Sick yard hen at 23rd and Marshall

Someones yard hen is missing feathers all over it's head and appears sick.
It has been wandering in a lot near 23RD ST AND MARSHALL
This Hen is supposedly from a residents yard near this
intersection who is not caring for the birds and they
may even have been abandoned.
What is the ALDERMAN CARDENAS going to
do to help these animals?

Policies & City Chickens
In Chicago, keeping chickens as pets and for eggs (humanely, cleanly, appropriately) is not prohibited in residential districts. There is no specific prohibition on livestock in residential areas, but slaughtering, nuisance, sanitation, and humane treatment and housing ordinances apply.

See section 7-12-100 of the city code. In addition:
There's no limit on numbers of chickens, nor is there a ban on roosters.
Keeping ANY animal for the purpose of slaughtering for food is prohibited. Permitted slaughtering facilities in Chicago (like "Live Poultry" establishments) are monitored by the state under biosecurity protocols.
Excessive animal noise like crowing (and barking) is prohibited.

As you know, the Governor is in the process of filling a $1.6 billion budget gap for FY 2015 and a $6 billion budget gap for FY 2016. Chicago’s mayoral runoff election is tomorrow, Tuesday, April 7th. The Obama Foundation announced in March that in order not to influence that election, the announcement of the final decision on the Presidential Library site would be postponed from its original March date until after that election. I expect the announcement within the next few weeks.

So here we are at the end of a struggle that began within days of Barack’s first inauguration. That struggle was to get a community to realize its significance and believe in itself again. The tools were already there. There were already many great people, doing great things in North Lawndale. But to believe in ourselves enough to dare reach for such a nationally coveted prize; to dare step into a national arena and compete with states and institutions holding great power; to present ourselves to the world, warts and all; that took a true leap of Faith.
The 10 North Lawndalians who made that leap will be in my heart for the remainder of my days. The task they faced deterred most that had even the slightest details of what was expected of bidders. That Faith carried us forward and that hard work carried North Lawndale into the Finals.
Regardless of what the decision is North Lawndale now has a new source of pride. With or without the Library that pride can help guide our community into a new age of growth.
And that’s why each of the 10 individual people who put their reputation on the line and their normal lives on hold to join in this endeavor deserves the gratitude of all of us.
As founder of The North Lawndale Presidential Library Committee, I give my personal declaration of thanks and gratitude to the members of that committee:

Waseem and Barry Smith lived at the same address in the 2200 block of South Springfield, according to the medical examiner's office and court records; Leon Smith lived in the 3500 block of West Cermak Road, about a half-mile west of where the three were found shot.

Felix Hollimon, 27, of the 1400 block of South Spaulding Avenue, faces three counts of murder in the killings of Waseem Smith, 25, Barry Smith, 45, and Leon Smith, 28, on June 19, 2010, in the 2200 block of South Springfield Avenue.

Hollimon was arrested in the 3700 block of South Ellis Avenue about 2:40 p.m. Thursday.

Harden, of the 4100 block of West Cermak Road, is being held in Will County Jail in lieu of $500,000 on an unrelated drug charge after being arrested in Bolingbrook in March, according to court and jail records. A warrant for his arrest in the slayings was issued Friday, according to court records.
