Rude 911 operators

Twice in the past 5 months I've had an operator get rude with me. Twice in the past 5 months I've had an operator get rude with me. The first time was in regards to a guy who'd passed out in the street, and they needed a number address--I kept telling them he was exactly on the NW corner of the intersection, and they got huffy. The second time was today when I reported shots fired and the gunman right across from my house who still had his gun drawn. I finally gave them my address since I'm so close and asked that they not show up at my house (which I always do, for obvious reasons). The guy got annoyed and said "You're always taking things to the next level"--not me personally, of course, but it seems like he'd forgotten how to be patient with people who are already on edge because they're calling about an ACTIVE GUNMAN RIGHT OUTSIDE THEIR HOUSE.

I swear, I've been calling 911 for shots and disturbances on my block since I was a kid and I've only recently noticed the attitude.

Has anyone else noticed this? Is there any way to follow up? I'm shocked that these operators aren't better trained to keep their cool under pressure.

I called recently because I saw a chained up dog out in the cold barking. This was the second time I saw the dog outside for over 3 hours and it was horrible. I've also called about gunshots in my alley. I felt like my complaints were going on deaf ears. Police never showed up either. Sigh.
