    A good example of the lack of accountability is an accident that occurred at 91st and Parnell last April. A county car assigned to the Adult Probation Department collided with another car. The driver just got out and walked away. Investigators knew the car's M-plate number, but the county had no idea who was driving the car. Now, the County Finance Committee has approved a nearly five-thousand dollar settlement with the people whose car was hit. The mother of the victim finds that unbelievable, "We was like if that's a county car, somebody has to sign for the keys to get this somebody had to sign for the keys to get this car. Somebody needs to know or do know who actually had this car."

But Tufenkjian said a BMW SUV, also northbound, then ran him over. Fields, who was wearing a helmet, was dead on the scene.

    A park advocacy group is threatening continued legal action unless the Chicago Park District cleans up an abandoned soccer field construction project at the south end of Lincoln Park and pursues an alternate site for the field.The district agreed two years ago to allow the Latin School to construct a field near its campus at West North Boulevard and Clark Street. The field was partially finished when Protect Our Parks sued to stop the deal earlier this year.As a result of the lawsuit settlement, the project was halted. The district says it is also required to reimburse Latin School for $2 million in construction costs. Protect Our Parks argued yesterday that the $2 million should be spent on a new field at Montrose Harbor.

    Alderman Joe Moore has decided to support using $200,000 in public funds to restore the Village North Theater in Rogers Park. Moore's approval is a key step for the project, which will use money from the area's tax increment financing district to replace the theater's facade and make other improvements to the building, which also houses a Thai restaurant, a Starbucks, and a bank.The building is located at 6738-46 N. Sheridan.TIF districts are established to fund improvements in areas suffering from blight. The TIF diverts a portion of property taxes generated in the district to redevelopment.Moore decided to support the project after a ward meeting earlier this month. "Most people, regardless of their position on TIFs, supported the project. I wasn't surprised," says Moore. Alderman Moore says he's in favor of the project because it beats the alternative -- tearing down the theater and creating a mid-rise building. "It's an appropriate use of my dollars. I think Columbia and Sheridan will have a crown jewel," Moore says. The use of TIF funds must still be approved by the full City Council.

    Tribune Company Chairman Sam Zell may be putting the Tribune Tower up for sale, according to a memo posted by the Tribune newspaper. Zell said in a memo posted on the Tribune's site saying he had said from the beginning that there would be "no sacred" cows and all efforts would me made to maximize the value of company assets. Thus, the memo said, "we are in the process of asking a number of real estate firms to give us their best thinking on how we can generate more value from Tribune Tower"
