For residents on the 3700 Block of Richmond and Waveland...A middle aged/older white female with short cut blond/brown hair was seen casing cars on the block and trying door handles. She was wearing a black backpack. My roommate was walking our dog and confronted her, asking her if the car she was touching was hers and she said it was not. I think she got freaked out and walked away. If you live on this block, be sure to lock your car doors!
