horns all morning please help

I recently moved to an apartment off Pulaski between Fullerton and Armitage. I really need your guys' opinions and help about this issue I am having. Many of my neighbors recieve rides from others and when they get picked up the person in the car LAYS on their horn. This is persistent. It is all day. it is messing with my health because it is messing with my sleep. I work late and I have often just fallen asleep when the honking begins at 4:30 am. It happens every 5-20 minutes until 8am. Today one of my lovely neighbors was laying on their horn for over a minute straight at 6:40 am. I wouldn't complain if they pulled up and went "beep-beep" but it sounds like an emergency and my conscientious mind can't ignore it. the noise ordinance protects us until 8am. are car horns used in this fashion violating the noise ordinance? Earplugs don't help and I shouldn't have to accommodate this inconsiderate behaviour. have any of you had this issue or anything similar? Sometimes it makes me so hazy and angry that I fear I might go out there and start a fight. can anyone lend insight to me on the perspective of the drivers? why don't they have phones? what in the world makes people think this is ok?

I think what I need to do is start calling 911 on each one consistently day after day for these 4am-8am honkers until it lessens. I feel like a tyrant calling the police on a bunch of parents and working people but they are violating the ordinance right?

    Swiffer- yes, too funny-I had an officer tell me the actual name they call it (I won't repeat). One can get it to stop if they work the right channels!

    It is sad that hard decisions have to be made. Some of these should have been done decades ago when there was a real chance for good to happen. If too many schools hadn't stayed open and too many teachers who were not that good....the resources squandered on that could have built a really good system by now.

    It is really sad and painful for many. Just look for the silver lining...and the rainbow. Give the new institutions a fair chance to perform...and see what happens.
