Article: Emanuel, mayoral challengers face off for first time

In the first face-to-face meeting of the campaign, Mayor Rahm Emanuel came under attack from challengers who criticized him on neighborhood development, crime and his temperament.

But Emanuel offered a measured defense of his administration as he portrayed himself as guiding a city steadily through economic turmoil.

The exchange unfolded at a 90-minute forum before the Chicago Tribune Editorial Board, which asked the candidates questions as it weighs an endorsement ahead of the Feb. 24 city election.

Emanuel maintained the key to revitalizing neighborhoods was to leverage the “strengths and assets” of city public works improvements, from upgrades to the southern stretch of the CTA’s Red Line to special taxing district funds, to provide an impetus for private investment.

The poll of 806 likely Chicago voters, conducted January 17-21 by Victory Research, shows the incumbent Mayor leading in his bid for re-election with 36.4% of the vote. Respondents answered with both land lines and cell phones. The margin of error for the poll is 3.45%

Alderman Robert Fioretti is in second place behind the Mayor with 18.2%. County Commissioner Jesus “Chuy” Garcia is third at 12.0%. Businessman Willie Wilson and William “Dock” Walls are in fourth and fifth place with 8.6% and 0.9% respectively, according to the poll.

On City Hall’s third floor, Fioretti met with two powerful aldermen and Mayor Rahm Emanuel. Fioretti was offered a bone: Agree to the remap and they would push legislation in Springfield allowing the alderman to run for the ward seat they were drawing him out of.

In an interview with the Sun-Times, Fioretti recalled the meeting with Ald. Pat O’Connor, former Ald. Dick Mell and Emanuel.

“Oh my God. Dick would sit there and lament the situation about his son-in-law [former Gov. Rod Blagojevich]. Pat O’Connor offered me a deal that they would change the law in Springfield that I could represent the new 2nd Ward without moving,” says Fioretti from behind his desk in his law office inside the historic Monadnock building.

GSV Advisors has a sister firm, GSV Capital, that holds ownership stakes in education technology companies like “Knewton,” which sells software that replaces the functions of flesh-and-blood teachers. Since joining the school board, Quazzo has invested her own money in companies that sell curricular materials to public schools in 11 states on a subscription basis.

In other words, a key decision-maker for Chicago’s public schools makes money when school boards decide to sell off the functions of public schools.

She’s not alone. For over a decade now, Chicago has been the epicenter of the fashionable trend of “privatization”—the transfer of the ownership or operation of resources that belong to all of us, like schools, roads and government services, to companies that use them to turn a profit. Chicago’s privatization mania began during Mayor Richard M. Daley’s administration, which ran from 1989 to 2011. Under his successor, Rahm Emanuel, the trend has continued apace. For Rahm’s investment banker buddies, the trend has been a boon. For citizens? Not so much.

Some of the latest advertising for Rahm Emanuel’s mayoral reelection campaign is cleverly audacious, deliberately misleading — and all apparently perfectly legal.

A TV commercial that looks like Emanuel is backed by the city’s most prominent news anchor and a mailing that closely resembles the cover of Chicago magazine (right down to its logo) are among paid media pieces that have turned up in recent weeks.

Bosses of the news organizations involved have expressed concern that the ads could lead some to believe they’re supporting Emanuel’s reelection, but their lawyers tell them there’s nothing they can do about it. Federal law and FCC regulations prohibit stations from editing or refusing to broadcast candidate advertisements based on their content.

Mayoral challenger Bob Fioretti has said he’s tired of having to elbow lobbyists on his way to the City Council floor. He’s equally tired of their extraordinary influence on legislative business.

Now, he wants to do something about it.

At Wednesday’s City Council meeting, Fioretti (2nd) tried to to out-maneuver Mayor Rahm Emanuel on the subject of ethics reform so important to capturing the independent vote — by introducing the latest in a parade of ethics ordinances.

Fioretti’s version would preclude lobbying activity during Council meetings and prohibit elected officials from lobbying Council members on behalf of their “paying clients.” The ordinance also would discharge ordinances stalled by “committee inaction” with 48 hours notice before Council meetings and require aldermen who recuse themselves from City Council votes to also step aside when it’s time to debate.

That final provision appears tailor-made for Ald. Edward Burke (14th). Burke routinely abstains from City Council votes to avoid conflicts with his private law clients. But he sometimes participates in debates on those matters when they come before the Finance Committee he chairs.

At Wednesday’s City Council meeting, Fioretti plans to curry favor with the scofflaw vote by proposing what he claims would be Chicago’s first parking ticket amnesty program in nearly 10 years.

Fioretti said another amnesty could match or trump the $7 million the city raked in last time around — and every little bit helps to chip away at the city’s $20 billion pension crisis.

He argued that it’s particularly well-timed because Mayor Rahm Emanuel has raised fines for an array of parking offenses and increased penalties for those who don’t pay.

    I am a big fan of Uber. The cost is about half of a taxi, and I have never waited more than ten minutes for a ride. I always chat with the drivers; I had one tell me recently that he makes the same amount of money driving four days a week for uber than he did driving a taxi seven days a week. Also, because the Uber drivers actually own the vehicles, they are clean!

    Ive had great Uber experiences as well, but the question is about making sure Uber is licensed and regulated. Without regulation, drivers aren't screened as thoroughly as cabbies are and fare prices and rates can surge at any time. As riders who value safety, we should want the businesses who serve us to be licensed and regulated.

Fioretti counters Emanuel with his own economic agenda

Mayoral challenger Bob Fioretti vowed Friday to raise Chicago’s minimum wage to $15 an hour, expand vocational education “systematically dismantled” at Chicago Public Schools and use tax-increment-financing only to revive blighted neighborhoods.

By returning TIFs to their “original purpose” instead of doling out developer subsidies, Fioretti hopes to generate a surplus large enough to re-open shuttered mental health clinics, shore up the CPS budget and help solve the city’s $20 billion pension crisis.

By returning TIFs to their “original purpose” instead of doling out developer subsidies, Fioretti hopes to generate a surplus large enough to re-open shuttered mental health clinics, shore up the CPS budget and help solve the city’s $20 billion pension crisis.

Fioretti’s economic agenda also calls for using $25 million in TIF money to bankroll a summer jobs program and using everything else that’s not committed to specific projects or debt to convert at least some of the 50 schools closed by Mayor Rahm Emanuel into “community centers that drive economic development.”

Red Light Camera Opponents Call For Clarity From Chuy

As well, fellow mayoral challenger Bob Fioretti is questioning exactly where Garcia's red light camera stance falls. "Calling Mr. Garcia’s views on red light cameras 'evolving' is being charitable and cavalier," said Fioretti campaign spokesperson Michael Kolenca statement. "I’d characterize it as political pandering and something that is becoming all too common in the race for mayor."
