A renter in the 3200 block of North Wilton Avenue along the tracks received a letter, the paper said.

At Beer on Clark, a bar at 3415 N. Clark St., also received a letter on Thursday. Owner Ryan Findlay told the Tribune he thought it would take five or six years before demolition to get underway, but that neighborhood businesses wouldn’t go down without a fight.”

it was a train scheduling issue when the tracks were built 100 years ago; they designed it so they have to physically cross each others' tracks. Now it's an over-capacity issue--they could have the trains perfectly on schedule but they still would be sitting around waiting for the switches and other trains to come/go.

How can you schedule trains to the minute or less, when the number of people boarding and getting off varies wildly? Or people hold the doors open? I don't see how software would help (and I'm a computer guy). Or training.

Other cities avoid transit system designs with crossovers, interlocks, like this, on major lines. Take a look at how the pink line crosses over the blue line near UIC:

And yes, the elevated trains in the Loop are full of interlocks like this (orange, brown, purple, pink, and green all cross in multiple places), but given the density of the Loop, it would take a price tag with another zero (or two) on it to build overpasses there.
