SPRINGFIELD, Ill. (CBS) -- A proposal to add an extra second to yellow lights at intersections with red light cameras has stalled in the Illinois House, and prospects for passage anytime soon appear unlikely.

State Sen. Dan Duffy (R-Lake Barrington) sponsored the measure to require cities that use red light cameras to tack on one more second to yellow lights at "photo-enforced" intersections. Although the measure passed overwhelmingly in the Illinois Senate, it's gone nowhere in the House.

State Sen. Dan Duffy (R-Lake Barrington) sponsored the measure to require cities that use red light cameras to tack on one more second to yellow lights at "photo-enforced" intersections. Although the measure passed overwhelmingly in the Illinois Senate, it's gone nowhere in the House.

Duffy said a Texas A&M study found longer yellow lights would reduce the number of accidents, but he said House Speaker Mike Madigan (D-Chicago) is blocking the legislation.

“If it’s about revenue, then I think people in high positions here in Springfield should let us know the facts, and say that it’s about revenue, that they don’t want to cut the revenue,” Duffy said. “Again, there’s no facts to dispute adding one second of yellow time drastically improves safety at intersections.”

Duffy has said that several cities and towns in other states have implemented the system, and significantly improved safety as a result.

State Sen. Ed Sullivan (R-Mundelein) said he also thinks the potential to reduce revenue from red light cameras could be the reason the proposal has stalled.

But Sullivan said increasing the time for every yellow light in Illinois -- not just those at intersections with red light cameras -- would be going too far.

Mayor Rahm Emanuel’s office does not support Duffy’s idea.

“Lengthening yellow lights has adverse safety implications for drivers and pedestrians,” the mayor’s office said in a written statement earlier this year.

Duffy said "that's mind-boggling."

A recent study by a University of Illinois traffic expert studied 39 Chicago intersections with red-light cameras and found the number of accidents actually increased after they were installed.

    Ron you probably like his take charge attitude that the last few New York mayors had. He could easily be a republican. My problem is their solutions always are harder on the middle classs and poor. For the middle class and poor its a true change in the quality of life. The rich have made it clear they don't want to spend any more money on the rest of us. That's what I think is the new government role.

South Shore Tells Riders To Avoid Travel During Summit, If Possible

CHICAGO (CBS) -- A warning for Northwest Indiana commuters: Avoid traveling on the South Shore train line during the NATO Summit.

Riders can expect major delays, several cancellations and restrictions on what they can carry on board.

The Northern Indiana Commuter Transportation District (NICTD) is canceling all westbound trains that arrive into Chicago, between 11 a.m. and 7 p.m. on Monday, the final day of the summit at McCormick Place.

"NICTD advises passengers to postpone travel on NATO summit days if possible," the rail agency said in a statement.

In addition, four trains leaving Chicago on Monday are canceled, including the 5:32 p.m. rush hour train. The McCormick Place and Museum Campus stations will be closed May 19-21 as well.

Commuters can expect significant delays for security sweeps on Sunday and Monday. Each train will be screened by security officials with canine units at the station in Hegewisch.

"Due to the heightened security presence, any significant threat or onboard disruption will result in the train being rejected from the McCormick Place red zone and reversed to its origination with intermediate stops," NICTD said.

On May 20-21, riders will also be limited to a carry on bag no bigger than 15 inches by 15 inches and four inches thick. Riders are prohibited from carrying luggage, boxes or bicycles. No drinks of any kinds are allowed. There will be no alcohol allowed from May 18-21.

Well Saturday morning during the heavy rain, from 87th Street to the 9000 Block of Constance, mail box covers were stolen from both sides of the street.
Police said this has been a huge problem in the 6th District now we in the 4th District are being targeted.
Any suspicious activity should be reported to the police such as multiple people on or around your houses or buildings pushing shopping carts or darting from one side of the street to...

Tuesday's ruling stemmed from a lawsuit by the American Civil Liberties Union.

In its opinion, the court says "the Illinois eavesdropping statute restricts far more speech than necessary to protect legitimate privacy interests." And the court says it "likely violates the First Amendment's free speech and free-press guarantees."

    Today my mother and I talked to the Dean of South Shore School of Leadership and he related information regarding the incident/shooting on 79th and Jeffery that involved South Shore Students. I am on the PAC at South Shore and will help our PAC plan workshops regarding how we will move forward in the community to help keep our children safe, involve law enforcement to help minimize and eventually eridicate the gun violence in our area. We want to involve as many parents/cargivers and those that are concerned about gun violence to participate when you see the notices, please respond in a positive way. Parking lots

South Shore Hospital has a parking lot on 79th street that stays empty and cannot be used by the community unless they pay their own insurance. Parking lots also bring down property value so I wonder where you live Nigel. Then I have to say that this is one of the only times that we see the dear alderman when something in the community will have a negative impact on the community, that means it is a money maker for someone else she can get to keep on her list of friends of Michelle. I believe that Todd Stroger was on the board at one time, do not know if he still is.

April 24, 2012 (CHICAGO) (WLS) -- A storage unit filled with photos, awards, and mementos that belonged to late Cook County Board President John Stroger was sold to the highest bidder last week.

"We were amazed. We jumped around, gave each other a few hugs," Chris Amer said. He bought the items at auction last Wednesday at a South Side storage facility. He and a handful of other collectors had only a minute at the locker to glance over the items before bidding.

"Even the auctioneer was like, can you imagine if that was really Stroger's locker? He said, 'Ahh it couldn't be,'" Amer said. Amer, who's from Michigan, had never heard of John Stroger, the former Cook County Board president who died in 2008. But his business partner, Warnell Dickson, knew the name.

"Somebody that didn't know who Stroger was might have bought this and threw it in the garbage can. Because they'd feel like they couldn't do nothing with it," Dickson said.

With a winning bid of $450, Amer and Dickson bought a treasure trove of memorabilia- autographed photos from sports stars, photos of Stroger as a young man in his native Arkansas, souvenirs that may have been gathered overseas, a gavel and other official-looking items, and commemorative fan rings from the Bulls Championships during the 90s. They've now hired a company to authenticate and auction off the items...

Amer and Dickson say for a week they've tried to contact Stroger's son, Todd, who lost his bid for re-election as Cook County Board president in 2010. The storage facility sits across from WVON-Radio, where the younger Stroger used to host a radio show.

"I feel bad because his son should have been able to protect this, you know what I mean. Something your father struggled for, and he was the first to do it. It should have been protected," Dickson said.

Stolen Mailbox Covers

This weekend the metal thieves struck again on 89th & 90th Paxton and Luella. They took the mailbox covers off several homes. As far as I know, none of the residents reported this to the police. I guess, some people are just feeling overwhelmed by crime and don't see any improvement or results and therefore have lost hope.

It's hard for me to believe that the police don't know where this stuff is being taken to be cashed in, or that the places that accept scrap metal don't know some of this stuff is probably stolen. I mean come on, why would somebody have in their possession 10 mailbox covers or door knobs?

  • Hey, if the metal wasn't being bought then they wouldn't be stolen, so we need the police to start dealing with the companies who're buying them, that will make a difference!

  • The ordinance will give the police the power to go through the records of the metal yards and see who is bringing in stolen merchandise. The customers will have to present ID and the metal yards will have to record what they are bringing in. There will be major penalties for accepting stolen merchandise

(Crain's) — Commonwealth Edison Co.'s newly hired chief lobbyist in Springfield will have some explaining to do as he spins his former House of Representatives colleagues on the utility's top priority this legislative session: killing the bill authorizing construction of a new coal-fired power plant downstate.

After all, Marlow Colvin, who recently resigned his South Side House seat to take the job as ComEd's vice president of governmental affairs, was a co-sponsor of an old House-passed version of the controversial bill to require ratepayers to finance the Taylorville “clean coal” plant proposed by Omaha, Neb.-based Tenaska Inc.

Now, Mr. Colvin will be the lead man urging House members to vote against a bill he's consistently supported.

In a statement, ComEd says Mr. Colvin's stance has changed because the Tenaska measure — and circumstances — have changed since he voted for it.

“Mr. Colvin will help us educate lawmakers, consumers, business owners and municipal leaders about the difference between the legislation he co-sponsored in 2010 and the current bill and how it would negatively impact Illinois,” the company said. “Also, since last fall, market circumstances have changed and the cost of Tenaska power today is substantially above market. Since this legislation requires that all customers pay this higher price, customers will not be able to take advantage of lower market prices for energy.”

The awkward situation highlights the recent unsuccessful effort to pass a state “revolving door” law restricting lawmakers from immediately taking positions as lobbyists. A state Senate subcommittee failed last month to approve a proposal requiring lawmakers to wait a year before lobbying their former colleagues after neither of the two Democrats on the three-member panel would second a motion to pass the bills.

    State Rep. Marlow Colvin, D-Chicago, on Monday joined the ranks of Commonwealth Edison Co., where he will lead the company's lobbying efforts in Springfield.

    Colvin had announced he would not run for re-election. His appointment as vice president of governmental affairs for ComEd means he will be responsible for managing the company's legislative agenda in Springfield, a role that requires building and maintaining relationships with other legislators.

With Chicago’s murder rate up 60 percent over last year, Mayor Rahm Emanuel on Wednesday launched a coordinated crackdown aimed at shutting down liquor and convenience stores that serve as magnets for crime.

“These locations often harbor drug dealers and street gang members and become a cancer on the community,” the mayor told the first graduating class of police recruits since he took office.

“By taking aggressive enforcement action, we can send a clear message that the streets of Chicago belong to the children and the law-abiding residents of Chicago — not drug dealers and gang bangers.”

Until now, Emanuel said the city has relied on consumer complaints before moving to suspend or revoke the licenses of liquor and convenience stores.

Under the new and coordinated approach, City Hall will no longer wait for a major incident, such as a shooting, to trigger enforcement action.

Information will be pulled from 311 calls and from all city departments involved with enforcement including Business Affairs and Consumer Protection, Police, Streets and Sanitation, Health and Buildings.

Whenever there’s a string of problems, arrests or a pattern of complaints against an establishment, the city “will move to revoke the liquor license and any other city business licenses,” officials said. The city may also ask the Illinois General Assembly to “strengthen legislation so the city’s authority in this area is strong,” officials said.

  • Denise-This neighborhood clearly has value. But it appears that the value is determined by the race of the inhabitants. And, that isn't just here. A relative of mine lives in Country Club Hills. A neighbor of his just sold their comparable house for 100K less than the purchase price.

    Race and housing prices are inextricably connected unless you live in a predominantly white area.

    The reality is that most white people in Chicago did not see much of a distinction between what used to be Robert Taylor Homes and Merrynook.

Speed Cameras in Chicago got one step closer yesterday when it was approved out of comittee but our Aldermen can still stop them. If they know that is what YOU want. Contact your Aldermen and tell them to "VOTE NO ON INSTALLING SPEED CAMERAS!"

You have the power, use it now. The vote is scheduled for Wednesday 4/18 so do it now.

    Camera's don't prevent crime, they record it.

Then Democratic committeemen in the Chicago wards and suburban townships in the newly configured district will select someone to run in the November general election based on weighted votes from the primary.

The same person could be named Colvin’s replacement in the House and the party’s candidate in November.

    The Illinois House bid their adieu to the latest member of their ranks set to leave for a lobbying gig. Amanda Vinicky reports.

    It was a heartfelt goodbye for Chicago Democratic State Representative Marlow Colvin … from his colleague Connie Howard:

    “You know I’ve always looked at you as one of our best and brightest young people, and I’m certain that the company you’re going to be working for will be much better because you’re coming,” she said.

    Colvin is set to resign his seat to take a high-ranking, and presumably high-paying, post with ComEd.
    He’ll be the electric company’s Vice President of Legislative and External Affairs. In other words, its head lobbyist.

    Although Representatives gave him a round of applause, Colvin was uncomfortable getting a sendoff just yet.

    “I was hoping to sneak out of here without saying anything,” Colvin said.

    His transition raises ethical questions, like what it means when a sitting legislator leaves for a job in which his main objective will be to influence and pressure his former peers. ComEd and its parent company, Exelon, scored a huge legislative victory recently when the General Assembly allowed it to raise rates to pay for updates to the power grid.

    The sponsor of that legislation, former State Representative Kevin McCarthy, a Democrat from Orland Park, also recently joined ComEd’s government relations team.

    Colvin says for now, he’s still proudly representing his district as a member of the General Assembly.

    Colvin says he’ll have more to say when his new position is official, in a couple weeks.

I commented my thoughts on the matter as well. I found myself keeping my thoughts to myself or only sharing them with my close friend, but in an effort to feel that I'm not crazy, allow me to voice some things that have rattled around n my brain with my fellow Every Blockers.
Let me preface this by clearly stating, I have much respect for the Chicago Police Department, officers and administrators alike. I grew up a child of the "Officer Friendly" era, and an adolescent of the "F the Police" lyrics of the late 80's. Personally I do believe that there are still true Blue Blooded honorable officers on our streets. As with anything we encounter in this world, there are rotten apples in our orchards. But is it just me, or are other citizens tired of the "he pulled a weapon" defense? Yes, I've seen far too many episodes of Hill Street Blues, NYPD Blue, Law & Order, and other police dramas. But in every case of police shootings, particularly when a citizen is killed, their stories seem to all come from the same script. What happened to shoot to disarm, shoot to wound, shoot to apprehend? There seem to be too many cases of shooting in the back and shooting multiple times.
I am a person who notices patterns and similarities. While I know officers who grew up wanting to be a persons that truly "serve and protect", I know quite a few family members, friends, neighbors, and classmates that were the picked on, taunted, and outcasts who now use their badge and gun as shields and armor to retaliate against others.
I know there are review boards and internal affairs departments that investigate but do their findings ever made transparent?

    Now, as to the Morgan case. Frankly, I don't know enough about the case to say what I think definitively. It does seem odd that an ex-cop and current railroad policeman would open fire on the city police. What would his motivation have been? Then as I understand it, the cops who shot him 28 times were all white.

    So, here is what you have. Countless cases where blacks seem to be the victims of excessive force. I am not making a judgment in the Morgan case. But, the numerous incidents that just keep piling up make the questions compelling.

    I can tell you this, as a black man if I am stopped by a police officer, white, black or whatever, I remain perfectly still and will reach for my wallet only if instructed to do so. At this point< if they want registration and insurance papers which I keep in the glove compartment, I ask them to retrieve them. I do not want any chance for a mistake.

    Having said that, I have had both negative and positive experiences with the police. They are just like anyone else. There are some good-most, and some bad. There are some who are competent and some who are incompetent. So rather than judge them all, I would always prefer to judge each case oin its own merit. That means getting all of the facts in the beginning.

It all started there and has been handed down generation to generation. Civil Rights legislation outlawing discrimination is less than 50 years old. For 80% of the history of this country it has been legal to discriminate against blacks. During that time the narrative around blacks was virtually 100% demeaning which resulted in them being undervalued, underestimated and marginalized. Those are the facts, and they are not in dispute.

    Have things changed-yes. But, feelings and perceptions persist. Even today we have some on the conservative right who consistently challenge Presidednt Obama's credentials in spite of the fact that he graduated Magna Cum Laude from Harvard Law. Those same critics had nothing to say about the legacy admission of George Bush to Yale.

    All of this stuff is connected. The Henry Louis Gates case is a classic example. Here is a man who has distinguished himself in the academic community at one of the most presigious universities in the world and he was suspected of breaking inot his own home. upon learning that he was not a burglar, the police saw fit to arrest this man because he was upset. Don't tell me that any of that would have hppened to a white professor at Harvard.

    So, yes, many people line up along racial lines on these issues. I tend to look at the facts, but never discounting the possibility of racial implications. That is the gift that ameirca has given me. It is as much a part of my experience as mom, apple pie and the flag.

A City Council hearing on Mayor Rahm Emanuel’s speed-camera plan has been canceled as aldermen try to figure out how constituents will react to them supporting the proposal.

A City Council hearing on Mayor Rahm Emanuel's speed-camera plan has been postponed as aldermen try to figure out how constituents will react to them supporting the controversial proposal.

Ald. Margaret Laurino, 39th, called off the Monday meeting of the City Council Committee on Pedestrian and Traffic Safety, which was slated to consider Emanuel's proposal for cameras to catch speeders near parks and schools around the city.

Committee member Howard Brookins, 21st, said aldermen need time "to figure out where all the skeletons are buried" in the speed-camera plan.

"We need to know where we're vulnerable to criticism by the public, based on perception or reality," Brookins said.

Laurino spokesman Manuel Galvan said the meeting was canceled in part because of scheduling conflicts with committee members but also because she wanted to give them more time to take the pulse of voters. Laurino wants to hold the hearing before the next City Council meeting April 18, Galvan said.

Emanuel expressed confidence Tuesday the speed-camera plan would pass.

"People will talk to their constituents. That's the responsibility of the aldermen," Emanuel said. "I know it's going to happen because as I said before, the cameras are part and parcel of making sure our kids are safe."

While he thinks the camera plan "is generally a good idea," Colon said the majority of residents he has spoken to oppose it. "Most people on the street, they think it's a scam," Colon said.

Wounded dogs

I believe someone in the neighborhood is fighting dogs. My wife just brought home another wounded pitbull which we will be nursing back to health. This is the second one in less than a year, near 93rd and Blackstone. This one is a very sweet dog, I can't imagine someone wanting to fight him. He has a broken leg and his face and legs appear to be chewed up.

Treating animals this way is a crime and it is wrong. Please contact the police if you know who is doing this.
