"Towers" Development at Milwaukee & California Gets Plan Commission Approval

"While the battle isn't over until it's over, a nod of approval from the Plan Commission generally signals that a proposal will likely sail through the remaining zoning application process."

I’m very concerned about the precedent buildings of such height will set here in Logan Square. I think the justification for allowing such height and hence density, Transit-Oriented Development, are laudable, but this project will have impact beyond the goals of TOD.

I have lived in Logan Square for over fifteen years. I moved here when it was not as nice a neighborhood as it is now. My first few years here I witnessed a shooting and the aftermath of more than a few. I saw drugs and sex being sold openly on the corner, across from my house. I found a spent bullet in my gangway, not that long ago.

I got involved in the neighborhood to make is safe. I attend CAPS meetings, I support local businesses and I clean up parks (I've collecting more drug paraphernalia doing so than I care to remember). I decided to send my child to Darwin, a local public school, because schools don’t improve unless people get involved.

There are many other people like me, living the same way, who have made a much greater impact than me and I appreciate the changes I've seen here over the last decade. I like being able to get around without needing a car even though I have one. I’m still a regular bike rider. I take the Blue Line everyday, to and from work.

I understand the goals of TOD and I agree with them in theory but my concern is that allowing the buildings such height sets a precedent that will implicitly change the zoning in our area and lead to buildings of similar or greater height. There’s another project just down the street being built at a relatively modest 6 stories which achieves comparable density. Logan Square is desirable because it is residential; allowing this zoning variance will, as the developer himself has said, “alter the character” of the neighborhood. See the link below for that quote’s source.

I’m concerned that the justification for allowing the zoning variance isn't the primary reason for the development. Logan Square has become a very desirable place to live and this project seems to be increasing density to capitalize on that trend rather than building a TOD better integrated into the surrounding landscape at a relative height.

I also have concerns about the way in which Alderman Moreno has managed this process. During the last public hearing on this project, he labelled those opposing this project as “cowards” hiding behind anonymity because someone was “littering” the neighborhood with fliers. Whether you identify yourself or not, people have a right to protest something they don’t think is right without being labeled cowards. I would urge the Alderman to consider his campaign signs, many of which still litter the ground.

If you choose a radius of significant distance around this project a large portion of that area falls within the 32nd Ward. I could not vote for Alderman Moreno yet he’s the only Alderman being allowed to make a “recommendation” on whether to allow the zoning change that will affect where I live. As a 32nd Ward resident, where’s my representation in this process?

I've heard many people argue this development is needed to reduce rental costs in the area by increasing demand, an argument I have a hard time agreeing with. Frank Buono, one of the project’s developers, is quoted on WBEZ (see below for link) saying “If we achieve the rents that we’re suggesting that we can [up to $2,700 per month per the same article] — and the landlord down the street in the two-flat decides to raise his rent as a result, primarily because the market says he can — could it cause a displacement of some people? The answer to that is yes.”

I oppose allowing the zoning variance for this project and will continue to do so.

I live close to this bar and I want to share my experiences I had with the clientele over the past year.
1. When I moved to the neighborhood I decided to check out this spot ( thinking I wanted to support local business) . I've never felt so uncomfortable in a bar. I walked in and everybody was just staring at me. Three dudes went up to me to asked me if I was a local. When I told them no, they said I shouldn't be here and that I needed to leave.
2. I constantly see police cars picking people up from this bar or ambulances picking people.
3. Bar is open at 8 AM in the morning and sometimes I see people passed out in front of the bar.
4. One day I was cutting through the alley behind the bar and one drunk person approach me saying that I couldn't go through because his friend was taking a leak. When I told him its OK I'll just walk past him he got in my face and started screaming in another language.
5. Sometimes when I'm back late at night I see people doing drug deals on the side of the building and walking back inside the bar.

I read in the news all the time about bars losing their licences. I don't get how this bar with all the police activity it get is still open. Does anybody have similar experiences to mine? Where can I file a complaint about this place?

Or do they merely make you uncomfortable? Are patrons keeping you up at night with loud music, yelling etc.? Have you been assaulted?
If you think it's important enough you could contact Deb Mell, 33rd Ward Alderman, 911 for a crime in progress or 311 for a crime that's already happened.
Or you might just chalk this up to city living. My two cents.

I can speak from personal experience as well as many friends/acquaintances of mine that the bar is problematic. Some friends of mine were forced into a fight with some of the drunks there while the other drunks locked the door to prevent their escape. Luckily they were so comically drunk they were able to escape relatively unharmed. Like AvondaleSquare the time I went in there I was accosted about where I was from, where I lived, why I was there, what my religion is, etc. I'm all for live-and-let-live yet I think we'd all agree that a crackhouse on that corner would not be welcome - however - since this 'bar' has some sort of claim to a cultural 'legacy' we should just turn a blind-eye and pretend like nothing is going on ? If this was a 'new' bar run by non-Polish folks would you abide them the same leniency ? Could you imagine if a new bar opened that openly discriminated against people? They'd get torn down sooner than they could serve their second drink. Believe me, I'd love to see that place fixed up and made into a proper neighborhood watering hole for a beer after work ... But as it stands I'm not looking to be assaulted by anti-semitic xenophobes who think they can operate in a bubble.

Spotted dog, 2200 block of Springfield

Saw a tiny brownish/white colored pup (under 5 lbs, likely a chi mixed with pom) walking north on the 2200 block of Springfield last night around 9, without a collar. The dog did approach me when I called, but when it got about a foot away started barking and continued walking. I couldn't do much chasing, as my unfriendly dog was with me. If anyone is missing this pup, I hope they find him quickly, as he seemed to have a pretty bad cough / be in rough shape in general.

  • Don't accept it. Please call 311 and file a report for Animal Care & Control. The more who file a complaint, the more likely someone will be sent out to investigate the loose dogs. If you have an idea of the address of the owner(s), even better.

  • I will definitely call

Masada/Sultans Market Slumlords?

The owners of Masada/Sultans Market purchased this property so they could pave it over for a parking lot...even though it used to be commercial business space before the market bust. They promised they'd beautifully landscape this parking lot. But they're not really proving themselves with the way they've maintained this property. It took pressure from the Alderman's office to get them to remove snow from the sidewalk this winter...which they did by driving a truck onto the sidewalk to plow it. Now they can't seem to pick up one bit of litter. It's their property...and the community shouldn't have to force them to care for it and to show some pride of ownership. How about it Masada??? I seem to see able-bodied people working at their restaurant.

  • Susan S. resident

My question was in reference to the refrain from those who invoke "it's their property, they should be able to do what they want with it" when it's something they want vs. when it's something they don't want, then property owners should be good citizens and do what they want and follow the laws.

  • Ok...still not sure how that relates to the garbage situation. Clearly they too felt compelled to get it resolved. Glad it's taken care of. And thanks to all the earth day cleaners today too!

Any neighbor care to help with lock removal?

Hello blockers,

I managed to lose the key to the padlock on my storage space. I know there are a few folks on here that have the equipment for cutting through u-locks (getting rid of eyesore bikes, etc). If anyone has a dremel, heavy duty bolt cutters, or other equipment and would like to help me liberate this lock (about 1/2" shackle), I would gladly owe you a beer and some huge thanks.

I am at Fullerton and Sawyer.

Any takers?

No Recycling Pick-up

Has anyone experienced lack of Recycling pick-up in recent weeks/months. It's been over 3 weeks that our bins remain filled. There is not orange sticker indicating the contents are not compliant and it seems the neighboring houses have not been picked up either. We live in the 2700 block of Logan Blvd.

Any ideas of who to contact, I understand this has been privatized.

The petition features such language as "The proposal does not provide sufficient community benefits, such as setting aside units that are truly affordable to local families, and in essence creates a "gated" community."

It's adding more affordable housing than any other private, market-rate development in Logan Square. If we save the land for Bickerdike or Hispanic Housing, we certainly could get all affordable housing, payed for with tax dollars. But is this the spot for subsidized housing?

And how many apartment complexes or condos are open to the public? Of course it's gated. Can I come sit in your home's back yard? Why is it gated!?

"We strongly urge you to postpone the April 16 Chicago Plan Commission hearing until the community has had the opportunity to give real input on the proposal."

They've had at least two very well attended public meeting on it already. How many should be held?

I see people like Anne Shaw who failed in her run for Alderman...and doesn't live anywhere near the development...opposing it on the petition. It's gotten pretty weak numbers so far...wonder how many of the other 95 signers live no where near that intersection.

  • Susan S. resident

Watch property prices and rents rise. To quote Nick N. in Logan Square: "because the owner wants to be paid for the value of what "could" eventually be developed."

  • Jeff Karova Logan Square resident

At the very least, Susan. My concern has always been the precedent set by the variance but as I've been discussing this issue with many people I've grown more certain that this project is going to have far more impact than anyone suspects in ways that most people don't expect, and not in the ways those wanting it hope.

Hopefully the polite approach will work, but if not, the City of Chicago actually considers a car alarm just cause for 911 (not so much over disturbing the peace, which is apparently constitutionally debatable in the city and rarely enforced, but because the alarm purportedly signifies a theft in progress).

We had the same problem a few years back and notes never made a difference. In this case the car consistently parked in front of a fire hydrant, which escalated CPD's concern. They left several tickets over several days, which accumulated on the car's windshield. Eventually the car was towed.

On the up side, car alarm issues don't seem as prevalent as they were a few years ago. Good luck on resolving your situation.

There will be refreshments, bike tune-ups courtesy Boulevard Bikes, and you can donate your old books (good condition) to the Friends of the Library, do crafts with representatives from Altgeld-Sawyer Corner Farm and more! Because of the damage from the car crashing into our west-side gate there's lots of work to be done - but lots of fun to be had! And of course, if you plant a flower, you get to take a flower home.

What is Clean and Green?

Clean and Green is an opportunity for neighbors, school groups and community block clubs to team up and clean and beautify areas in their neighborhood.

The Clean and Green day of service is Saturday, April 18, 2015.

Streets and Sanitation in partnership with Department of Transportation (CDOT) and Mayor Emanuel are encouraging residents to call 3-1-1 to register to clean and beautify areas in their neighborhoods, with a focus on cleaning viaducts. The City provides the necessary tools, including white paint and painting tools, for cleaning neighborhood areas and viaducts.

  • Also, we will have lots of extra supplies at the Logan and Western viaduct (by the Skate Park) if anyone wants to help paint and clean up over there.

Let me know if you are interested. Planning to be out there at 9am.

He is not neutered and seems pretty young so I think he is most likely a stray, but I'm going to get him checked for a chip here very soon. He's really sweet. I am happy to hang onto him for a while, but could use some collective wisdom about kitten care (though I'm also contacting Tree House for resources when they open). My border collie keeps trying to herd him, though I'm more concerned about the dog at this point as the cat has already established dominance! Will post on Lost Cats of Illinois, too. You can reach me at anne.kirkner@gmail.com.

Need to get rid of lava rocks

I have a bunch of white and red lava rocks that I am removing from my backyard and don't know what to do with them. I'll gladly give them away for free to anyone who wants them. If no one wants them, does anyone have any ideas of how I can dispose of them?

Finding Forsythia

Wondering if anyone has an abundant forsythia plant they wouldn't mind me trimming from this weekend. I've seen it all around the neighborhood & love this springtime blossom. Would so appreciate it - but didn't want to go snipping without permission. Thanks!

Car theft 2700 block of Wellington Ave

My vehicle had been broken into twice in the last month around the intersection of Wellington and Washenaw. If anyone has seen anything feel free to message me. I didn't know people still stole car radios? The intersection must have a worm hole to 1992.....

  • I had a radio and speakers stolen from my car when I was 16. I'm 40 now. I think you have something with the wormhole theory. Sorry to hear about your car though.

Just saw an orange and white chihuahua booking it north on Kedzie just north of Palmer Square.

Tried to catch it but it was too fast! Not sure if it will help but who knows. :)

Stop the Madness: Tell Moreno You Want Responsible Development

The dual towers proposed for Milwaukee Avenue are grossly out of scale and character with the neighborhood and this corridor. The 125 foot long wall between the two proposed buildings is not at all pedestrian friendly. I can't make a lot of sense out of the developer's renderings, but possible slabs of concrete are not at all inviting.

Tell Alderman Moreno that you want responsible transit oriented development. Tell him how tall that should be. Tell him if you want windows and doors facing the street. Tell him at Ward01@cityofchicago.org.

Attached is a photo of the scaled model.

  • Seems to be running slow for some reason now Muskateer, but on the Alderman's website, ward1.org, they have the presentation, which I believe shows lots of illustrations of the proposed look. Seems dark metal and glass mostly.

  • Any word from those speaking against the development at today's city meeting?

digging up road on Fullerton

A couple days ago, crews started digging up portions of the road (only the area where cars park) on Fullerton. Any idea why? Fullerton was paved last year.

  • Is it safe to assume the California/Fullerton eastbound stop will be moved 1 block east?

  • Re: Fullerton and California. They are indeed moving the bus stop to the far side of the intersection.

Neighborhood constantly covered in trash. Any suggestions?

Hey neighbors,
Just looking for constructive ideas. Our neighborhood, specifically Lyndale between California and Sacramento is constantly covered in trash (empty bottles, plastic bags, wrappers, dog "business", etc.). Has anyone had success with curbing this behavior? Is it extra trash cans along the street? Better landscaping along the street? Better behaviors for those living in the area?

Recently someone has put up signs along our street telling people you can get fined for not picking up after your dogs, but I'm wondering if it's a carrot (more trash cans, better landscaping) vs. a stick (signs and fines) approach.

Interested to hear your perspective. Thanks,
Jeff

Apologies for that mishap. Information on the citywide effort can be found here:

    http://www.cityofchicago.org/city/en/depts/streets/provdrs/streets_san/svcs/spring-clean-and-green.html

    Here are the basics:

The Clean and Green day of service is Saturday, April 18, 2015.

Streets and Sanitation in partnership with Department of Transportation (CDOT) and Mayor Emanuel are encouraging residents to call 3-1-1 to register to clean and beautify areas in their neighborhoods, with a focus on cleaning viaducts. The City provides the necessary tools, including white paint and painting tools, for cleaning neighborhood areas and viaducts.

    Important Dates:
Registration deadline with 311: Friday, April 10, 2015
Tool Pick up: Friday, April 17, 7am-1pm or Saturday, April 18, 7am-Noon
Clean and Green Day of Service: Saturday, April 18, 2015
Tool Return: Saturday, April 18, Noon-3pm or Monday, April 20, 7am-1pm

Tools for the Logan Square cleanup (Ward 32) can be picked up April 17th at:
    1320 W Concord
    312-744-5045

If LS is going to be a part of this, we need to register (via 3-1-1) by Friday!

  • If anyone else registered for this event or is just planning to clean up Saturday, let's all meet up afterward for a beer. If you didn't register, give 311 a call (apparently the deadline has passed, but it might be worthwhile to check...I'd also be happy to share supplies) Otherwise, hope to see everyone out there on Saturday making things right!

tattoo apprentices?

hi. i had a large, japanese style backpiece done a few years ago as a cover up to a poor previous choice. it could really use another round of black/grey shading but i can't drop another $1k+ on it. it's pretty simple work so i was hoping maybe it would be the kind of thing an apprentice might need hours/practice doing for a more reasonable price.

any leads, let me know. thanks!

  • dark water tattoos in bridgeview has an apprentice by the name of Buddy. she charges 60 per hour as of January. not sure how good she is but her teacher is Jose Perez Jr.

  • my bad. buddy left dark water in February. she's on Facebook though. Buddy Landry. also on Instagram.

USPS Mail "Undeliverable" Last Week?

Anyone in the 26xx-27xx areas of Sacramento/Richmond/Francisco area have their mail get "bounced" as undeliverable some time early last week? I'm hearing back from several people who sent me important letters/parcels that they've received them back, returned as "Undeliverable".

I haven't experienced nearly as many USPS issues since moving to Logan from Wicker Park.. but this is reminiscent of the tricks my old lazy carrier used to pull when he wanted a day off..
