Hostility at Mandrake Park

My husband decided to take our 4 yr daughter to Mandrake Park yesterday morning and was horrified when a woman sitting there called him a "MFxxxx" in front of our daughter for no reason at all. He was shocked and asked her if she was talking to him and she replied, "Yes Im talking to you MF, all you people think you can come here from the North side and get rid of us? Well we aint going no where." He didn't leave immediatly but eased out of there shortly thereafter for the safety of our daughter. I am appalled that we paid money to OWN a home in the area and these people, feel entitled to MY neighborhood.

    The polticans are apart of the problem. They concentrate public housing in black areas ensuring decreased low poperty values that leads to few amenities, crime, and a lower quality of life. They make it hard to establish a vibrant stable middle class area. They impede progress so they have have underclass voting block that will gurranty their perpetual re-election.

31st Street marina is a great new public place, but bike/walk access still awkward

I completely agree with Chicago Tribune architecture critic Blair Kamin's description of those colored trees: "garishly painted recycled trees that goes overboard in an attempt to create a festive atmosphere". I would prefer to see them removed and real trees take their place. I was saddened to see mature-growth trees being removed during construction. I appreciate a lot of the new features the marina brings to Burnham Park, like the upgraded playground, a small park on the pier and a bike trail that should bypass a lot of beachgoer traffic.

    I think the painted trees are a sick, colorfully stupid joke. I'd much rather see real trees in their place. I haven't had a chance to fully explore the reconfigured area. I do like the new underpass for the main path. Removing that conflict with car traffic in and out of the marina area was a smart move.

    Andi J, you are so right about the possible flooding. With just the slight rains we have experienced lately the interior of the underpass is always wet.

    I guess we will have to wait until they remove the detour and open
    the entire path in that spot but presently you have to turn into oncoming riders/runners to exit the path at 31st street if headed
    south.

Aren't there Any Decent Or Professional Locksmith That Service the South Side?

I've gone through two locksmiths now - Chitown Locksmith and Mega Locksmith, without getting any services. In the 1st case (Chitown) the tech called me 5 minutes before the 2-hour window passed, to tell me he'd be 45 minutes or more late. I told him don't bother. I let them choose whatever 2-hour window they wanted the previous day, and they didn't have the courtesy to show up in the time of their choosing or to let me know they'd...

I've gone through two locksmiths now - Chitown Locksmith and Mega Locksmith, without getting any services. I let them choose whatever 2-hour window they wanted the previous day, and they didn't have the courtesy to show up in the time of their choosing or to let me know they'd be late until 5 minutes before I had waited for 2 hours.

While that sucks, it doesn't suck as much as a locksmith not showing up or calling at all, like Mega Locksmith did. I made an appointment yesterday with them for today, 12/31 between 9 and 10 a.m. Yes, I live on the South Side (on Lake Park in an affluent area) but why should that mean that we can't get any services at all?

The locksmith never showed up, and it is now 12:30 p.m. I got no call saying that they would be late or that they couldn't or wouldn't come. I am sick and tired of businesses not serving the South Side with any professionalism whatsoever. If they had at least called before the time passed for the appointment I would have given them some credit for professionalism which ChiTown Locksmith (barely) had a little of.

I called Ashland locksmith and made an appointment for next Tuesday at 9:30 a.m. - we'll see if they show at all. What they said was troubling though - 'we only have one tech and we can't send him to the South Side today - we have to keep them here for business on the North Side. So North Side business is 'better'?

I'm considering cancelling them as well and going through the rest of the phone book until I find one business willing to come to the South Side and do business professionally and without comments like that.

Does anyone have any other suggestions for locksmiths (that come out and fix/change locks) on the South Side?

    I once had to call for emergency locksmith service for a late night lockout in Hyde Park, and the gentleman who came out made small talk via "this is a tough neighborhood at night huh?" Really?? that's your best attempt at exchanging pleasantries with the customer?? It made forking over $150 all the more annoying. I would much rather give a company such as Curtis the business next time.

In this business from time to time we run late because we never know if some previous jobs might take more time than expected therefore we try to give a big enough window but in a city like Chicago you never know if traffic or weather might slow you down. I assure you that we do service everywhere with the utmost regard in great customer service and we service North, South, East, and West Side even the suburbs with the best way that we can. Again I apologize for not satisfying you Quee but if we didn't make it on time wasn't because you're from the south side. I would like to let you know by the way that Chitown Locksmith is a family owned and operated company and we are also minority owned. The 2011-2012 City Vehicle Stickers expire on June 30th and enforcement begins on July 16th. In addition to the May 31st Fourth Ward sales day, stickers are available at all City Clerk and Department of Finance office locations, at more than 400 community vendors and online at www.chicityclerk.com.

City Vehicle Stickers are $85 for a passenger vehicle and $135 for a large for passenger vehicle. Senior citizens with a valid Illinois driver’s license are eligible for one reduced rate vehicle sticker for $30.

Motorists must know their vehicle license plate, make and model when purchasing their stickers. City vehicle stickers purchased after July 15th are subject to a $60 late fee and drivers may receive a $200 citation.

The report is very nuanced. The topline summary provided by the media has served to only confirm the worst fears of middle class residents of communities with CHA relocatees.

While media attention has been focused on the impact of CHA relocatees on crime rates, some points must be made. First, crime rates dropped across Chicago in the 2000s. Second, the amount of the reduction in crime in communities with CHA relocatees is related to the concentration of CHA relocatees. Communities with low numbers of relocatees experienced a larger reduction in crime rates than communities with high numbers of CHA relocatees.

More importantly, the report demonstrates that communities that converted traditional public housing to mixed income transformation sites experienced significant reductions in crime rates. For many years the Fourth Ward has had traditional public housing projects such as Washington Park, Ida B. Wells, Madden, Darrow, and Lake Michigan Homes. The CHA transformation plan has converted traditional public housing into mixed income developments.

Mixed income housing disaggregates toxic concentrations of poverty, increases the median income of neighborhoods, grows population density, and spurs retail development.

Current and future mixed income housing developments in the Fourth Ward require drug testing for all residents, regardless of income, and prospective tenants submit to a rigorous selection process.

Finally, I have made it clear to CHA in public and private meetings that lease provisions must be enforced and that CHA residents who fail to comply with their leases must be evicted.

    This under exposed feature story, is about a clout connected real estate development corporation, that has traditionally over billed city, state and the federal government for multiple millions of tax payer dollars.

    These funds were extorted by the developer while building so-called affordable mixed income housing development projects in Bronzeville, like Lake Park Crescent apartments, at 1061 E. 41st Street, South Park Plaza apartments, at 26th and King Drive. Park Boulevard, 3506 South State Street, Pershing Courts apartments, 39th and State and Chicago View Terrace apartments, 4801 S. Cottage Grove.

    This story reflects the inherent culture of corruption that has historically abused the tax payers of Chicago, for the benefit of a clouted and selected group of individuals who traditionally have controlled this city.

    Selected people in Chicago, have gotten wealthy from the failed and delinquent Chicago Housing Authority "Plan for Transformation".

    Stop blaming lower income public housing residents for the inflated real estate market that has effectively exploited and disenfranchised the so-called Black middles class in Bronzeville, and every body else who pays taxes in this corrupt city.

The Task Force, attorneys, and consultants spent countless hours reviewing best practices from other cities and states and benchmarking Chicago's ordinance against those practices. Key leaders in this field including inspectors general, ethics commissions members, and reform advocates provided important insight on ethics policy.

I believe that this report strikes the right balance. The Task Force recognized that most employees and officials want to do the right thing. Here are some the highlights of the Task Force's first report. The report:

• calls on the Mayor's office and the Board of Ethics to revise its ethics guidance materials;
• recommends lowering the amount of gifts allowed from $100 to $50 for City employees and officials;
• urges pre-clearance by the executive director of the Board of Ethics for trips and educational missions taken by City employees and officials;
• offers cleanup language for conflicts of interest that make it simpler for employees and officials to understand;
• recommends disclosure of additional information on financial interest statements;
• encourages the City to incorporate the State's ban on prohibited political activities into the Ethics Ordinance.

The Task Force will continue to work on other issues related to the Ethics Ordinance and plans to introduce a second report in late July of this year.

Today the Department of Business Affairs & Consumer Protection (BACP) held the last public hearing about Jamaica Foods’ liquor license, located at 4252 S. Cottage Grove. These hearings are the venue for the community to voice its concerns about the store and the attendant quality of life issues. Twenty residents from the community came out to provide testimony about what they have seen since the last public meeting that was held on March 13.

At the first hearing on January 12, the BACP hearing officer ordered the owner of Jamaica Foods, Sam Judah, to stop the sale of low cost/high impact liquor products, but by his own admission he has continued to do so. Now after hearing the testimony from community residents and the Chicago Police Department, the record from the hearings will be forwarded to the commissioner of liquor licenses. The commissioner will determine whether to revoke Jamaica Foods’ liquor license. As soon as I am notified of the decision I will make sure to inform you.

I thank everyone who has taken the time to testify at these hearings. Together, we can make our community better and safer.

Complaining, shaking our heads and murmurring achieves nothing. We must support and ACT! Granted, we have jobs and other obligations that occasionally hinder active participation; but, certainly we can rotate, take turns attending meetings and making our presence known and wishes heard. More could've attended the final meeting, but out of lazy or apathy opted not to do so. More can attend CAPS meetings, but apathy rules here too. We tend to only participate when something directly offends us. But what happens to you, happens to me! I support you in your quest to improve Bronzeville and make it the wonderful historic community it has all the potential to be. Join something or someone. Get to know your neighbors. Get into the struggle otherwise you have no right to complain. Peace and Love...

    There were some good statements that came from the other side of the argument, statements that should not be ignored; such as developing schools within this community, creating jobs, and so on. I understand peoples fear of change, it stems from the belief that change is not inclusive of them. This is why I am against further low-income development... we haven't provided the social developmental, educational, and economic support needed, for the current low-income families within the community. We have to break this cycle of generational poverty within our community. It creates havoc.

    @James, i totally agree. it always makes me sad when i hear the reasons expressed as to why residents want to keep this lifestyle; however, we must all expect and embrace change particularly for the better. it's troubling that one would think the fellow resident who contributes positively, attends community meetings and speaks up for progress a greater threat than the merchant making the profit off of them. unfortunately, we are terribly disconnected. the look on that deacon's face and indignation in his pointed finger making those wanting Judah's license rescinded the enemy made me shudder.

    fingers crossed this is the second step in the right direction - the closing of pappy's being the first. much peace and love to you all!

HiJacking of State Tax Return

I'm disappointed Will Burns supported the recent shakedown of Chicago citizens that allows the city to tag-team with the state and intercept funds from state tax returns from people who owe money to the city. I'm shocked Burns would support such a desperate, draconian tactic like this by the city. This is just wrong, plain and simple. Citizens of Chicago continu to get raked over the coals by our elected officials.

    I think economists of all stripes believe that what would be best for our economy in the US is mortgage relief and credit card debt relief, releasing money to be spent in ways that create more jobs. Interest is charged because of the risk associated with lending money. The lender is paid for taking that risk. It is a joint venture between lender and borrower. Most strategic mortgage defaults are enacted by the wealthy, not the poor. I don't agree with applying the moral standards for debts of honor between persons to debts for which interest is charged.

    I think the Mayor's method is to be heavy handed and aggressive then adjust based on the amount of pushback he gets. I find this rule distasteful as it is quite apparent to anyone not from Chicago that ticketing is used as a revenue generator - it is simply not possible to be in compliance with all laws all the time. And it is easier to get money from the individual of average or modest income than anyone else, say scofflaw landlords who have lawyers on retainer.

    Thus my younger sister has been waiting for the State/City to refund the money it took from her state taxes because of my younger brother's parking tickets.

    So far its been two months and no one can tell her anything or who she should even discuss this with to obtain resolution.

    Again, I think the city was wrong for this law and lacks common sense in enforcement of too many items.

Do anyone know who I can contact to setup a tour at the the Back of the Yards, a neighborhood in the middle of the city once filled with acres and acres of stockyards.Now, you will find a jungle of a very different kind here.

It’s on the third floor of an old meat-packing plant, a humid hothouse, of sorts, filled with rows of greens and sprouts, even exotic white strawberries. Nearby, in large blue barrels, lurk tilapia, fish native to tropical regions.

It’s all part of the fledgling world of urban “aquaponics,’’ vertical farms set up in old warehouses, where plants and fish are raised symbiotically. The idea is that water containing fish excrement is used to feed and fertilize the plants, which then filter that water before it goes, through a series of pipes, back to the fish.

Closer to home, many residents of the City of Chicago oppose higher property taxes even to finance infrastructure projects.

The purpose of the CIT is to link private investment with infrastructure projects with the possibility of a return on the investment. For example, the first project will involve financing energy efficiency retrofits in government buildings. The borrowed capital will be repaid from energy savings that accrue from the retrofits. Clearly, the CIT is not the parking meter deal - the government will continue to own the asset just as would if it were financed with general obligation bonds.

Chicago needs new transit lines, light rail, bus rapid transit and a host of other infrastructure improvements to compete with other world class cities. Thousands of Chicagoans, including residents of the Fourth Ward, are eager to earn a middle class living by building these new projects.

For the reasons listed above, I voted for it on Tuesday. The Ordinance's passage is just the beginning; the Council must be vigilant in its responsibility to evaluate projects that come before it for approval.

On Tuesday April 24 I voted for the Chicago Infrastructure Trust (CIT) Fund Ordinance. I am writing you to explain my decision.

The Ordinance has been controversial since its introduction in early March. The first version of the Ordinance failed to include vital safeguards and transparency provisions. I joined other voices in the City Council to encourage the Mayor and his staff to apply the Freedom of Information, Open Meetings, Procurement, and Minority and Women Owned Business Enterprise (MWBE), and the Ethics ordinances to the Chicago Infrastructure Trust. Alderman also sought participation on the CIT board.

Sixteen changes were made to the Ordinance in response to the City Council; which includes applying the above listed provisions to the CIT. The revised ordinance added an alderman, selected by the Mayor, to the CIT. Additionally, Mayor Emanuel filed an Executive Order which requires a financial advisor to review proposed CIT projects and report to the City Council. Both versions of the Ordinance required the City Council's approval of any infrastructure project that includes City assets. The Corporation Counsel in correspondence dated April 17, 2012 explained that the Ethics Ordinance would apply to the CIT and that the Inspector General (IG) would have the authority to investigate the Trust and its members. Finally, the Ordinance is explicit that the full faith and credit of the City of Chicago does not back CIT projects so that taxpayers will not be on the hook if investors fail to receive their anticipated return on investment.

Speed Cameras = Child Safety?!

I don't know if I'm in the minority but I'm more concerned with bullets, bullies, bad administrators and blow causing damage to the children in my neighborhood when they are near schools and parks.

Can someone tell me how those kids will be protected from a speed camera?

In my heart I believe this is simply a revenue builder and not a safety endeavor. I'd rather see speed bumps on streets near schools and parks......or better yet, for each dollar...

I'm willing to put my tax dollars towards that cause because I think safety is a proactive need and a camera is a reactive agent.

You're right, speed bumps are indeed the answer, but speed bumps won't make any money for the Rahm-ster and speed bumps will be an impediment to him giving his cronies the upcoming sweetheart deal to install and maintain these speed cameras. Rahm is making Daley look like a juvenile when it comes to revenue generating shakedowns. I'm starting to believe that the best way to live in Chicago is to not own property and not own a vehicle.

I tutor reading through three different programs and it's a joy to see the children improve to the point that they are happy to move to more challenging books.

  • There is a not-for-profit organization located on 53rd Street that runs a cultural immersion program for college students from relatively small towns across the country. Its name is The Chicago Center. In my opinion,readers would find the director very interesting and you could interview students as well. I am familiar with the center, but not affiliated with it.
