Copernicus re Complete Streets Project

Q: The Milwaukee Av CSP is intended to make Milw safer for pedestrians, motorists and bicyclists. Under consideration for the project is the removal of 1 lane of traffic in each direction. How can this project best achieve its goal?

Garrido: "So, I live in GP. So this project would definitely directly impact my neighborhood and our community. When we heard that one of the possibilities was to remove a lane of traffic from Milw Av, we knew immediately that that's something we didn't want to do in our community & we didn't want to wait and sit on the sidelines because we know we learned from the past that once city gov't comes & says "Here's the project", it's very, very difficult to undo. So I initiated, I drafted, a petition, myself together with members of the community & the GPCC, we passed that petition & we gathered 4,000 signatures from people from the GP community and beyond that said "we don't want to remove a lane of traffic". We support the CSP, Milw Av needs it, it's a mess, absolutely, we want everything that comes with it, bumpouts, medians in the center, we want all of that but we do not want to remove a lane of traffic. And,he fought us all the way, every single time we tried to talk to him about it, he didn't want to sit down, he didn't want to meet. So thankfully, because of our petition, we were successful and they took out the possibility of the protected bike lanes, but on the table is still unless he's saying now, here today, that they are not going to remove a lane of traffic, that would be great."

Now, after Mr Garrido's response, do you know if answered the question: How
can this project best achieve its goal (safety for all)?

What does John Garrido say?
so I initated, I drafted, a petition
We want bumpouts, we want medians, We support Complete Streets

Acknowledge the question then pivot? Done.
Anybody have a clarity on this question? No
Mission accomplished.

  • Randy Stroller

Sounds like he thinks a complete street is one that is completely for cars and maybe for people to cross but not use in the traffic flow directions.

Election update: Michelle Baert endorses Garrido in 45th Ward aldermanic runoff

Baert finished third in the Feb. 24 aldermanic race in the 45th Ward. The runoff is a rematch of 2011: incumbent Alderman John Arena vs. police lieutenant John Garrido. Both candidates will be trying to identify Baert supporters in order to ask for their vote. Baert received about 1,700 votes.

I took a look at the MEABF Member Handbook and, even though the aldermen's pension plan is a subset of that plan, there is really nothing in there about it. It just mentions that elected officials are included under the MEABF but nothing about how their plan differs and all the examples in the book assume 10 years for vesting, see:

    http://www.meabf.org/publications/MEABF_Tier_I_Handbook_031914.pdf

I did learn that their plan is called the Officers' and Officials' Annuity and Benefit Fund of Chicago, I guess that makes it the OOABF. I am unable to find much information online about it. I think there must be a separate plan document which is not available online for some reason.

@Gord Mayfair: I don't care about people drawing the two pensions. I was just trying to verify facts people were flinging on here.

Please join your neighbors for a community discussion of a proposed redevelopment of 4901 W. Irving Park. The meeting is scheduled for Wednesday, March 11, at 6:30 pm, in the Las Tablas banquet space at 4920 W. Irving Park.

The owners of the site are offering a plan to renovate the existing 50,000-square-foot building to accommodate several new businesses, and the theater on the second floor would be renovated for community and non-profit use.

So far, owners have a signed lease for a Retro Fitness at the site. Additionally, owners have letters of intent from and are working on finalized leases with Starbucks and Aldi's. There are also discussions with a Culvers franchisee.

The renovated building will also have 14,000 square feet of additional retail space and 12,000 square feet of office space which is being marketed for medical and non-profit uses.

In order to preserve the theater for community and non-profit use, the owners are requesting $2.5 million in TIF assistance. Additionally, the owners need a zoning change from RS-3 to B1-1 for the parking lot behind the building.

This proposed project falls into the mission of the Six Corners Master Plan. The plan is driven by input from residents, businesses, and land owners, and was adopted by the Chicago Plan Commission in August 2013.

To learn more, ask questions, and join the discussion, please come to the community meeting. If you have any other questions, give my office a call at (773) 286-4545.

Garrido: "Well, I think it was Russ Stewart that called me non-mayor. I think he wrote that. Well,we don't know who the next mayor is going to be, right. I mean there's still an election coming up and the mayor's race is also on. So, I'm going to be the type of alderman that will work with whoever is on office. My function and my goal as alderman is to work for you, to represent your best interests, to work for our community first. Everything I do is going to have that decision in mind. So, whoever the mayor is, we have to have a working relationship. I think it's just as damaging to our community to be a rubber-stamp of no as it is to be a rubber-stamp of yes. There's give and take, there's negotiation in everything, that's how it works. And if you don't do that, all it does is negatively impact you. You need to know what battles to fight and what battles are not important to fight. You need to pick your right battles and you need to make sure you're picking 'em based on how it's going to impact
your community and that's our community."

Now, after Mr Garrido's response, do you know if answered the question:

The mood was a mix of excitement and fear. I lost some customers who chose not to follow, but then there were the ones who followed, showing loyalty and the desire to see this shop prosper. On top of that, we gained a multitude of new customers which more than made up for the lost ones. Together, both groups ensured that we would see this day.
I honestly didn't think I would see it.
We've had some bumps along the way, but we persevered and our customers kept us encouraged with their continued support. I stand behind my past statement of...
"WE DID NOT BUILD THIS SHOP, OUR CUSTOMERS DID".
The Six Corners Association and the alderman's office were also pivotal in this shops continued growth. They welcomed us and put the word out, telling the neighborhood that we are here.
All this has been such roller coaster... ups and downs, bad weeks and good weeks... They all add up to this. We learned so much about running a business and even more about what makes our customers happy. It's a never ending process and we still have many changes to make and many more things to learn. But with our customers and our communities continued support, we will continue to flourish and be here to serve you for many more years.
From the bottom of our hearts...
Thank you

Question: Four years ago, there was a proposed 299 space parking garage with store fronts at Ainslie and Lipps next to the CTA Terminal. Currently, the 25,000 s.f parcel is a gravel parking lot. Does Jefferson Park business district need a multilevel parking structure either at this site or elsewhere?

Garrido: "Well, I think parking is important. I know that we like the idea that we want to make everything pedestrian friendly, and we want to have everybody walk and ride their bikes. While that's important, that's good, the fact remains, people drive. But I think that with any project, if the developer wants to put up a parking garage like what he was taking about there. Then, the first thing that needs to happen when any job comes into my office is I need the plans and all the information on the project. It
will immediately, right from the very beginning, be put up on a website so that way everybody can see it and everybody can be involved in a discussion and understand and know what is going on. Then we would have a community meeting about it. For me it's gonna be all about community first. We need to have the community right in the process from the very beginning so we get that input,so we get that feedback,so a developer doesn't necessarily waste their time doing something that the community isn't going to accept. And then the community can have a voice in that process. Unfortunately, a lot of the process that we have now it doesn't seem to go that way."

Now, after Mr Garrido's response, do you know if answered the question: Does J
P need a parking structure?

What does John Garrido say?
Parking is important.
Discount people walking and people biking.
Pivot to canned answer about zoning process.
"For me it's gonna be all about community first."
Diminish the existing process.

Acknowledge the question then pivot? Done.
Anybody have a clarity on this question? No.
Mission accomplished.

  • Take-away Garrido quote from the Copernicus JP parking structure question:
"For me it's gonna be all about community first."

Take-away Garrido quote from the Copernicus Lawrence Lots question:
"If that owner is unwilling to do something with those lots that I think would benefit the community ..."

Take-away Garrido quote from the Copernicus Participatory Budgeting question:
"Because right now, if you don't get the Nadig newspaper or if you're not on the internet, you don't know about it."

  • @Jill - would you provide more detail as I am not informed on your two examples?
" Clark Street Development. When is the community meeting? Eris was being work on a year ago as well. Schurz soccer field another one inviting the community in at the last minute only causes resentment and problems."

45th Ward Election Results by Precinct

I've made a map of the 45th Ward election results from the 2/24/15 municipal election by precinct. I've categorized the map in terms of first past the post voting, or the precincts "won" by the candidate that took the majority of the votes.

https://www.google.com/maps/d/edit?mid=z9EVMxrqh5mI.kCUow3JpilW8

Overlaid on top of this are precincts highlighted in a red boundary. These precincts were won by Alderman Arena but in which the difference between Alderman Arena and John Garrido's vote totals was smaller than the number of votes given to Michelle Baert. This suggests that these precincts might be in play should all of Ms. Baert's votes be assigned to Mr. Garrido.

  • B-NWside Lifetime Northwest Sider....

    Nice work Ryan!

I guess now the only wild card will be the how the Baert supports really vote...Do you want to start over with a green horn alderman or do you want to see if we can continue to improve the ward for another 4 years?

  • Ryan Richter Transportation Planner in Jefferson Park

B-NWside - I have to admit I'm out of my element with the campaign strategy but one thing I noticed in the data were the precincts that the Alderman won closely in which Baert had a high enough vote count to flip. Now, I doubt whether all of Baert's voters...

Now, I doubt whether all of Baert's voters will go to John Garrido but the pattern was interesting, nonetheless. I'll let other armchair political advisors speculate on what it all means.

The motive for the map really was all of the political talk around here and elsewhere and yet, no one could visualize what actually happened in the election. This map is my contribution to that discussion.

Skunk,,,,,,,,,lol

So I’m driving home driving home from dinner last night with my wife, it’s like 16 degrees out. Cold as hell. Icicles on your nose kind of cold. So anyways we’re going around a slow corner and she (my wife) spots a baby skunk lying on the side of the road. Being the animal lover she is, I get yelled at to pull over and help the little guy.
“Fine, I’ll stop but you gotta get out and help it.” I say. So she jumps out of the car and picks up this baby skunk. Poor little guy is half frozen but still alive. She says, “What should I do?” “Bring it in the car” I tell her and we’ll “warm him up”.
So she gets in with the skunk and asks, “How should I keep him warm?” I tell her “Put it between your legs.” She replies “What about the smell?” So I say, “Just hold his nose!”
The doctors expect I’ll make a full recovery, but the skunk she used to beat me with died during the incident.

Downtown Jefferson Park

I cross posted this on the JPNA facebook site, but wanted input here. What would you like to see in downtown Jefferson Park? It could be anything - stores, restaurants, residential, parks, bike lanes, anything. Downtown is ill defined but for this purpose let's assume it centers around Milwaukee and Lawrence and extends east to the Kennedy Expressway, west to Central Avenue, north to the Metra bridge on Milwaukee and south to Wilson Park. Any ideas?

  • A bridge from the transit center over WB I-90 would cut 1/4 mile off of a teacher's walk from the transit center to Beaubien School. Then we could get rid of all that Beaubien School Zone Parking or price it appropriately.

  • 1.Not too chaotic, not too ordered.

    3.Compact.

Waveland Avenue will NOT be closed as part of Schurz athletic field project

Project is now on hold. Ald. John Arena and principal Daniel Kramer announced today that the closing of Waveland was removed from consideration due to community feedback. Arena is in a runoff election against police lieutenant John Garrido.
The following article is a report on a community meeting held last fall on the project.

:: ALD. ARENA STATEMENT ON SCHURZ ATHLETIC FIELD ::

"After receiving feedback from the community around Schurz High School, we have decided to remove the complete closure of Waveland Avenue from consideration for the Schurz field improvement plan. While we're disappointed that the plan is now on hold, we're proud that we've followed this open and democratic process, and that we're acting in accordance with the wishes of the community.

"The community is united in the goal of improving Schurz field and the school in general, and while the complete closure of Waveland has proven contentious, we are certain that together we can make the improvements necessary to move Schurz in the right direction both for students and the community."

Question: A 48 unit apartment complex has been proposed for a vacant parcel at L&A. The zoning proposal, which is on hold, has created much debate. What is your view on this project and how would you gather input on zoning proposals in general?

Garrido: "The problem that we have right now is that there is no transparency. We have secret zoning meetings that occur who knows when and who knows who's ...in those meetings. And with that the community is not involved in the process until either the project has been leaked to the press or until it's so far down the road that it's just going to happen. So, my position will always be is bringing the community to the table from the very beginning. These plans, those projects would have been up on my website from the day they came in the door. So that way everybody knows about it. Now,in particular for this project, the community has already spoken: 1,500 signatures plus have come in against it. They don't want it. And density is not always the answer to economic development. People have moved to these neighborhoods because they want to maintain the single family home character of these communities. This isn't Bucktown, this is JP, GP, this is OI, IP & 6C. We're more like to like like EP than anything else. So, I've already signed an agreement that I would not upzone that property.

Now, after Mr Garrido's response, do you know if answered the question:

What does John Garrido say about Airplane Noise?

Question: What is your plan to reduce the obscene amount of airplane traffic over the 45th ward?

Garrido: "Well, there are a lot of things that we can do but where it starts is is informing the community. The Alderman says he's been going to these OMCC meetings since he took office back in 2011. That means he knew what was coming since 2011. We haven't heard a peep out of him about it 'til now, 'til now when the planes are already here and they're making all this noise. So, why wasn't any of this brought to our attention years ago? FAIR has bee sounding the alarm for about a year and a half and they've been others before that but it's all fallen on deaf ears with our alderman. Never wants to try to push back in 2011 or '12 or '13, let's get the community together, let's try to sound the alarm before this all happened., even though it started before he came into office, the fact remains he knew the noise that was going to be coming, because he says he's been going to all these meetings, so he should know about it and he did nothing. The other thing we can do is work with our legislators because right now we can only have 8...too much to get into 15 seconds, I'll pass."

-We will only consider adopting. We do not believe in "designer" dogs.
-We have a large yard with 8' high fencing.
-We are adamant about getting a young puppy so that we can peacefully introduce it to our 2 cats and 4 chickens. The dog MUST get along with the other animals and be able to be in their presence unsupervised without threat.
-We are looking for a large breed with protective instincts.
-We are looking to spend no more than $300 for adoption fees.

If you've adopted, I'd love to hear what your experience was. Did you have a good experience? A negative experience? Why? Any HELPFUL comments are appreciated. All off topic comments will be ignored.

Thank you!

Yep, you need to wear the little guy out. Like someone else said a good walk or play time in the evening may help. Have you looked into "thinking" or "busy" toys? You put treats or a portion of his dinner into this toy. The openings are small so he has to figure out how to get the food out by rolling it around or such. We got ours at Pet Supplies Plus a few years ago. I think it was called a Flying Saucer or at least looked like one. The point of it is to keep him busy & hopefully mentally exhaust him. Maybe something to try in the evening?
Also, a ticking clock or a radio on low tuned to either opera or talk radio show in his room may soothe him to sleep.

Thanks for the advice, guys. I've looked at so many websites and videos and read so many books. Everyone has a different opinion on the best way to crate train it seems.

We definitely play and walk and I've been trying to take him out to the pet stores at least 2-3 times a week to walk around, socialize, and meet other people. I take him up to my husband's office in Wheeling and have him walk around there and meet everyone. I also take him on daily walks around the block, sometimes two.

The vet recommended that I did not walk him any further than one or two blocks for now because he's so young and his little feet can't take the pavement for that long. In fact, after our 2 block walk, I noticed that his foot pads were already very red, so I think 2 blocks is our limit. We also play outside 3-4 times a day for 15-20 minutes.

The Great Pyrenees breed is a nocturnal breed by nature (I didn't know this when I initially adopted him), so this should be a real treat!

On another note, I took him into the groomers at PetSmart on Grand Ave today and left him for a couple of hours. They said he was GREAT until they tried to put him into the kennel, then he screamed bloody murder and cried himself to sleep :(

He seemed pretty calm when I picked him up, but the excitement wore him out (Thank God!) and he was out like a light on the way home. I just wish there were a way to make him stay awake so that he'll sleep at night. I'll keep reading your posts and trying what I can to help him out. I have read that this can be a LONG process, so I guess I'd better just get ready!

    Thanks again!
