Federal Law (Some states have additional restrictions)
    https://www.atf.gov/firearms/qa/whom-may-unlicensed-person-transfer-firearms-under-gca

To whom may an unlicensed person transfer firearms under the GCA?

A person may transfer a firearm to an unlicensed resident of his or her State, provided the transferor does not know or have reasonable cause to believe the transferee is prohibited from receiving or possessing firearms under Federal law. There may be State laws that regulate intrastate firearm transactions. A person considering transferring a firearm should contact his or her State Attorney General’s Office to inquire about the laws and possible State or local restrictions.

Generally, for a person to lawfully transfer a firearm to an unlicensed person who resides out of State, the firearm must be shipped to a Federal firearms licensee (FFL) within the transferee’s State of residence. The transferee may then receive the firearm from the FFL upon completion of an ATF Form 4473 and a NICS background check.

A person may loan or rent a firearm to a resident of any State for temporary use for lawful sporting purposes, if he or she or she does not know or have reasonable cause to believe the person is prohibited from receiving or possessing firearms under Federal law. Another exception is provided for transfers of firearms to nonresidents to carry out a lawful bequest or acquisition by intestate succession. This exception would authorize the transfer of a firearm to a nonresident who inherits a firearm under the will of a decedent.

A person may transfer a firearm to a licensee in any State. However, a firearm other than a curio or relic may not be transferred interstate to a licensed collector.

Notice there is no exception for gun shows, it doesn't matter if it is a long gun or a pistol. The residency of the buyer and seller are what is important. Bottom line is Federal Law says that no background check is needed when the private sale or gift is to another resident of the state that the seller/gift giver resides in. If someone in Indiana is selling guns to residents of other states without going through an FFL, then they have violated Federal Laws! The law is there but as we all know, criminals don't follow the laws. Arrest and prosecute the violators to the fullest extent of the law. Additional laws won't change anything and slaps on the wrist for the few that are prosecuted just encourage the law breakers.

I agree that straw purchasers are a problem. They are a problem in Illinois and Indiana, along with many other states. But why are those convicted of this crime not being punished to the fullest extent of the law? Why does the Cook County Attorney reduce the charges to a lessor offense and give them probation? No law changes are necessary, the laws are there for straw purchasers it is a felony conviction sentence of ten years in jail and a fine of up to $250,000. Straw purchasers are a problem in all states and it isn't particular to Illinois or Indiana, however some states aggressively enforce the law. Illinois does NOT.

All of this goes back to my earlier comments, strictly enforce the law, pursue the crimes and charge every possible charge. If convicted sentence to the maximum punishment allowed. But our current politicians don't have the courage to do any of those. Hold the politicians accountable and vote out all who fail to do the job they are paid to do.

Street lights Out

Is there a message being sent to the general public when street lights are intentionally disabled? I already have an SR# from 311, but I wonder about the motive for disabling street lights that are working fine.

  • It seems as though the street lights in Maple Park have been off more lately than they have been on and it is very dark. We have a pretty good neighborhood however I am always concerned that visitors from elsewhere might find our dark, unlit streets very appealing for the wrong reasons. If you don’t mind me asking, how did you find out that it is intentional?

  • Also, thank you Nirrehs for making our community aware of this-I am going to call 311 the next time the lights are out too. What is an SR#??? A report number they give you when you call?

Psalm 112 Over 112th Str. For The Fear Of Evil To Meet Defeat!

As a Senior-Veteran,I must note-by my authority, entrusted by The LORD,my horn of hope,
I will see the wild wicked that hang around in front of stores, calling ,"Old School" out, cause he wears a medal with "G" wings on with none of their doubts!
Oh,they will melt away & their territorial mind-sets will perish like Psalm 112:10 does say!
Everlasting rememberance to the righteous!
