Norweigan Hospital try to change zoning for huge 4 story Housing Development

The Hispanic Housing Development Corporation together with the Norweigan-American Hospital Inc. has sent in an application for a change in zoning to build a hugh 60 feet high 4 story, 49 unit building in the middle of the neighborhood. If the hospital does this to one of its properties it can do it to other areas as well and the entire neighborhood will be blocked by huge unsightly buildings. The Hispanic Housing Development Corporation together with the Norweigan-American Hospital Inc. has sent in an application for a change in zoning to build a hugh 60 feet high 4 story, 49 unit building in the middle of the neighborhood. If the hospital does this to one of its properties it can do it to other areas as well and the entire neighborhood will be blocked by huge unsightly buildings. This will bring down the property values for every property owner. This company is, also, responsible for other ugly buildings in Humboldt Park.

The property is located at 1045 N Sacramento Avenue, 1049 N Francisco Ave. The building will include 49 affordable dwelling units, tenant ancilliary areas such as recreation areas and library as well as 42 exterior parking spaces. They want to change the zoning from 2 story houses and create this huge complex instead. I see this as a big problem.

    Bickerdike's Boulevard Apartments are on the same stretch just south of the proposed new development (about 300ft). "Boulevard Apartments: Three historic buildings which include 70 units make up this development, located on three sites along Humboldt Boulevard. This substantial rehabilitation project was completed in 1993."

    Bickerdike owns 3 more buildings east of Sacramento going down Augusta @ Richmond, @Mozart Street, @Francisco, these are also in that same range. So we are at 6 Bickerdike Apartment Buildings in this little corner. The area I am talking about is Sacramento to California/Chicago to Augusta( approx. 250-500ft from new developments). http://www.bickerdikemembership.org/properties

    Hispanic Housing (CHA ) properties in this same area consists of 10 scattered sites buildings with 38 units.

    We have Section 8 buildings in this same area. I don't know how to find out which is a section 8 building but I know a few(5 units) on the 800-900 block of Richmond street.

    So confirmed numbers are 108 units of subsidized housing in this little area. not counting section 8 and the Bickerdike Apartments on Augusta.

    I went to the Hispanic Development Corporation's website to research why the company's buildings fall apart just some years after being built. I found a wealth of information. The Hispanic Development Corp Senior Management and Board of Directors all lack knowledge and backgrounds necessary to make decisions when it comes to large residential buildings. They actually lack complete higher degrees in architecture and structural technology for large residential buildings. They all come from financing, public policy, lobbying, social science. politics and similar.

    The Tropic Construction Corporation is on the Hispanic Development Corporation's website described as the corporation's FOR-PROFIT construction company. That means that these two organizations has the same top decision makers.

    The Tropic Construction Corporation is presently doing structural repair work on the PLAZA TAINO at 1111 N Francisco. The Tropic Construction Corporation built PLAZA TAINO for more than 60 residents some years ago but the interior of the building is collapsing. PLAZA TAINO can therefore be used as a good example of the two company's degree of architectural and structural knowledge. The PLAZA TAINO building was planned to last for 99 years and The Tropic Construction Company was paid for constructing a building that would last long.

    To let the Hispanic Development Corporation and the Tropic Construction Corporation build a 60 feet high, 62 residents building will be a disaster for people in Humboldt Park, the veterans and all tax payers.

More Subsidized Housing in Humboldt

Many of you may have seen this already but I wanted to post it so that people can comment. My first thought is that I have seen other articles that say the building will be 60 feet tall and 4 stories. If each floor is ten feet high, wouldn't that make the building 40 feet tall? Then I see the picture and it is 5 stories tall. Either way it is too tall for a residential street.

Many of you may have seen this already but I wanted to post it so that people can comment. The article pulls at your heart strings by saying there are homeless veterans out there, but these are rentals. So how are the veterans that are homeless going to be able to rent here?

    Why would we name a building with a Puerto Rican name on the NORWEGIAN AMERICAN hospital property?

    Why would we not HONOR the over 100 year legacy of Norwegian American hospital by naming it a Norwegian name, or just using Humboldt in the name?

    Why would we put up housing on land that Norwegian American Hospital had earmarked for additional hospital facilities?

    Oh yeah, so guys that don't even live here anymore (not the vets, the pols) can claim this area as "Puerto Rican" even though the 2000 and 2010 census shows that it is far less than 50% Puerto Rican.

But Im suspicious, given that the developer will experience no penalty if they fail to rent to veterans.....assuming that the info posted on this forum is correct. If the result was that most of those tenants were not vets, then I would find that insulting to veterans, and would feel victim of yet more self serving political shenanigans.

In regards to the public hearing, I initially heard conflicting information from Alderman Maldonado's office and the Department of Planning and Development. My current understanding is that the hearing was scheduled for committee on Zoning for November 13, 2014 at 10am. Because this is a planned development (PD 599) it must first be approved/recommended by the Planning Commission before it can be heard by Committee on Zoning. Once approved by the Planning Commission, it would likely pass zoning.

The hearings for the Planning Commission happen on the THIRD Thursday of the month at 10am in council chambers at City Hall. The Department of Planning and Development and the Clerk's website do not show it on a November Agenda. I heard second hand that the Hispanic Housing Development Corporation would likely try to get it on the December Agenda.

I'd also like to say that both Alderman Maldonato's office and the Department of Planning and Development were very responsive and helpful in clarifying the process.

There is a free meeting about how our taxes/TIFs in the 27th Ward have been spent and allocated, and more. The meeting is on Thursday, November 6, from 6:30pm - 8:30pm, at 1044 W Randolph St.

I’ve always wondered where our taxes were going, how it was being spent, and whether it was being spent on things needed, like parks, schools, traffic relieve.

The meeting is being hosted by Gabe Beukinga, candidate for 27th Ward Alderman, and Tom Tresser of the CivicLab TIF Illumination Project.

    I and a neighbor met with Alderman Maldonado Roberto and he had brought in the President of the Hispanic Housing Development Corporation, Hipolito Roldan, to his office. Hipolito Roldan told us that the Norwegian Hospital had lent the property to the Hispanic Housing for 99 year so if you live close to the area you will be affected by this construction for a very long time.

    Hipolito Roldan showed us an overview drawing of the planned low income housing at 1045 North Sacramento Avenue. The construction will fill the lot just west of the Norwegian Hospital building. As such the construction will face the boulevard. Presently that lot is parking for the hospital employees. If you want to get an idea of the size of the building visit this parking lot and walk around it as well as up and down Sacramento. It will be the size of the parking lot and 60 feet up in the air. The empty lot just south of this structure will be made into a parking lot to replace the parking the hospital's employers loose.

    Hipolito Roldan told us that the building will house 62 residents. That is substantially more people than Sylvia Michas from Chico and Nunes P.C. informed residents about in her rezoning notice. She claimed that there would be 49 residents in the building. However, Hipolito Roldan had no information about the lot at 1049 North Francisco Avenue which was another lot Sylvia Michas had applied rezoning for.

    We were only two visitors to the Alderman's office and we expressed parking concerns, congestion concerns, garbage concerns, noise , etc. We used the PLAZA TAINO building at 111 N. Francisco Ave. as an example for how the new building will affect the neighborhood. The PLAZA TAINO building house between 60 to 70 people which is about the same as the planned new construction. Hipolito Roldan answered by telling us that the new building fulfilled the legal demands and he told us that retirees don't have cars.

    I have not met Alderman Maldonado Roberto previously and I found him being a good listener. I encourage everybody affected by this new construction to go to his office and tell him about your concerns and ask him questions you need answers to. The more visitors he meet with the better he understand our concerns. The project will not disappear without YOU doing something. Please, knock your neighbors door and tell him or her to do something as well. Refer people to this discussion or if you are good at creating a website blog or good with social sites such as FaceBook, please, create a medium for us to help us get in contact with everyone in the neighborhood. This blog is very difficult to find if you do not know the initial headline. We need an easier-to-find medium to communicate.

Turkey V

Has anyone seen what appears to be a turkey vulture circling around California and Augusta?
I noticed it appear after a kid fell off his bike and skinned his knee. Smelling blood, the turkey-v swooped down at the boy. Thankfully the boy's brother was there with a baseball bat and took a few whacks at his beak.
I'm worried about one of the neighborhood kids being carried away and snacked upon. Please be alert guys.

  • I used to live by an enormous group of turkey vultures. It freaked me out how they would fly in circles, like in the cartoons. Then I learned that is just their social flight. They aren't so much looking for something to die as they are leaving their nest and landing again, in a certain order, to establish their order and dominance.

    Are there really turkey vultures living in the city? The ones I've seen come in 6-foot wing spans!!!

Can anybody recommend some of their favorite vendors? Primarily looking for dry cleaners, banks, grocery, restaurants, etc. Also interested to know the skinny on the park (pool, other activities for kids). Thanks in advance for your input.

  • That would make sense Mccoy...why spend that kind of dough in October/November when you can really spruce it up in Spring. Hopefully that's their plan.

  • Being Fall and especially with all the rain we've had recently, it wouldn't make much sense to repair the area now. Just be sure that the money is in the pipeline for Spring. A committee sounds like a wonderful idea (inviting all opinions) to sort out 2015 plans. Run the idea through your Alderman's office and invite the CAPS Beat representative as well. Organize!

    The bad things are: 1. he allows the inefficiencies in union labor to continue making taxpayers pay more for services than necessary. 2. he allows the vendors who cheat on their contracts which also overcharges taxpayers 3. he doesn't give a rats nest about the south and west sides of Chicago as is evidenced by the rampant crime and lack of sustainable economic development. 4. he continues finding little ways to ding Chicagoans out of their hard earned $$ instead of finding other means to bring in $$ (ie I would advocate for bicycle licenses and insurance). example the 8 mil from red light tickets issued illegally (less than 3 sec) 5. he continues robbing the tiff piggy bank and diverting $$ which by law belongs in more impoverished neighborhoods. 6. he continues the building of a 5 star city for TOURISTS who happen NOT to live here; while Chicago neighborhoods disintigrate and depopulate.

    Those are my bones to pick with him. If he could make radical reform in those areas...it would make me and alot of others HAPPY little clams.

The neighbors to the South, in the West Humboldt Park neighborhood, have added another piece to their Chicago Avenue revitalization plan.     It took YEARS of fighting to get funding for the Chicago Ave Revitalization plan. It even took a fist fight with the ex governor Blago. City Hall and the State were very SLOW at approving street scape funding for lights, sidewalks, garbage bins, trees...anything at all.

    WHPDC has been fighting for more than 15 years just to get that far! Hats off to them a nd their determination.

Finding Firewood in the City

It seems like firewood is a scarce find on the northwest side unless you buy a small bundle from a convenience store or gas station. I'm looking for a place with reasonable pricing where I can load up my trunk. If anyone happens to be getting rid of some firewood, please let me know!

But prices are the best in the city and it is not that far. If you get down there Saturday morning before traffic gets bad it is a pretty quick trip. The fire wood is right inside the gate. Empty Polish Sausage Shop Sold

I have been told that the four empty buildings on the 2700 West block of Division Street has been sold. The building use to be an old polish sausage factory that moved away many years ago. That is all in information I have at this time. Is this a rumor, will the buildings be torn down, what will become of the buildings, I do not know. If anyone has more information or has facts about what is planned for this location, please reply on this thread. Thank you.

Gas Leak at Grand and Karlov

I work in the building there and they have evacuated numerous buildings in the area and shut down the the street. When I was there last (12:30pm) you could small gas half a block away. Just an FYI!

The Riot Fest!?!?

My mom is 70 years old and it sucks she can't enjoy the park she pays so much property taxes for!!! I guess it's the hell with Latinos!!! And I like to know why all Puerto Rican festivals don't have a liquor license but the Riot fest did?!?! Is it cause it's mostly whites attending?!? Just wondering?!?!?

And just an FYI the city has reached out to university's and have asked students to donate their time for service hours to help restore Humboldt park.

a. There were many dangerous bottlenecks, got lucky nothing went wrong as the lack of function would have crushed people (especially where along the curvy roads with the metal barriers) IE The flow would have been much safer if the vendors were set up 20 feet off the roads instead of right on them, or if there were another way for the masses to move rather than just the roads.
b. Somehow you made one of the largest parks in the city seems like an overcrowded rat maze… poor spacial layout and very little thought into how people walk, and how to get people form stage to stage

2. Add way more port-o-johns, average wait was over 20 minutes after 6pm

3. Make the maps accurate...The mobile app, was misleading. It was stressed multiple times to download the app, and we did. One problem was that the water stations were not located correctly, and I think they were missing all together in areas. Had this been a hot weekend could have been bad situation. Also, the one water station we did find was quite a disappointment...

4. 3 Day Passes did not have wrist bands… why not? One could not leave and come back.. stinks

5. VIP is practically worthless. Who cares about free drinks. The benefit of having a ticket (minus the re-entry) has diminished ten fold and compared to many other festivals standards, hardly deserves a VIP title. Viewing areas were not VIP. bathrooms were same as other bathrooms, just shorter lines, and

Seems there were quite a few factors in denying the permit that included engineering studies, traffic studies and of course, the feedback from the community (based on their 2013 experiences around issues of sound, drug use and traffic).

    Of course, safety is always a concern should there be injuries and overdoses.

I just recall reading one account from a woman who lived there saying how they could barely support the people that live in the town with emergency services...and she was worried if something happened people would be out of luck. Lot's of challenges to putting on a big music fest.

Riot fest tix? I want!!! We got burned

Hey neighbors my husband and I got burned on fake tix. We want to buy a Sunday pass anyone got one or two they are not using? Also, If you live directly off the park bring your address and ID and get free tix then sell them to my husband and I! We live one block off park and got denied the free tix :( so bogus!

  • The first 2 years if you showed your id(not sure of radius) then you got 2 tix. however, as is always the case when somebody does a nice thing, people received their neighbor tix and then scalped them on the street. That's why you had to have id and went right in instead of getting tix.

    I don't know of any other fest that gives away tickets bc of neighbor inconvenience, but everyone these days seems to feel entitled.

RIOT FEST: How can this be okay?

I'm not sure how long riot feat is supposed to last into the night, but as a new mom it's disturbing to be able to hear the music in my living room (living more than 2 blocks away from the park, at 9pm).

There has to be some sort of noise ordinance against this, right? I didn't pay for a ticket to the festival for a reason, and my child has to suffer because he can't sleep, which then means we all suffer.

I know if my neighbors were playing music loud enough for me to hear in my home I could call 311, but this is ridiculous.

    Although, I agree there is no real parking solution, if the parking becomes permit parking for a weekend during RF, then that same permit parking should apply to all fests that happen, for the duration of the fest. Think of all the money the city could make on tickets.

  • I live on Kedzie by the park and can say parking was a huge issue this weekend for me. If my area had neighborhood parking I'm sure it would have been ok. pR parking was way easier as people were coming and going all day.

    Riot Fest was louder and longer than PR weekend. But it ended every night at 10. Aside from the last band on Saturday that was so loud my house was shaking I found it less disruptive from a noise perspective. And the noise didn't go on all night long.

    The people coming to the neighborhood didn't bother me. In fact because the main box office was on Cali it seemed less crowded people wise than PR weekend.

    While RF was inconvenient it was well run and more controlled than other festivals. I might leave town next year to avoid the hassles but whether I do or not I welcome them back. Based on where I live I suspect there are few more unconvinced than I was, but I survived it and can do so again.

Lost chihuahua

My in-laws are visiting us for the weekend and have lost their dog- a small back chihuahua-- "Mocha". Lost near Washtenaw/LeMoyne.
They're very concerned, she's a country dog and doesn't have any real street smarts :(
Maybe she went to check-out Riot Fest...

Bullhorn! Spaulding and Division, ahhhhhh!

I'm gonna rip the bullhorn out of that kids hand on Spaulding and Division. I asked these idiots to stop with this yesterday, but no. I'm not traditionally a complainer and I love Riot fest. I wish I could hear crazy loud music, but I don't. I can't hear anything but this little jerk yelling, "Riot fest parking, riot fest paaarrrrkkkkinggggg!!!" down at the most unfriendly church parking lot ever. Blocking off the street??? making a tidy profit and a Sh*t ton of noise. My goodness, way to take advantage. I don't want to hear a peep of complaining from that group EVER! I'm done venting now, but I might call 311.

Humbolt residents, this is my first Riot Fest. I live on Kedzie across from the park and park on the street. How bad will it be this weekend for me?

    The reason we should all worry about a van parked and someone camping there is because we don't know who that is or what r they doing here. Residents with kids need to know. And also have u seen all the garbage this person has tossed out. Maybe he should move his van closer to crystal ave. There is always law enforcement giving tickets to cars on that street.

I run my daycare from my home, traffic was so bad parents couldn't even get to my house to pick up their kids. It's loud and the traffic sucks but all in the name of fun. The park is HUGE, great location for something like this. Riot fest is great for the neighborhood. Just like any fest that brings people together for some fun but unfortunately not all fests clean up after themselves quite like riot does.

Best way for finding decent renters in Humboldt Pk

I have tried Craigslist and the Reader, and as soon as anyone looks at the address they get spooked and cancel the showing or don't show up.
I am new to the neighborhood in a 3 flat (close to Hamlin and Division) and was wondering if there are neighborhood newspapers or announcements anyone knows of that I could post an ad, or if anyone has any other resources to find a decent tenant in Humboldt Pk/West Humboldt Pk area. Was thinking of visiting churches next. Any suggestions would be greatly appreciated!!

  • As a landlord I understand the frustration of no shows! Recently I did open house showings and found it worked better then setting appointments, in a 2 hour time frame I had more people through than what I would have scheduled. Based on the information in your comments, I would try flyers in local schools, churches and stores with an open house time on them. Alley Construction Update-Potomac/Hirsch

I just spoke to Curt, the engineer at Sumit Construction that has been working on the alley between Potomac and Hirsch between Western and Artesian. He said they will be working to "frame" the alley on Monday, pour concrete on Wednesday and be finished next Friday, weather permitting.

26th Ward priorities

New Life Church, corner of Homan and Division, getting prepped for new sidewalks.

I know, I know. Sometimes a new sidewalk is just a new sidewalk.

There have been so many unmet infrastructure and maintenance needs for so many years in this Ward, it seems odd that this improvement would be given priority over tax-paying resident's longstanding problems.

  • You've gotta love the "Building a New Chicago" sign sitting next to the new sidewalk next to the church on Division. That new sidewalk replaces a perfectly good sidewalk and (no longer used) driveway section with new sidewalk and curb. Always great to see tax dollars so wisely spent! On such critical infrastructure!

Found Dog

Found this brown and Carmel chihuahua roaming the Humbolt Park neighborhood. He's sweet and very scared. He seems to be in good health. Not neutered. About 7 lbs. no tags or collar. Taking him to see if he has a microchip tonight. Posted info on Lost Dog Illinois as well.

If it is their dog, I'm sure they don't mind much that he is gone, bc they only bought him to replace a previous similar dog that was lost/died.
