    The reaction will likely be like that funny animated video accompanying the urine -resistant paint story in the link above, which I was amused to see pass the editors of the abc7 news. It is not unusual for men, when necessary, to urinate in large-mouthed bottles when no facilities are available. Not a recommended solution when working proper facilities exist nearby. Public urination citations would still be given to those who use bottles rather than the wall/sidewalk/street/alley.
