    The problem with policies is they are not accompanied by deadlines and rarely are they accompanied by any preconceived metric leading those few which they work fighting tooth and nail to keep them enacted. There are investors willing to jump in these areas but the one centralized thing investors avoid is risk, which early entrants will surely face; it is these entrants which need policy support but, under stark criticism - we almost need our own Shark Tank (TV show) type committee. Policies which have been laid in these areas I think were a necessary first step in gaining some confidence but they are now long past due for their effectiveness along with those leaders who have ridden the helm for decades. The problem is, where do you geet the support to face this juggernaut of an issue? Local politicians - they are not going to rock the boat; the people they are too disjointed and impetuous to stay the course. You are right gp, the time for honesty is there but honesty surfaces insecurity and fear both of which trigger a risky bet for investment ideas and change.

    We have steep chasms between neighborhoods where the differences are no different than the Irish/English, Shia/Suni, Bosnian/Serbian, Israeli/Palestinian, et al conflicts.

    We have steep chasms between neighborhoods where the differences are no different than the Irish/English, Shia/Suni, Bosnian/Serbian, Israeli/Palestinian, et al conflicts.

    We need to learn from the English/Indian, Irish/English, type conflicts for healing and community building.

    Poverty and racial divides are not that hard to solve; but always involve a heavy hand. Nobody has that fair and heavy hand here.

    How do we set up that kind of forum? Beats me. Everybody here believes they are right and nobody understands their misery. When misery is created by their own; they go into total denial.

    Fessing up to bad deeds. Admitting one is wrong. Are like an alcoholic or any compulsive disorder person coming to grips with a new realilty. On my block people are still discussing the 1960s as if it is TODAY or even relevant today. They are oblivious to the protocols of technology and using technology to solve complex/complicated problems via beta testing.

    I hope the St Louis stuff doesn't turn into something more ugly than it already is. Hard to believe that more than 50 years later...the riots are returning.

    The intersection of Gladys and Independence is right across from the park and just off the interstate. One good thing would be how quick you could get on/off the highway. One bad thing would be that you would get a lot of traffic right there.

Every night is a party

I find it ironic that every single time we listen to the news there is some new story about gangs and gun violence, but anyone in these neighborhoods knows that there is no action to actually clean up or curb behaviors...it is just to merely contain. Every single night east of Garfield Park around various bars (like the Brown Sugar 'Sports' Bar located on the 2600 block of Madison) there are literally hundreds of people loitering, openly drinking, walking openly...

I find it ironic that every single time we listen to the news there is some new story about gangs and gun violence, but anyone in these neighborhoods knows that there is no action to actually clean up or curb behaviors...it is just to merely contain. Every single night east of Garfield Park around various bars (like the Brown Sugar 'Sports' Bar located on the 2600 block of Madison) there are literally hundreds of people loitering, openly drinking, walking openly with exposed guns and knives, urinating on cars, sidewalks, damaging neighborhood houses, being extremely loud often until ~4AM, and absolutely creating a menace. Allowing this type of behavior is NOT the way to rebuild a neighborhood and simply having CPD drive through and ignore the activity ultimately promotes it. There needs to be a citywide crack down on these establishments, AND a ban on these types of unsanctioned gatherings (there is NO way these would be classified as constitutionally protected right to assemble). It doesn't take much thought to figure out why so many shootings happen - allow a bunch of open drinking and drugs by several hundred people in a confined space and it is bound to happen. So the ironic part - today a well publicized task force is sweeping the west and south looking for fugitives, but Chicago isn't really looking to improve things. Chicago you may not approve of NYC style tactics / policies but I am begging for them because ultimately the ends justifies the means and our own livelihood is at stake.

    We have found the best venue is to hit the legal paths and call to task those who do not do their jobs. The Inspector General, The Alderman Inspector, The Police Board, The Civilian Review Board, Procurement, Commissioners, Aldermen.

    Taking issues down the legal path..and involving horizontal and vertical cooperation with all those agencies get things done much faster than the long way that has been going on for the past 4 years.

    We even got The State of Illinois now riding with Chicago Police in the 11th district. It took a few years of asking...but the never ending violence...and perhaps the St Louis issues are getting new and hopefully better strategies to help neighborhoods rebuild. 70% vacant lots within 15 minutes of the downtown area....doesn't happen anywhere in the world only here where the CHICAGO WAY has thrived for far too many years.

    Typically I work with sources who when I send an issue they take action immediately. Why? Credibility of the truth/reliability of the information. Example: the old parking ticket guy (now gone) took every complaint I made and traced it down their system for 20 years. I was the only person sending in those kind of complaints. He would trace it through his system and we would identify city failure, vendor failure, mail failure, my failure, cpd failure.

    Example: the Att service dispatch takes my info and is alerted to a type of problem that is going to happen. Guess that would be what algorithms are now written to send signals for critical mass to be prepared....typically I beat their algorithm.

    So, I vote differently. If every one of the 25 neighbors built their own unique trusted source ( and helped that source problem solve) it would not take working on the QUALITY OF LIFE plan for 12 years and then an extended 3 years. If each neighbor started some kind of sustainable business that could have an address here it would be remarkable.

    This is not to denigrate all the hard work of neighbors and NFPS. It is just to say there are FASTER ways to get things done ...and FAST is critical in the days of scarce resources.

    We need an Economic Reform...that is lasting and that is not the constant funding of NFPS where fundings are so short these days. Investigations are also occurring because some do not fill their mission statements.

    Corruption and feeding friends...while stifling/killing innovation has gone on for far too long. Find techies, neuroscientists, lawyers....who can help solve these problems.

Roof/Porch Program

Important change to the upcoming 2015 Roof and Repair Program, which provides grants for emergency roof and porch repairs on behalf of income-eligible applicants.
The start date for the 2015 round of roof and porch applications is being moved to Thursday, September 4, 2014. On that day, residents will be able to initiate the application process by calling 311 starting at 9:00a.m.
Calls will no longer be accepted on the first business day of the New Year, as in the previous year. All other guidelines for the program will remain the same and applications will continue to be processed on a first-come, first served basis.

street lights outage

Why is it taking more than three weeks for the city of Chicago and Comed to restore service to our street lights? Several calls have been made to 311 and Comed...

    You should turn that complaint in too. The lights may be controlled by a solar activator. This means it should go off during daylight hours. This could be an indication that dealers are controlling your control box. They do this by using tape..

Warning-EZ Pass Spoof

EB people. Got a EZ Pass spoof in my email box today. I called and the Illinois Tollway person said that it was definately an illegal email. Be careful. They ask you to download something. It could be a virus or some other malicious file.

    EB people. Have gotten 2 suspicious telephone calls (soundling like from India). It says that there is a "problem with my windows machine"...it is a live caller. I believe this to be a malicious call intending to do harm. Be careful. I have gotten 3 of these calls. What is the CPD doing about cyber crime? They need to do more.

    Great article Leo....I guess the Feds and local police need to do more about cvybercrime. If they don't it will collapse the entire internet as cyber criminals outsmart law enforcement. This is probably another venue that our military needs to go up against cybercriminals. That is also probably the best agency because they go up against terrorists and radicals everyday.
