screaming man near pratt beach

hi all, anyone else notice the episodic screaming going on around pratt beach over the last 3-4 days? there's a man (50s-60s, grey hair, black coat) walking around from park bench to park bench, clearly with some kind of mental disorder. he'll start shaking faster and faster before screaming at the top of his lungs. super loud. he's out there yelling from 10 am well into 2-3 a.m. i feel awful for him, is there some sort of mental health service hotline/clinic i can call? i don't know what can be done really, and i don't want to call the police if he's not harming anything other than my sleep.

Parking Ticket for Non Central Business District Expired

Hi Has anyone ever received one of these? I am wondering what it means.. I was down in lake view Dining with friends paid for a parking pass at the meter displayed on dashboard Curbside good till 9:07pm and then got a ticket for $50 which was written at 8:09pm. I am contesting this as I don't think they read my time right or am I wrong?

    I use the parking app, and twice I’ve had to bring it up (with the countdown clock) on my phone to show the officer—both times they glared at me (as if I’d just spat on their badges), for being a smart@$$, ruining their day and keeping them from making their quota. And on two consecutive days back when HC placards were meter-exempt, when I had a valid HC placard hanging from the rearview mirror, parked (w/in the lines) in an HC spot in the lot across from the Old Town School of Folk Music, I came out after a snowfall that covered both my windshield & pavement and found tickets under my wipers for “parking in a HC spot w/o a permit” and “parking outside defined lines.” (all the lazy-@$$ officer would’ve had to do was wipe some snow off my windshield over where my placard was and scuff the ground with her shoe to reveal where the lines were). Contesled both by mail. The first one was dismissed, the second one stuck. (Two different hearing officers). Not worth the cost of filing a Circuit Court appeal, which you could do back then.

    The only way to contest successfully is in person, with physical evidence (bring the receipt and the ticket, maybe also a selfie of you holding both up next to the meter box). Hearing officers are private individuals (usually attorneys) employed on a non-commission independent contract with the city. But they’re tougher to convince than were actual judges back when the city still owned the meters and you went to Traffic Court. (Parking tickets were always dismissed, en masse on motion by the Asst. Corp. Counsel, just for taking the time & trouble of showing up downtown. Those were the days…)
