Henry Woo and Bed Bugs

Have any of you dealt with a landlord named Henry Woo (who operates as Lundan Partners or Hinman Partners)? I live in his building at 1154 W Lunt & I'm having a difficult time getting him to deal with a bed bug infestation over the last month.

I have a severe allergic reaction to them (worst my dermatologist has ever seen). I've taken lots of photos of the bites & the bugs & even have specimens in a jar. Not posting the pics bc they're gross but if you wanna see em... I sent them all to Henry, but he still had the gall last week to ask me if I was "sure" I had bed bugs.
Henry has 3 times sent unlicensed cut-rate "exterminators" to do a halfass spray job. The last time the guy came, he was literally only in my apt for 6 minutes. The problem hasn't been solved & I'm worried the bed bugs will spread to my neighbors. I've told Henry he needs to send a licensed PCO to use an Integrated Pest Management system as the city suggests but he's ignored me.
I sent a certified mail letter of intent to withhold rent to his PO Box, which he hasn't signed for. Today I tried to deliver the letter in person at a 2nd address found from some deep googling. A different Woo was listed on the doorbell, who wouldn't open the door or tell me where to find Henry. I slid the letter under the door just in case.
He's also stopped responding to my emails.
Now, my Super is saying he'll be in my building's office on Fri but I have to tell him in advance that I'm coming, which could just give him a chance to avoid me. But that's my next step.
I'm in touch with a lawyer & going to try spraying tomorrow myself, but if they're in the walls, they'll just come back.

If any of you know anything about Lundan Partners or Henry Woo or have advice on dealing with a terrible landlord, I'd really appreciate it.

PS. I don't really need any more advice on dealing with Bed Bugs themselves, I've gotten more than enough from my friends on Facebook.

    I also called Kevin at The Aldermans Office and he was very helpful to me. Again I hope that all is well now. Where we live I kind of became the advocate for the building and was told by staff that I'm a bad person to call and report the problem because they were being fined for not being compliant. Oh Well.

    Get in touch with Ann Hinterman at the alderman's office and officer Hardy at the 24th district police station.. But don't expect much. Give your landlord a two week notice saying f if he doesn't do something-which he is required to do by law-you will then have an exterminator come...

Give your landlord a two week notice saying f if he doesn't do something-which he is required to do by law-you will then have an exterminator come in and will deduct the cost from the next month's rent.. You can do this by law so if he tries to retaliate you can get a lawyer-hopefully pro bono-to set him straight. Also call Howard Area Community Center to see what other options they might suggest.
