According to police reports, on April 8 at 3:40 p.m., officers on patrol observed a black Pontiac Grand Am parked illegally near 220 S. State. They approached the vehicle to investigate and found a 22-year-old man sitting in the passenger seat with a brown paper bag and two plastic baggies containing a green leafy substance suspected as cannabis in his lap.
