Our efforts to preserve the Portage Theater

Recently, I filed an ordinance authorizing the City to exercise its powers of eminent domain to buy the building. This is not a step that I take lightly. I have consulted with the Mayor’s administration, and we remain hopeful that we can preserve this critical economic engine without implementing this solution.

Recently, I filed an ordinance authorizing the City to exercise its powers of eminent domain to buy the building. This is not a step that I take lightly. I have consulted with the Mayor’s administration, and we remain hopeful that we can preserve this critical economic engine without implementing this solution.

It is not my intent that the City enter into the theater business, nor is it my desire that the theater be turned over to a non-profit. Both options would remove this substantial property from the tax rolls, severely impacting the Portage Park Tax Increment Financing District and the Six Corners Special Service Area. Instead, if necessary, the City would buy the building and sell it to a private business ready to preserve and enhance the current use of the theater. State law allows for this type of purchase and resale within TIF districts.

I wouldn’t contemplate taking this extraordinary step if the historic Portage Theater weren’t critical to the redevelopment of Six Corners. Several restaurants and potential cultural attractions are waiting for the resolution of this issue before they come to our community. The church’s proposed use for the Portage would make it impossible for anyone to get a liquor license within 100 feet of the building. It would make it impossible for anyone to get a public place of amusement license within 250 feet without the church’s permission. Because the Portage Theater building is so large, these zones would extend to the south side of Irving Park Road, in addition to Milwaukee Avenue near the theater.
The proposed use would gouge a huge hole in Six Corners where there would be no new restaurants, and where any proposed theater or entertainment venue would require the church’s permission. It would stifle development at a time when Six Corners is ready to take off.

I continue to remain ready to help Chicago Tabernacle with alternative sites.

    Ok ok....Uptown theater is different. Its nice to read flattering comments about Uptown for a change.

    My comparison was a very limited one for sure. However it seems what to do about a historic theater in the heart of a neighborhood is a recurring theme.

    Each scenario is different so you have to find your own way. Another example would be the Remova in Bridgeport, very different but still. Like the Portage its fate remains to be determined.

    The Renova, Uptown, and Portage have a chance because people are focused and care about what happens. When the opposite is true we get outcomes like the once great Nortown off Devon, now an empty lot.

    Or like the Granada, torn down and sold for scrap. A structure with the same name was built on that site and has the soul of a suburban or Soviet office building.

    So I am optimistic about the Portage, its in good condition, the Alderman and the community are engaged so it looks good.

    One last non-6 corners fact...The Uptown is on the upswing too with $63M slated for the renovation. Gotta like that!

    When I was at the Chicago Cultural Plan 2012 meeting at Copernicus Ctr in March the Portage came up more then once, obviously it is important to your community. They passed out some buttons and I still have mine.....

Another letter writing campaign

I saw the below in the Tribune today about Three Floyd's wanting a brewpub in Chicago. If they don't have a definite location yet, sounds like a nice anchor for 6 Corners or vacant lot on Lawrence by Jeff Park CTA/Metra.

He has been looking at spaces during the last couple of weeks, and though coy about the where ("anywhere but the Loop") and when ("the near future"), he sounded resolute about it happening.

A 43-year-old-man was murdered in the 4500 block of Milwaukee last night. It doesn't appear to be random, but still very troubling.

In August, 2011, Filament worked with Ald. Arena’s office and Arts Alive 45 to find a space for its experimentally staged "Naked City Glow". After performing "Four Actors in Search of a Holiday Memory: A Living Diorama” in a vacant Six Corners storefront window in December, 2011, they began the search for a permanent space in the community.

Filament Theatre members were bowled over by the support of the local community and businesses. “It’s the first time we felt like we had come home,” said artistic director Julie Ritchie.

Ald. Arena’s initiative to showcase the landmark theaters and assets of the 45th ward to artists aims to build on the reputation of the nearby Portage Theater for films and of The Gift Theatre for plays and improv comedy. “We know we’ve got a great location. We know we have the space and the talent. Now we can demonstrate we are committed to growth.” said Ald. Arena. Filament Theatre Ensemble will take part in Arts Alive 45 events during this summer’s Jeff Fest in Jefferson Park and Six Corners BBQ Fest at Irving Park/Cicero/Milwaukee.

The Jeff nominated Filament is opening "Hank Williams: Lost Highway" on Friday, June 8th at the Anthenaeum Theater, 2936 N. Southport, its last production before coming home to its new Portage Park location.

    police are always asking for our help, we need to make sure that we are giving it to them and need to be more assertive and detailed in description and account of events. if bad things are going down snap a picture, record it, call it in. get the evidence if you can.

Let your alderman know what's going on, and what your concerns are. Call, the cops all the time. Many of them live here, or in areas similar, and they want the neighborhoods safe too.

    When in doubt, call. Don't put yourself out there and confront the troublemakers, and I'd hesitate to take a picture, unless you're 100% sure that you'll be able to do so without drawing suspicion. You certainly don't want to be in their cross-hairs, especially since they'll now know where you live, and what you look like. Let the police handle this. But again, if you don't call, they won't be there.

The subject is a male/white Hispanic. He is 5'5"/160 lbs. He has a pony tail. He is wearing a black sleeveless shirt, black jogging pants and is barefoot. His name is Noel Colon. His last known address and the address he fled from is 6253 W. Holbrook.

    Ha ha @Kenji! Oh yeah, I ride. I was at the last Bike45. But, I get to see my daughter only about two months out of the year, so for Mother's Day we tend to wrap up our plans well before the day. I don't always know the exact schedule, as it's often a surprise. But I doubt we have a three-hour window, unfortunately.

    I'm a Milwaukee Ave. bicycle cruiser. I like to take trips up to H-Mart, in Niles, to grab Asian cooking supplies. It's a nice roundtrip ride up and down Milwaukee Ave., the spine of the 45th Ward.

MeterSave - Read the fine print!

I was looking at my water bill which has gone up by $100 and there was an insert for MeterSave. It says:

A 7 year guarantee that the water bill will be no higher than it would have if the meter had not been installed. Bill will not exceed the assessed rate for that year.

So are they really saving? Sounds like your bill is locked in for one year. Then after that first year it will be no higher than what I currently pay with out a meter?

Has anyone else's bill gone up? If so by home much?

    I'm also curious as to whether water usage is gauged similarly to tollway usage - cash vs. the iPass....

    I'm also curious as to whether water usage is gauged similarly to tollway usage - cash vs. the iPass. You get the new meter, you pay the same as before. You don't get the new meter, you pay twice as much. Hmmm......

    On a more positive note, I'll chime in with earlier posts regarding the installation. For us they installed an indoor 'meter reader' so we could read it easily when we want to check our usage. There is another meter that the Water Dept can read from the outside without having to come in, so win-win.
    We also got a new shut-off valve that we can use without having to call them to do it from the outside, so another plus.

Graffiti Blasters Blitzing the 45th - Call us with locations

I just wanted to send you a quick note that the City's Graffiti Blasters will be blitzing the ward on Friday, May 4. If you see graffiti that needs to be removed, please call our office at 773-286-4545 or email the location to ward45@cityofchicago.org.

We will need the following information:

Address
Location on the building (front, rear, side)
More than 6 feet above ground (yes/no)
Surface material (unfinished brick, painted brick, siding, metal, etc.)
With your help, we can keep our neighborhood clean.

This project is meant to produce long-term enhancements to area residents’ quality of life after years of bothersome service interruptions. Wanted: New Garage Door Installer

I have an old crumbling brick house. i need to replace my very old garage door. i have a single car garage, wood door. it is electric opener. the frame might need to be 'shored' up. i cant figure out searching on this site - i tried the google search thing, its beyond me -- so if this is a repeat topic, sorry. if anyone can recommend someone to help me get a new door and then have it installed please let me know.

So I started saving and delivered them a few weeks back...pretty generous prize but I think a lot of people were working on this to sort and count at the school. They worked for it!

Recommendation for brick porch restoration

Hi there,

I will soon need to have the front porch of our bungalow "re-built". The bricks have cracked and shifted and our cement stairs are falling away from the front of the house. Please reply with your recommendations.

On a side note, I am new here on EB and can't seem to figure out how to search for topics that may have already answered my question. Is there a way to do this? Am I just missing something?

Jack willingly gave me the address of a home they recently restored and when I did a drive by, the porch looked like it had been there when the house was built.

Recycling Event - May 12

Our recycling and paper shredding event at the new recycling center in the ward was such a success that we're bringing it back.

From 9am to noon on Saturday, May 12, we're inviting Midway Moving & Storage back to the recycling center at 5430 W. Gale St. to shred and recycle your old documents. Also, we're bringing in a new partner. SSI Supply-Chain Services, Inc. is going to be on hand to help us keep unwanted electronics out of landfills.

Hi All,

One of my friends had a car accident and his car is in the bodyshop. He has a rental car through his insurance company, but since it is a rental he has no city sticker. Also, he has to park on the street where he lives. He asked me did I know and I told him, "you are asking the wrong person as I am not originally from here." I told him I would put this post out here to see what people say. So, let me know so I can let him know.

  • My friend got a ticket in Santa Monica a couple years ago for parking somewhere with a rental (no city sticker and I think plates were Texas). I think the ticket was an accident since most rentals don't usually have stickers from my experience. Needless to say, we didn't pay it, and just showed the ticket to Hertz. They dealt with it.

Here's how it works: The trust will partner with private investment groups to pool money to fund projects for the city, as well as the with Chicago Public Schools, Transit Authority, Park District, and other agencies. The mayor will appoint an Infrastructure Trust Board, with the approval of the City Council, to oversee projects. One alderman will sit on the board. Projects that involve the assets of CPS, the CTA, the Park District and other agencies will not come before the City Council for oversight or approval.

I understand the need for infrastructure improvements in our communities, and I commend the mayor for seeking creative solutions to our challenges. However, I voted against the trust because I believe it needed more and better provisions to provide transparency and accountability, prevent waste and corruption, and protect every dime of taxpayers’ money.

I worked with other aldermen and the Better Government Association to craft revisions and amendments that would have put such provisions into place. Unfortunately, we were unsuccessful in implementing these important changes.

As projects that have City Council oversight come before me, I will continue to closely scrutinize each deal to ensure that we are getting the best value for your dollar. And I will continue to work with my colleagues to try to bring you the effective and efficient government you deserve.

Ice Cream

Believe me when I say I love Ice Cream. But why oh why does the Ice Cream truck have to come by at 930pm on a 40 degree night and wake my child. Is there some way to file (and I cant believe I am typing this) a complaint??

  • I don't think it's just where the ice cream truck parks that the parkways get bad. I fill a plastic grocery bag each week with litter from the parkway (and I am on a side street). People must toss it out their windows driving by or dump it when they are climbing into and out of their cars. There is very little on the proper front lawn, so I don't think it's pedestrians or the wind.

Portage Theater Update - Save the Date - June 15

I want to take a moment to thank those who came out to the Zoning Board of Appeals meeting last Friday to express their support for The Portage Theater and for community-centered development. The board's consideration of Chicago Tabernacle's request for a special use permit to allow religious services at the historic Portage Theater was pushed back, but your presence was vital in showing our engagement in the process.

Though the schedule has not been posted yet, the board expects to take up the issue at its June 15 meeting.

CHURCH RECONSIDERS PARTICIPATION IN ZONING REVIEW PROCESS
I have encouraged the Chicago Tabernacle to follow my zoning and special use permit process since last September. After I brought it up with them again last week, our office received a phone call this week from the Chicago Tabernacle indicating that they now intend to follow this more community-oriented development plan.

As the first step in that process, the church must submit documents indicating the extent of their plans to my office. Following that, I will meet with the church, and their plans will be reviewed by our community zoning advisory council. I will also ask the church to present their plans to the community at large.

The church has not yet submitted the required documents. The only indication we have that they will engage in this process is their word. Once they submit the documents, we will schedule the required meeting. I’ll let you know when that meeting is scheduled through this newsletter and our website.

OVERWHELMING SUPPORT FOR THE PORTAGE
There is significant support for preserving the historic Portage Theater from throughout the city and around the region.

Public subsidy to animal testing lab

Not in our Ward, but just want to get your general opinion.

I'm all for revenue and businesses, but I just strongly disagree with our tax dollars supporting companies who conduct animal testing.

The mayor and city council just approved TIF money for a new test facility at 40Th and Morgan; it has 40 animals rooms.

The only thing I got out of it, is it's a done deal and my personal feeling is that our only hope is to keep on top of vivisection as a whole, not focus on a particular sight. This is best done through legislation so we have to be aware of what our politicians feelings are about this and other animal issues. When you need to get your point across or feelings known about an issue, I have found that a massive faxing campaign is a great way to to go. Not that I want to hurt trees, but they can't ignore all that paper coming through where they can ignore letters, calls, petitions and protesters. The ink and paper will hurt their pocketbook too. I know it seems like a horrible world at times, but I started when baby seals were being clubbed on a regular basis, zoos and circuses were nightmares, fur was everywhere and dog pounds were death camps. It's not perfect-far far from it-but there has been progress and as long as we're going in that direction it's good. Keep up the fight my friends-they are depending on us.

    Add to that the kickback the city will receive from Experimur, if the original media post from New Kid-Rick is correct, and we are looking at a business that is being kept afloat at the expense of plentiful, expendable, voiceless animals. Maybe their business is lagging because there is finally a greater awareness that animal lab testing should go the way of the virgin and the volcano. Maybe people are shopping the brands that don’t employ this methodical torture, and there is less demand for their services. Do we really need to know that mice that eat yogurt have larger testicles (REALLY . . . on the radio this morning)? If this has some merit for a human condition, perhaps a man could do the job. The canines and felines on their list of animal options . . . are they unclaimed pets from ACC? Do I really want to know??

Loves this neighborhood

6 corners portage theatre

There has to be a way for the portage theatre to be used in the same way that the old town school of folk music functions in Lincoln square. All that activity will make that walkable stretch of the 6 corners fill up with independent small businesses. And I just saw this weekend that the building that the old New Life Ministries used to be in is for sale with a good size parking lot.

    In the conversation on the theater we must understand where our focus is needed at this time. Part of my frustration comes from the ZBA meeting last week when about 100 people showed up at city hall. Now on one hand that is a good turnout, on the other, it ain't. I do understand people work, have kids and lives. We just need to make sure we are doing everything within our power.

    The theater has become a rallying point for the community. We can talk about it on EB but that is as far as it will go unless people take the next step. Cant make it to the next meeting? Then make sure all your neighbors have signed letters and drop them off at the alderman's office. Want the theater to stay? Make plans to take the family to an event at the theater to show support.

    The example of the Old Town School is a good example of things gone right. The school revitalized an area that was deteriorating quickly. Not to say all is perfect, but nothing never is.
    We need to support independent business in order to achieve success in restoring our community business districts and neighborhood character.

Girl @ Wilson Exit Edens expressway

Does anyone know what the deal is with the young lady who asks for money at this exit? The Caucasian girl with freckles and brown hair, usually in a pony tail? She has been there 2 years now in the summer months but not in the winter. She rides her bike there and stashes it in the pine tree. I saw her the other day buying snacks at the shell on Montrose and Cicero. Then I also saw her in Uptown at a the Cupcake Gallery on Wilson buying cupcakes. The sighting at the cupcake shop made me curious.

Each beat gets one car. The tact teams may have up to 5 cars on the street if they aren't detailed out, sent to some sort of training or just short on manpower. Our 2 gang teams have been gone for a very long time.

If they assign a job considered dangerous, they either send a 2-man car from the beat of occurrence or a 1 man car and they pull a car from the neighboring beat to back up that 1 man car.

If your beat car makes an arrest, takes lunch, or goes to back up another car, you have no beat car on your beat.

When they have a big OUTDOOR ROLL CALL; there are no cars on the other beats during that roll call.

I'm telling you this because we as citizens need to understand that we are not getting the resources we are paying for with our tax dollars.

Looking at the map from the Chicago News Cooperative, the 15th District has 283 officers, the 7th District has 386 officers and these districts are significantly smaller than ours.

Yes they have higher crime rates, but the large number of officers they are sending there would surely indicate that MORE officers does help combat crime.

Another comparison is our district to the 23rd district with 191 officers or the 21st district with 206 officers. Both districts have low crime and about the same amount of officers as 16; they are also about a 1/4 the size of 16.

By the way, the most recent graffiti issues are on Beat 1623.

    Gates were stuck due to a malfunction. Metra had been there multiple times day and night to work on the mechanical problem. Cops hate that assignment to direct traffic around downed gates.

This sets up a foundation with no multi-million dollar loan to repay; this allows the foundation to offer the retail space at a discounted rent to attract a dance studio, music store, acting school, art school, etc; businesses that would attract families to the area that would center on the theater. All the revenue generated would go toward property maintenance, renovations and taxes. Any surplus could be used for scholarships for local schools for the arts.

This would create something similar to the Copernicus Center or the Irish Heritage Center. We can still do the Jazz club and restaurant, they would just lease from the Foundation.

TIF money was used to purchase properties and sell them to a developer at Milwaukee and Lawrence. One of the lots was given to the Copernicus for $1.

TIF money is our property tax dollars. The turnout at the meeting on the 26th shows the community wants to save the theater, so why not use our money for something the community clearly wants.

The ideas presented and plans for the theater should another buyer have the opportunity to buy sound great. My only concern going from one property owner to another is running into this same problem down the road should we have another down-turn in the economy.

It’s clear our Alderman supports the theater and intends to do what he can to save the theater. Working together with the Mayor, I believe he can get this done; especially if he is able to show the overwhelming support he has from the community.
