Please reread that statement, " No food handlers certificates on premises" by Illinois law as of Jan 1st 2015 anyone working in the food service operation from server to dishwasher must be certified. So to your point, the person who is certified IS in fact the person handling the food. The dishwasher IS in fact needed to be certified along with managers and servers. See below for full link of Illinois food service laws pertaining to this topic.

If the certificates are not at the location, then who is to say they are certified? My point here is because not one certification is present in the location for any of the employees, speaks volumes to the restaurants integrity to serve safe food. and by recent event, and more notable the 5 times they have failed and one " pass with conditions" only attests to this topic.
