According to police reports, on June 13 at 12:15 p.m., police allegedly observed a 17-year-old Chicago teenage on the CTA platform at Clark and Lake rolling a crushed green plant suspected as cannabis into a brown cigar wrapper. The officers identified themselves, placed the teen under arrest and advised him of his rights.
