Dog rabies tag / city of chicago license found

I found a rabies tag with the city license sticker on the back on Grace between Ridgeway and Lawndale this morning (about 7:30am); the license expires on 7/12/2017 (the actual license number is not quite legible hence my posting here). If you can ID where the rabies tag is from as it's not Cook County I'd be happy to return it to you.

Just noticed the side of my building has been vandalized with graffiti. A big "4ever" in white spray paint.
I have also noticed teens hanging around late at night at the buildings being renovated on the 3300 block of W. Belle Plaine Ave.

Clothing donation

Does anyone know of a reputable organization to donate women's clothing in the area? I would prefer to donate to someplace that will not resell the items such as a women's shelter or homeless shelter instead of Goodwill or a thrift store. I have several items of professional clothing and bags that could potentially be used by women interviewing for jobs.
