Record a video of loud music and intrusive behavior and text the video to the police: 274637 (CRIMES). Your identity will not be sent to the Chicago Police Department.

It's really easy. First, video record bad behavior. Then:

1. Create a new text message or SMS text on your cellular phone
2. Enter the number 274637 (CRIMES) in the “TO” line
3. In the message box, type the word CPD, a space, and then your crime tip information. Attach the video to the message.
4. Hit “send” to send the text message You will automatically receive a system generated message back on your cell phone acknowledging your tip.

The police needs your videos, phone calls, complaints and photographs so that they can create complaint "tickets" as proof that their actions are necessary and that they need the resources necessary to combat crimes and aggressive behavior in Humboldt Park.

Orderly behavior is important in Humboldt Park so that everyone feel safe and welcome in our park. We live in a wonderful multi-cultural neighborhood and it is important to ensure that everyone can feel safe and comfortable without aggressors and obnoxious behavior. It is important that cultural and racial tension does not develop in our community. Loud and aggressive behavior from one group adventure the fine community we have. So, please, please, please, call the police.

    I have only heard of text2tip and cpdtip. Both of those are anonymous. Who sponsors this CRIMES?

    There are dozens of DIRECTIVES that the police are supposed to do. They do not do the majority of them to any degree that help citizens.

    Police do not need a COMPLAINT to act. They can do it because it is part of their job. They see it with their own eyes and hear with their own ears. They always blame us for not doing enough which is a bunch of bahooey.

    We have a force that will not act. That is a different matter. It is complicated. (We just had an incident where the police passed by or answered a call a minimum of 120 times. A firetruck also came. They would not remove a mental homeless who took over the sidewalk. He was also burning to keep warm on the corner of a gas station. It took a call to Police General Counsel to get the person removed.They had the legal right and refused to act)

    I would say post your video online. Then circulate the address to everyone in City hall and regulatory agencies.

    Bad guys are bad. But who is worse? The city employee paid approx $90,000 who drives around and does nothing?

    Police do not need PROOF. There is satellite aerial views that can substantiate if they feel the need for video and proof., There are cameras in the highly touted nerve centers manned by sdsc camera personnel.

    The city is bankrupt as is the county and state. They cannot afford lockup so they do not enforce LAWS that are supposed to protect us. It id s pandemic. We need to get coaching from say Indiana a state that is solvent and arrests drug dealers.

    YES, a continuous stream of DATA to the higher ups can yield different results.

    It is all about CHANGING the system. 311 is being revised now by the DOIT Commissioner. She could use input on how to help us.

    She hopes to add a COMMUNITY area so we can give better feedback.

    THANKS it is the text2tips. The newer one from is their newest.

    Both are Anonymous. There is a potential for a reward. A foia of number of rewards given would give an indication if what they say about reward is true.

    A few years ago there was a reward for turning in FLY DUMPERS of $100. I was told it expired because no one used it.

    That just goes to s how what slugs we are. Actually getting the technology to get photos was cost prohibitive. Maybe the RING battery camera might solve that issue.

    GPBLIGHT, please do us all a favor and write fewer and shorter posts; work on your neighborhood not ours; we will all do what you say when you show that your tactics work in your neighborhood.

    I have politely tried to explain to this person on prior occasions that this type of over-posting does not help. In this era of short sound bites, when readers see multiple paragraphs and run on sentences, they tend to move on to the next thing.

    People are looking for SOLUTIONS. You keep encouraging them to do the way that DOES NOT WORK.

    FYI email DOES WORK. I have contact with many and get service pretty fast.

    Read the 5 regulatory agencies that criticize CPD. A common thread is lack of accountability. Sending emails will hold the staffer accountable. Why? email is subpoenable in court.

    Service is hard to get in almost every city department. Emailing Commissioners usually does the trick. Once direct email complaints go to the Commissioner and goes down into the field the slackers are held accountable through some kind of point system. X number of points and you are let go.

    The 311 software is more than 25 years old and full of quirks that prohibit us getting city service as many neighborhoods do. Currently the Department of Information Technology is revamping the 311 software. She will include a COMMUNITY area so we can complain about lack of service.

    Even now the Mayor resists tendering ALL of his email.

    I think you just don't like someone doing something differently than what you believe will work. sorry if that offends you or others who more or less want to rant and vent.

    Our episode of CPD passing by a mental guy blocking a public way and setting fires at min 120 times.. in a month including where a fire truck an example of a force at its' finest. It is consistent with numerous complaints of criminals ruling the streets.

    It is up to us to mend our ways and get the job done...

    Glenn, why in the world are you so angry at GPBlight? S/he does a lot of good work here on EB, informing others about some ways they can possibly get some action on issues that permeate their neighborhoods. Perhaps you have an issue with attention span? While s/he may be verbose, one can always skip past her posts.

    She DOES get attention to her neighborhood, albeit local. However, I suspect, as she suggested in one post, that others simply do not do their parts. With the problems prevalent in her neighborhood, there needs to be more than 1 person contacting the authorities.

    Thanks Tomorrow. I think Glen should just MUTE me. Then he won't see what my posts say. He would not be the first to mute. He also gets alot of mutes so some get tired of him also.

    Some use posting as a gripe, rant, rave. It is better to SHARE info that works so others can benefit. Some use this also as a political forum so people will vote someone out. I am not into bashing politicians. Their constituents need to vote them out.

    If Glen wants to be exclusive to his block he can go to a site maybe named next door. I think it is by invite only and they are selective as to who they invite

    There have been statements that segregation on blog posts should be addressed and they may be having that as an issue. I am not sure where I read this.

    THANKS for the support. There are so many unhappy with service and policing they need to use methodologies that work to save time.

    Transparency is good. I now have 125 police forms that are supposed to be used by CPd to order service for us thanks to Police General Counsel who keeps feeding me Directives and forms.

    We are lucky. The Cook County States Attorney may take one of our areas to focus on. If they do, we have say 5 more areas (all at 11) that we will also asked to be snared in.

    Wow, Glenn, why the **&%$ do you care if I follow other neighborhoods? FYI, anyway, I moved from HP <a year ago, and from LS last year also. I know people there. And, maybe, just maybe, I own/manage properties there, so I want to monitor what's happening. I still follow those, and surrounding neighborhoods, and that's my prerogative.

    I appreciate gpblight's info. It may be new to some people, and is worth repeating. I have read your posts for a long time, and somehow get the impression that this tirade against the posts is not your usual MO. What gives? Get up on the wrong side of the bed?

    Click this police site. Enter COMMUNITY CONCERNS AND CITY SERVICES in the search box on the left.

    On the right hyperlinks will come up.

    Read the Directive and see what service you are entitled to and DON'T get. Then click FORMS and see the 125 forms police order service on. You can do a foia and see if any police actually used one of the 125 forms to solve your problem.

    Police Directives/Orders are very specific with titles, timelines, followup, summary reports. There is even one for PARK DISTRICT.

    Get the form: Go to town ordering and asking for the service.

    Post your results here.

    Many are afraid to use the police tip lines because they do not trust the police. This can be solved by getting a prepaid cel with no name.

    We cannot rely on the Force to do their Directives. I guess we have to learn what we are entitled to and then what form they should use and KEEP ORDERING over and over and over.

    As Evergreener says, the 14th distruct CPD is supposed to write tickets for these offenses, but they are getting different marching orders from their elected officials.

    THAT is the reason for these problems.

    If I still lived in HP, I would certainly use that method mentioned in the OP. It's a shame that that corner makes that part of the park (and residences) unbearable. The fact that it continues is testimony to the alderman's approval.

    I will let the people I know who are affected by this "music" about this number.

  • Has anyone tried engaging the media on this issue? Seems like a decibel reader and news attention may help. It seemed to help them get Riot Fest kicked out. It's one thing for an occasional permitted gathering, quite another to have it every weekend.

  • Emily, I plan on spending around $300 in Douglas Park during Riot Fest this year (not including tickets) as will tens of thousands of residents and visitors. That will support and sustain local DP businesses and create local wealth. The grassholes who kicked Riot Fest out of Humboldt Park have no idea how much they stifled business growth and opportunity. They basically discarded something hundreds of thousands of advertising dollars could never do: provide the entree for new customer introductions to local businesses, encourage the creation of new spending habits, and build wealth. Instead the tumbleweeds roll on the Paseo. Indeed, those new revenue streams that would fund community investment were also pushed out of Humboldt Park. Not my problem I guess, but I have grown weary of being subjected to mandates of stupidity. Few businesses will come here until there is change in political power. Riot Fest getting forced out of Humboldt Park is the epitome of myopia and small-mindedness.

    I should get to DP more often than once or twice a year (Mmmm, Lagunitas...). It seems a bit far. But I have no problem leaving the 'hood and getting great food in other nearby communities that are truly eager and appreciative to earn my spending money.

    Some people just don't get it.

    The super-loud music every weekend is annoying I agree. Limiting it to set times or heeding the advice of Poison "you heard your mother, turn that $h!& off" seems quite reasonable. I mean anti-Riot fest folks claimed that a bird died in the park after being subjected to loud music.

    There was post few weeks ago of a newspaper article showing the same alderperson with the same racist motive. Unfortunately, GPBlight blathered on until the pst was ignored. THAT is why I keep telling him/her to shorten their comments or stop commenting.

    Want to find out what has been done about this bad behavior?

    Do a freedom of information aka foia of form 21-953 click the CPD link below and you can see what is supposed to be reported.

    Pick a range of dates where activity was particularly heavy.

    Do a foia for 911 calls
    Do a foia for Police responses
    Compare these 2 freedom of information places. You will see many 911 calls and not many responses to your calls.

    This is why you have the problem. There are plenty of calls that go in. BUT CPD does not respond and do something about your calls.

    Once you have the evidence you need to support bad response from CPD send to the Superintendent, IG, Mayor, Chief of Staff and regulatory agencies. These are people who have helped resolve issues in the past.

    This is a path that can bring better results than what you have received in the past. Parks may have Federal Funding and get closer scrutiny. Slacking, Blue Flu, Blue Code practices need to be remedied.
