    Consider this: "In 1983, [under the Washington administration] the Chicago Police Department changed its procedures for keeping crime statistics after an internal audit showed that the department was under-reporting crime by as much as 40 percent in some cases...The number of reported crimes nationwide rose 4 percent last year [1985], but the increase in Chicago was less than 1 percent, law enforcement officials said Thursday...The upsurge in the national [crime] figure ended three consecutive years of declines...according to the Uniform Crime Report for 1985, issued by the FBI in Washington." [Chicago Tribune, April 26, 1986]

    In 1983-1987 the number of homicides in Chicago ranged from 666 to 744; in four of the five previous years the number was above 800; in the five following years, 1988-1992, the homicide rate rose precipitously from 660 to 943. Crimes on the rise in Chicago from 1982 were robberies (peaking in 1991) and motor vehicle thefts (peaking in 1986). (all figures from CPD annual reports).

    Another perspective from the DOJ Uniform Crime Reporting Statistics, violent crime NATIONALLY rose in all categories from 1983-1986. Uniform reporting data used by DOJ for this report was not available before 1985 and the CPD does not report an aggregate "violent crime" number. However, it is clear from DOJ stats available that that the number of murders in Chicago peaked in 1992, robberies in 1991, and aggravated assault in 1991. They did NOT peak under Harold Washington.

    So, John, I'm not doing any homework related to your other assumptions about budget cuts and service cuts until you can show me that you're doing something other than just speaking from hearsay.

The resolution was introduced through the Budget Committee.

When we brought our concerns about the stray hold ordinance to several Aldermen last fall, they assured us that the ordinance would not be implemented until March 2015 in order for CACC to launch a public information campaign to educate Chicagoans. That has not happened. The reduced stray hold has gone into effect without the promised information campaign.

We believed issues regarding getting lost dogs and cats back to their owners needed to be addressed before implementing this change in the stray hold. We believe that this ordinance will REDUCE the likelihood of pets being returned to their families. Dogs with unknown ownership have a mere 3 days before they become property of CACC. Cats of unknown ownership will become property of CACC immediately. Yes, that's correct: from a 5 day hold to no-hold at all.
