4300 Pulaski Pawn Shop Approved

The fact that this case along with two others for the N-side of Chicago were held on the same day worked against AHCA. The hearing case was scheduled for 2:00 PM but the Archer Heights location was not called until 6:05 PM. By the time the community representatives finished their testimony it was nearly 7:00 PM and the neighbors had been there for five hours. Many thanks to those that took the time to attend the hearing and I’m still proud of the excellent testimony provided by the civic officers and two neighbors

    Well said Debbie
I would go if I did not have to work on Wednesday nights. When I could.( since my work hours change) I took the bus because I do not have a car.
When it is cold and it snows I hate to have to stand at the bus stop on a dark night on 47th street.
When I did go it seemed that there were many retired seniors probably long-time residents.I am sure younger families are supervising their children's homework on weeknights.
I am sure back in the day neighbors knew neighbors unfortunately, now the fear factor and busy, hectic lifestyle and in-home entertainment has limited social contact in neighborhoods.
This site is a great avenue for communication so those of you who attend please keep sharing.

Cherpin – Even though some AHCA Officers/Board Members (BOD) do not believe in social media, there are other Officers and BOD that do use and post to EveryBlock to help keep tabs on the pulse of the neighborhood. EveryBlock is a viable venue to not only reach out to those that cannot attend AHCA meetings, but also to invite newcomers and keep the neighborhood apprised of issues/events. Since this conversation is getting way off target from the original post, I would direct all responses and comments to my most recent post about their March 14th meeting.

One thing in your last post, you hit the nail right on the head about “in home entertainment” causing the demise of social interaction in AH and other communities. But I beg to differ on the “hectic lifestyle” and some other points you raised. The fact that you attended AHCA meetings when you could is commendable, and I’m sure AHCA would welcome you back anytime you can attend a meeting.

Archer Heights to be Divided in Congressional Redistricting – Some Now in Luis Gutierrez’s 4th District

In checking out the approved maps of congressional districts in Illinois, based on 2010 census data, it would appear that the Right Honorable Dan Lipinski is forfeiting the right to represent the community of Archer Heights in its entirety. Rather, the northwestern portion of AH will now fall under the 4th district of Luis Gutierrez and Mr. Lipinski will now assume representation of Bridgeport, parts of McKinley and Brighton Park, all the way down to carefully carved out blocks which include Beverly and Mt. Greenwood. Of course he’ll also retain Garfield Ridge and Clearing through to the southwestern suburbs of Lemont, Palos, Homer Glen, etc.

Forgive me for saying, but doesn’t this all sound too familiar?

You're still in the 14th ward of Chicago; Burke expanded westward into Garfield Ridge and parts of the 23rd ward.

However, you're now in the 4th US Congressional district (Pulaski to Kolmar, Stevenson to 47th) which means you're also stuck with Gutierrez. There is no voting him out as I think he's running unopposed.

Political Influence of Gangs

I strongly encourage everyone to pick-up a copy of the January edition of Chicago magazine. It contains an article titled “Lawbreakers, Lawmakers”; detailing the relations between gangs and elected officials in Chicago. Its eye opening and provides some insight as to why current government doesn’t always work for the majority of tax paying, law abiding citizens. (By the way, Representative Dan Burke’s name appears in the article.)

I have the, “NEW walking sheets!!" It was super simple. We have to set up a meeting to discuss any plans of action the community is going to decide to take. I am available any time during the weekend and most of Friday. I do hate to beat a dead horse but, here is something else that occurred to me. The 12th ward democratic organization, "THE Machine" is one block away from this place. The actual 12th ward office of Ald. George Cardenas is also less than a block away. (BOTH!!) Literally less than one minute's walk from this bar. I would love to believe that this is just some rare and strange coincidence but let’s face it we have a real challenge ahead of ourselves. If we do decide to stand up for the community and not let these thugs and sell out politicians ruin our family oriented goals for this community. All it takes is for everyone to come out and say hello to each other and get to know each other and agree that this place is not in the best interest of children and property values. Just check the crime statistics within a two block area of this location. The rate is one battery per week several armed robberies, thefts, and criminal damages to property. Let’s accept that these problems will, never go away. Until we take action by speaking up. Let’s set a meeting and decide what that is going to be. Please contact me ken and anyone else who is against this detriment to the community. I am new to every block and don't know how to contact others on this page.

Cash for Gold vs. Pawn Shops

“Oak Lawn turns down gold-buying business” is the headline of a SouthtownStar article on page 21 of the Sunday 10/31/11 edition.

Oak Lawn officials turned down a gold buyer from opening a second location in their village citing “safety concerns” and a concern that such stores can attract the “wrong element” into the community “including drug addicts who sell stolen items.”

The owner of the proposed store is quoted as saying “Our store is very safe and secure. We’re not a pawn shop.”

So do these comments mean that even the cash for gold shops consider themselves a step above a pawn shop?

At the February 8th meeting of the Archer Heights Civic Association, it was reluctantly and sadly announced that the proposed 43rd & Pulaski EZPAWN will become a reality.

The actual Zoning Board of Appeals (ZBA) ruling was reviewed by AHCA officers as were the actual minutes of the testimony in the hopes of filing an appeal to the Circuit Court which could potentially have ruled against the pawn shop. To file an appeal in the Circuit Court, there must have been a procedural flaw/error in the either the ZBA decision or the handling of the testimony, and none were found.

AHCA officers were also in contact with a north side attorney fighting another proposed EZPAWN at Pulaski and Fullerton and that attorney also found no flaw in either the ruling or testimony. So it appears all three proposed EZPAWNS will be coming into the city.

The AHCA thanked all of its members and the neighbors from the 43rd - 44th & Komensky area who took the time to go to the ZBA hearing and testify. AHCA has an impressive list of victories under its belt, but cannot be expected to win every battle.

The AHCA Night Watch Group will be giving this operation extra special attention in the hope of catching the owners doing something illegal. Aside from that, the best the community can now do is boycott this operation in the hope that it will fail from lack of business.

  • Archer Heights Guy Long time resident.

South Sider - Your dark humor provides some needed comic relief for this situation and is appreciated. Hopefully, the Alderman, who by not objecting to the pawn shop and in reality gave it his approval, will never have to take advantage of the “benefits” such an operation offers and not have to buy back any personal items stolen and pawned.

Oh wait! Almost forgot. Nobody will ever steal anything from the Alderman since he has 24/7 protection guarding his property. What a deal!

  • Hello life in the 14th ward. Moving forward. Cash 4 gold & Pawn Shops is still our important issue. The zoning ordinance requires a developed change to cover the distance between pawn shops & cash 4 gold stores. (not covered ) Support letters are required so that the new administration will be encouraged to introduce this ordinance change. Address & a form letter text can be found under post: Welcome Letter to the Mayor. Thanx for supporting our community issue.

Our asian neighbors

Now that we have an Asian influence in the ward, I wonder if the 14th ward office is trying send information to these homeowners; like the various ways we could report criminal activity, neighborhood services ,cap meetings or how to find your precinct corporal . It would not only help the Asian new comer of the various services that the ward has to offer, but also know their rights as a home owner and a tax payer of the city. "because the status quo has got to go!."

Is there anything that I can do about the bungalows on my block that have what I believe to be illegal basement and attic apartments? There is also a 2 flat that has an illegal basement and attic apartment. I thought that you had to have a front and back exit for each level for it to be legal. The 2 flat has about 20 people living in it with about 8 cars. There is never anywhere to park. I am concerned for their safety, but also concerned about all the cars.

Well I work for CPS and I took offence to this. Noone put a gun to the politicians head to sign the contracts with the unions. Many Many companies follow this practice. I emailed the writer of the article and basically asked him why go after a $25,000 a year school clerk when we have aldermen making over $100,000 for a part time job? I do agree it is silly to lay out all that money for unpaid vacation and I do agree there should be a limit on banked sick and vacation days but this is what the CPS agreed to with the unions. Here is the email address to the lead investagator for the BGA Patrick Kehkamp, prehkamp@bettergov.org . Email him to complain about the pawn shops that we dont want or the payday loan places that the aldermen refuse to do anything about. By the way the news article about Chicago being corrupt ment the Politicians not the citizens.

  • Jennifer Bridgeport to Bucktown and some places in between

i need these companies too. as we can only "bank" 5 sick days and they don't bank up year after year. also sick days are NEVER given to us. those are a bonus - you know in case you get sick (preventing people from coming in sick and banking the time)

They are like any other business and if people don’t patronize them, you risk losing them. Heard they did a lot of sales on breaded fried perch and shrimp. If this store was on the N side, they would be packed. Use them or lose them.

Heres when I say bring on those surveillance video cameras and catch the perpetrators. I know "big brother" is watching everything so why not include our neighborhood. There is a manpower(police) shortage so use technology catch those punks and pose massive fines on them why are they not made to clean the garbage or be forced to clean the neighborhoods instead of enjoying free food and housing in the jails.
Overcrowding in jails and prisons is a problem so make them work!
There are no consequences for bad behavior anymore except trying to wiggle through loopholes in the legal system.

I mean, I have seen kids in the middle of the day hard at "work" on that place. I guess the owner approves- he/she has to know those kids are there. If it is still illegal, someone (besides me) should report it when they see it. It should be fairly easy to catch them- they do it right in the open.

Unfortunately, I think this is something that Burke would never even consider proposing as it might actually benefit his community and it’s something too big for him to accomplish.

Thank you and I agree, the way I wrote this post was primarily negative, and reflects poorly on my message. I amended it (first comment) for that reason. We DO have great kids, and the LSC is a place for us to point to them as well.

However, the post is also to note that too often, neighbors are quick to call the police concerning issues that are student issues, when the problems can often be resolved if the attention is brought up to the Local School Council and the principal.

All of our students (and teachers like myself) deserve to commute to and from school in a healthy, safe environment and traffic concerns, drug concerns, and gang issues MUST be brought up as part and parcel to the learning process.

In other words, if CPS and our LSCs are ignoring these issues that affect our community, than we need to make it their problem.

But again, I want to thank you about posting regarding this negativity, and I assure you I think very highly of our students, and will keep you all informed of the great things that happen, as well as student events in our school community as well.

Cherpin – from what I have been told by AHCA officers, the project to build a hotel at the 5301 S. Cicero property is still in play and supposedly the developer is receiving funding from out-of-state investors. Now whether this information is just smoke from the developer, remains to be seen. One of the reasons that Alderman Zalewski and the AHCA have been aggressively pursuing this location is that the over the past 3 years the developer has changed their story several times and nothing has happened. But the property was allowed to deteriorate substantially.

Two of the homes on the west side of Keating will be demolished first and then the bank building itself. It is the view of the AHCA that the property as a leveled lot will be more attractive for development if an investor does not have to deal with demolition of a derelict building. Plus from the community perspective, a known gang and prostitute hangout will be eliminated.

Regarding the LeClaire Courts area, there is a plan to redevelop that property with big box stores along Cicero Avenue and rebuilding LeClaire further west. But with the real-estate business being down, that project remains on hold. Again, AHCA officers have been monitoring this and have been in continuing conversations with Alderman Zalewski. As an empty area, it does look much better, almost like a park. And the police service calls have nosed dived. So a green nothing in that area is way better than what previously was there. Women can now drive down Cicero without fear of smash and grabs that used to occur.

If you live in Archer Heights you should be a member of the AHCA as all of these issues have been reported in the past and updates are periodically made.

  • There is the little (what used to be a dentist office and pharmaacy next to 47th and Cicero McDonalds will that be torn down?
It would be nice to have something like a 7 eleven to get emergency groceries instead of another cash4gold or pawn shop there.
We have no grocery stores in this area until one goes way south or some distance north on Cicero.
Pulaski has many options in Archer Heights.
I am a member of AHCA but cannot attend meetings as I work Wednesday nights.

Anyone heard of this before?

Hi all...was checking out forgottenchicago.com today and came across this:

http://forgottenchicago.com/forum/5/7469/7469/_subject_#msg-7469

Anyone ever hear of this before?

  • Real strange occurrence at 49th and Ridgeway

  • I'm not sure how current Google Maps is in regards to the photo of 4900 South Ridgeway. I did see the three black bags in the middle of the street.

On the other hand, I typed my address in Google Maps and discovered our house photo is about 2 to 3 years old.

The only way to be really sure, do a drive by.

I'm not interested in taking on that task.

Remember Officer Knasiak?

I just found this article (http://www.chicagotribune.com/news/local/breaking/chi-30000-for-cop-who-accused-boss-of-using-religious-ethnic-slurs-20120201,0,3016458.story) regarding a discrimination judgement against Officer Knasiak. This man single handedly destroyed community involvement in the CAPS program for Beat 815.

  • They should take away his pension. Gives good cops a bad name.

  • Ditto that, Miz Liz!
He sounds like a Midwestern version of AZ's infamous sheriff, Joe Arpaio.
No officer or any civic public official should be able to get away with such blatant and offensive treatment of their co-staff... or the public law-abiding citizenry they supposedly serve.

Chicago Forward: Is Our City Safe?

Does Chicago have a handle on crime? Are gang leaders the real bosses on the street? Does Cook County put too many people in jail? Can the city keep order at the G-8 and NATO summits? How does public safety affect business, tourism, education and the quality of life in the city?

At 6 p.m. Feb. 8, Tribune Editorial Page Editor Bruce Dold moderates a discussion on crime and public safety with Cook County Board President Toni Preckwinkle, Chicago police Superintendent Garry McCarthy, Walgreens Senior Vice President Steve Pemberton and Ameena Matthews, violence interrupter for CeaseFire featured in the acclaimed documentary film "The Interrupters."

Midhurst - AHCA officera were not aware of this event. But as result of your post an AHCA Vice President will be attending this discussion.

    Thanks for the info.

  • MidhurstOne Chicagoan

Please let other friends/family know of this - I'm thinking folks in Garfield Ridge and Clearing. Perhaps with a strong presence from the southwest side enough questions can be asked of McCarthy as to why police staffing is so inadequate in our areas.

I know the rank and file that patrol our streets can only do so much; so I'd like to hear from Mr. McCarthy why he honestly believes a 9,000 person police force can effectively maintain safety in a metropolitan area with, at minimum, 60,000 self-acknowledged gang members.

  • Not sure "keeping order" is a fair description for what Rahm has planned for G8. Crushing dissent, thwarting democracy is more like it. I am one of the 99%.

We Don't Need Less Aldermen, We Need More Parents

All this crime going on in the neighborhood is not the lack of police presence or lack of communication with local elected officials, its the lack of proper parenting. Its not the lack of jobs...I see gangbangers caught up with criminal acts in the local newspapers who have Local 150 jobs...jobs that pay over $40.00 an hour! If the parents cannot make their kids see the values living in a coherent and civilized society, no cop, no alderman, no Beat Rep, no mayor, no police commander is going to make much of a difference.

    1. Regarding the 50 Aldermen/women presently representing the various regions (wards) of Chicago: Our present govenor Pat Quinn in 1980 succeeded in putting a measure on the ballot that would have eliminated one of the three represenatives in each legislative district. Quinn was quite the promoter back then of "saving the taxpayer money! The measure passed and soon we had just two represenatives from each legislative district. Now, where did the so called savings go from eliminating one rep? There was no savings because the remaing two guys said that since one guy was eliminated they had more work to do so they got rather large raises and in additon they also got a hefty increase for their so called office expense and a big increase in the number of their "aides". What did we save? Nothing. As a matter of fact, we're spending more today to fund the functions of two state represenatives then when we had three of them! The same will happen if we cut the present 50 aldermen down to 25. It will end up costing us more in the long run if we cut the 25, rather then keep them.
    2. There's no school or university to teach people how to have kids. You know what to do and what to expect when you have them via your instincts. If you can't afford kids or parent them correctly, my opinion is, don't have any. Please don't dump the expense of them on me or hold me responsible for their erratic behavior. If one can't do the minimum as a parent with each and every one of their children, then some sort of mandatory birth control should be in order.

We take our children to church study the bible with them and have always taught them good moral standers as well as given them good examples.

I also quit my job last year to spend more time with them. They have always participated if sports and music programs. Even if there was always someone there with them we have seen them influenced by their surroundings.

Is anyone as absolutely disgusted as I am by all of this? Why are the only businesses that are opening in this area absolute dregs appealing to a criminal class? Is it any wonder that words like blight, urban decay and ghetto are now used to describe what was once an area that was considered safe, clean and a great place to live.

Between the burned out hulks of buildings and these types of businesses littering Pulaski it's little wonder that people will not come into this area and avoid Midway at all costs because of what surrounds it.

For an Alderman that holds one of the highest ranks in the City Council why does his ward resemble something from a third-world country? With every passing day the area resembles something from a war zone like Beirut.

Why are we paying taxes again??

And they want the city workers to take a pay cut, days off without pay, and no raises.

Next meeting of the Archer Heights Civic Association will take place on Wednesday, February 8th at the UNO Veterans Memorial Campus, 47th & Kildare, starting at 7:30 PM.

Guest speaker will be Kate Maehr, Executive Director & CEO of the Greater Chicago Food Depository located at 4100 W. Ann Laurie Pl. It is a nonprofit food distribution and training center providing food for hungry people while striving to end hunger in our community. The Food Depository distributes donated and purchased food through a network of 650 pantries, soup kitchens and shelters to 678,000 adults and children in Cook County every year. Last year, the Food Depository distributed 69 million pounds of nonperishable food and fresh produce, dairy products and meat, the equivalent of 145,000 meals every day. Most Archer Heights residents do not even know this wonderful facility is right in our own community.

Other topics to be covered at the meeting will be the civic association’s continuing membership drive and new programs for that effort, discussion and organizing a “Positive Loitering” night to get rid of some of the prostitutes still plaguing the area, and the arrest of three graffiti taggers in the 4600 Kedvale alley.

They also are pursuing two major problem locations – 4741 Karlov an abandoned house and derelict garage (14th Ward), and Kenneth Avenue where it dead-ends at the Orange Line (23rd Ward). At the Kenneth location is an abandoned bulldozer, trailers and all sorts of building materials.

All Archer Heights neighbors that want to find out what is going on in our neighborhood with these and other issues are invited to attend this meeting and to bring a neighbor or two. Better yet, bring $10.00, become a member and get their detail community newsletter.

  • Insider: I belong to the AHCA and AH Guy is right on the mark. Do come to our meetings and let yourself be known. Come tell everyone exactly how you feel. You WILL be heard!!
Talk to the officers and you will see what a great group they are. Bonus? Cake and coffee and socializing after the meeting.

  • The reason they choose this area is because the visitors, tourists, businessmen and dignitaries are their customers. There are frequent sting operations which not only shut down or move operations for a little, they are huge moneymakers for the city.

Currently there are two buildings that are in major disrepair and eyesores on Pulaski Road – 4712 S. Pulaski and 4831 S. Pulaski. The following are the details of ownership on these two properties.

4712 S. Pulaski is owned by Zamudio Mgmt LLC which took over from Angel Zamudio in November, 2011. Surprise, the building immediately to the south, 4718 S. Pulaski is owned by Rosendo Zamudio. I can’t say with certainty but I would imagine there’s a connection here and the buildings are probably owned by the same family/people. I would like to know what, if anything, is being done about this eyesore by the owners. How is a burned-out building good for any other business in this area?

4831 S. Pulaski is owned by James Kepouros, searches of public records under this name finds a luxurious home in Lemont (no boarded up or dilapidated buildings there). A further search of AH business records shows both a James Kepouros and a James J. Kepouros as the owners of Jay Kay Collision Center at 4915 S. Pulaski, and several other lots on Pulaski. I’m wondering if ownership of the two, the derelict building and the business, are connected. At minimum I’m left wondering why this building has been left for such a long time in such a deplorable condition.

I believe the current state of these buildings pose a safety threat to the community and would like to know what others might recommend to “fix” these properties. Can anyone provide information on the city departments responsible for seeing that the owners of these properties are made to take responsibility? Could these properties be added to the AHCA building violations list?

  • AH Guy - it took you enough time to finally learn.

FYI - The 8th Police District has a new Commander - David McNaughton.

The entire District was very sorry to lose the previous Commander John Kupczyk. Commander Kupczyk was well respected throughout the Police Department which makes his loss doubly sad.

That said I'm sure we all wish Commander McNaughton a successful career in the 8th District.

This is the climate we now live in around here-- so, don't anyone tell me that the existence of grafitti (whether anyone contests it's gang-related or not, here much of it is! It's certainly NOT art!!), the pawn shops sprouting up, the ubiquitous sell-your-gold stores, the new-wave of 'prison-cut' barber shops, tatoo parlors and the like-- are not influencing the culture of such resultant crimes, like this latest video-taped brutal attack by teenagers in our neighborhoods.

Nice name you have there, Neighbor Volunteer!

You know, really, I could care less if this grafitti is gang or tagger-- the point being-- whatever anyone calls it...t is crap! And should not be allowed to be strewn all over our neighborhoods.

Oh, do you know me; are you some "stalker" of me? How do you know I wasn't at the CAPS meeting (and really, it is absolutely none of your business anyway). I know what I can do about grafitti and I know what I AM doing about it (you don't know that about me, so, do mind your own business where I am concerned and stick to the comment, not the commentator!

Glad to know at least, you do see reality-- that "the grafitti is out of control". I'll tell you one thing, if I ever eye-witness anyone spewing out this crap, I will have the police on them then and there. I hope and trust you would do the same, and IF you know of anyone personally who is witnessing such stuff and not reporting, I guess it's up to you to contact such people, instead of just blaming some nebulous 'others".

But, you know, such violence may have been going on for a long time (but its instant exposure via technology-- as some sort of thrill-- is a new and chlling phenomenon among youth). While such exposure my stupidly serve to catch the criminals, the question of parents, law-makers, etc. ought to be "why do these kids do it and show it this way"? It's a sick "glamor' factor-- that violence is somehow o.k.-- they see it everywhere these days (whether among sports stars, gang and/or prison culture, etc).

While searching for information on the Internet, I came across an article from 1994 (!), already discussing this topic of violence and crime influencing our schools (here is an excerpt mentioning Curie high school in fact:

Jim M...Chicago police officer....In his testimony before the commission, he warned that school expansion would reduce local property values and bring gang crime to the quiet neighborhood.

'Curie High School is unmanageable, and Bogan High School is out of control,' Moylan told the commission to a standing ovation from neighborhood residents.

'We don't want drive-by shootings. We don't want gangs. We don't want metal detectors. We don't want people hanging out there on Saturdays and Sundays, firing back and forth'."

So, wherever such crime is committed by our youth, authorities need to not excuse it as "retaliation", but face up to it that it is violent and is crime and is being influenced by gang-bangers
    and other such ilk.

But, if the corruption cannot be cleaned up via a systemic paradigm change (and as it stands and has stood, corruption does indeed spill over into Illinois governing [as the first Youtube video Jennifer posted above shows in living-color-- and guess what, Zalewski's referenced in that one too-- apparently Illinois overseers overlook aldermanic money-grubbing]-- then any level of that government-- city alderman-- or state officials, on up will just take over that 'corruption vaccum.

So tweeted one resident about Robert Fioretti, alderman of the 2nd Ward, when he saw the Chicago politician taking a neighborhood problem into his own hands one night in October."

I thought, "Hey, that's a great idea". If one alderman can get out there and clean up their community's unsightly graffiti, why can't they all? How about a mandated once a week walk through and clean-up effort by these aldermen and women (with And the help of their followers who voted them in of course). Why not?!

And, what the city-at-large could chime in with-- instead just a seaonally-sponsored "Spring Clean-up"-- how about a monthly city-wide grafitti clean-up, sponsored by all sitting aldermen?

Of course, if you have read also, the Chicago Magazine article which someone from Everyblock mentioned (and thank you for the heads up about it): "Gangs and Politicians
in Chicago: An Unholy Alliance", you might wonder if any alderman (beside Fioretti of the 2nd Ward) would cooperate. Well, at least we now know that he did, and likely would continue to clean up grafitti. So, my hat's off to you, alderman Fioretti, for actually admitting its a problem in your ward. I wish you were my alderman!
