cutting blades on a tractor. Every other year they used farm shredders on the back of the farm tractor.

Why have cameras if no police will use them in a proactive way to make a blighted slum area better?

I guess catering to the neighborhood crowd needs the particular amenities they need. Example: Liquor store at hand ans free Salvation Army soup. Bus benches will do to hang all day. Bring lawn chairs and other broken down stuff and leave on the vacant city owned lot so you can save a permanent space next to your very thin sparse shade tree.

Will forward this EB posting to MANY in city hall. Lets see who rallys to HELP US.

Digest on the fritz again??

Is it just me or is everyone not getting their daily email digest?

  • I wasn't getting mine for about a week so I emailed them. They said that hotmail blocks everyblock after awhile. It always showed up in my junk email but I look for it everyday and read it. Then I stopped getting it last week. It probably doesn't help that I don't have it on the safe list. I changed my email address on my everyblock account and now get the newsletter sent there. I may try to change it back to my hotmail email in a week.

  • This is the response I received from everyblock:
Unfortunately Microsoft has begun blocking e-mails sent from EveryBlock. We have contacted Microsoft about the issue and requested they remove the block but some users are still unable to receive communications from us. We do apologize and are working to resolve the issue but are somewhat limited in what we can do as the messages are being sent successfully but then dropped by Microsoft who we cannot control.

The neighborhoods in this ward are increasing in graffiti, robberies, burglaries, shootings, etc. Luis Gutierrez, federally represented several parts of many Chicago wards, and he did nothing, but fill his family's pockets with money. Neighbors Work Together To Fight Gang Violence

This store as others in the area are a magnet to gang violence and shootings. Getting no where with the CPD and politicians for decades, neighbors worked together and contacted the press. Check out the video, one of several shootings by this store. Are reports being made? Why has this store not been closed? Is it just politics as usual in Chicago. Are contribution dollars more important than voters lives? Will EBer's remember this when voting next election in February of 2019? I am working hard with my neighbors to fight this wave of violence that has returned to our community in the last three years. Any suggestions of what more we can do? Hopefully, together we can.

New speakers and amplifiers for everyone in Humboldt Park to listen to. The 2 winners Sunday afternoon could be heard all around the park and in the Norwegian Hospital.

Do a foia for 911 calls
Do a foia for Police responses
Compare these 2 freedom of information places. You will see many 911 calls and not many responses to your calls.

This is why you have the problem. There are plenty of calls that go in. BUT CPD does not respond and do something about your calls.

Once you have the evidence you need to support bad response from CPD send to the Superintendent, IG, Mayor, Chief of Staff and regulatory agencies. These are people who have helped resolve issues in the past.

This is a path that can bring better results than what you have received in the past. Parks may have Federal Funding and get closer scrutiny. Slacking, Blue Flu, Blue Code practices need to be remedied.

The police needs your videos, phone calls, complaints and photographs so that they can create complaint "tickets" as proof that their actions are necessary and that they need the resources necessary to combat crimes and aggressive behavior in Humboldt Park.

Orderly behavior is important in Humboldt Park so that everyone feel safe and welcome in our park. We live in a wonderful multi-cultural neighborhood and it is important to ensure that everyone can feel safe and comfortable without aggressors and obnoxious behavior. It is important that cultural and racial tension does not develop in our community. Loud and aggressive behavior from one group adventure the fine community we have. So, please, please, please, call the police.

We need more people sending complaints, video, photos, observations. The more complaints the better the police can serve our community. Each complaints, calls, texts, e-mails are called a "ticket" and the more tickets the police get the stronger they can act. It is important that we in the community provide the police department with complaints so that the police can affect the politicians. Videos are a good way to show the real problem.

So, please, when you hear loud music in Humboldt Park, pick up your phone from your pocket and video record the event. Send it as a complaint to 274637 (CRIMES). Can't be easier.

Also, call 911 to report what you see for instant police safety action.

What's going on with the demolition at the old North Hotel?

Anyone know details of the rehab project underway at the North Hotel on California, just north of North? For decades, its been a transient hotel and SRO. Anyone know details of the rehab project underway at the North Hotel on California, just north of North? For decades, its been a transient hotel and SRO. I had thought there was a SRO (single room occupancy) freeze in place in Chicago, to keep the largely low income and disabled residents who live in these type of buildings from being displaced. But the residents that were at the North Hotel are all gone, the windows have been papered over, and for more than a month, there's been dumpsters and construction going on. The first dumpster load was full of furniture; the latest is full of the plaster lathe and wire that was in the walls, so it is clear that the hotel is being gutted inside down to the studs. I can't imagine with its location between the park and the 606 that it is being rehabbed to house low-income folks. The posted permits show they are doing a non-structural rehab and that it is registered as a vacant building. Has anyone heard any details about this building and what it's going to be -- and how they got around the SRO freeze that I thought was in place?

  • Earlier permits indicated the following: B3-1 - RENOVATION OF AN EXISTING 4-STORY, TYPE III-B, 66-UNIT SRO BUILDING TO PROVIDE 39 SRO UNITS PER PLAN. NO CHANGE FROM EXISTING A-2 USE. Sounds as if it will remain an SRO...but with larger units?

  • great information Brian. California 1622 LLC is listed owner since 2014 @ $1,750,000. Previous owner 2005 - 2014 was 1622 California Venture LLC. Property taxes very low as "partially vacant building" according to County Assessor.

  • That sounds good -- any idea how many units were there before? there are some pictures of the interior on yelp that make it look like a seedy 1940s time capsule...

CAPS Beat 1422 Meeting - Discussion of bad business being "protected" by Alderman Maldonado

The CAPS beat 1422 meeting will be on Thursday, April 19th at 6:30 PM at 1402 N. Kedzie. One of the discussion items will be about this news story. Please attend.
https://chicago.suntimes.com/chicago-politics/ald-maldonado-accused-of-going-easy-on-troubled-humboldt-park-food-mart/

Ald. Maldonado accused of going easy on 'troubled' Humboldt Park food mart
Since 2011, the city of Chicago's Department of Business Affairs and Consumer Protection has slapped Evergreen Convenient Food & Restaurant in Humboldt Park with more than 50 citations. They've been for violations like selling "unstamped and outdated merchandise" such as baby formula. Outside the corner store, there have been two shootings this year.
    https://chicago.suntimes.com
  • Zach Abel CAPS beat facilitator and community activist

Looking forward to discussing this hot topic in our beat. Hopefully we can get the business shut down.

  • At the CAPS meeting CPD said that the store is starting tp report crime, which is good.

However, on Sunday April 22nd at approx. 1pm, there was another shooting in front of this store.

But, since we are all living in Rahm's Chicago - nobody shot means no shots were fired.....
