They seemed to disappear as winter arrived. Just noticed they are drifting back into my neighborhood again. Two of them were actually sitting on the back steps (leading to the basement) of my building just before noon on July 4. I came back a couple hours later and there was a wet nap and an unused condom in a wrapper lying on the steps. Nice. Saw another one ambling down my street with a couple of male friends the next morning just before 6:00 a.m.

My question is, what's the most effective way of getting these, ahem, ladies out? Police? (311? 911?) Alderman? Any other suggestions?

    Call the police if they are trespassing on your property. Call the police if you observe "suspicious" activity. Attend your monthly CAPS meeting and report on this. Keep calling and if they aren't responding, contact the Alderman and go in and ask to speak to a Commander at your local police district. I have found that when I go in and speak to someone face to face about issues in the neighborhood. I find that the police appreciate the extra eyes in the neighborhood. We have been able to get rid of a couple of drug dealers as a result by reporting it. The more details and description you have, the better.

Placing healing crystals at vortex points would energize the urban chakras and create a cosmic purity shield around the whole neighborhood that would be self sustaining. A holistic approach to healing is much better than calling the police. The negative energy around the guns and handcuffs is very toxic. Ayurvedic chants to realign the energy balance are very healing. The hookers will be gone within a week and find new occupations.

  • Becky, guys who pick up streetwalkers in the sleazy area up and down Clark Street, if that's where this is, aren't the highest class kinds of guys and if you confront them with a camera you never know what you might be getting into. Hopefully you only fantasize doing things like that and don't place yourself in danger or advise others to actually do the same thing.

  • Call the police and tell them you want them arrested . If they are on your property and don't live there, they can be locked up for trespass but you have to sign complaints. Once you sign complaints and they go to jail they know you will not tolerate them hanging out . Also ask your building management to post signs reading "No Trespass" and make sure they are visible . The police can arrive and tell them to go but if you don't want to sign complaints,
    All they can do is tell them to leave and they may come back later. You have to put your foot down and be persistent,
    Sign complaints and have them arrested . You can also try contacting the 24th district CAPS office .

    For decades the West side of Clark from Lunt to Touhy, and the Howard Corridor from Ridge to Sheridan have been riddled with these ladies of the night- often in mid afternoon. Our CPD and Alderman are embarrassments in providing remedy to the dilemma.

    I have known one of these women for over a decade before her mental health began deteriorating into this lifestyle as a result of the narcotics which she is supplied by thugs who are supplied by or members of gangs in the Evanston, NOH, East Rogers Park, and other areas. I have tried to help this individual and have come to the realization that as long as these women are "using" they will be uncooperative and resist law enforcements efforts to assist them regardless of how much abuse they are subject to.

    We need a broadsword approach to combat these enjoined problems at the same time. Unfortunately, our disingenuous local administrator is too busy getting along with the left wing interests that are more concerned with defending the civil rights of these cancers rather than being a responsible and effective public official.

    @Sherry in West Rogers Park - The CPD may well know who they are but arrests for prostitution are difficult unless they are the by-product of a "sting" operation where the offer for sex in exchange for money is actually witnessed.

    Anyone who pays attention when traveling along Clark will witness these women and men loitering with intent You may be pretty sure they are prostitutes and the CPD may know they are prostitutes but the issue is one of evidence. A potential "john" is not going to admit he offered money in exchange for sex and the prostitute is not going to admit it either. On what basis can CPD arrest? Kansasgirl is correct that if these people are on private property, it is easier to get an arrest for trespassing than it is for prostitution.

    There is a little used tool that any city resident can use. It is called an ANOV (Administrative Notice of Violation). What it really amounts to is a ticket that can be written by the CPD in response to a citizen complaint. It does not result in an arrest but it does make the offender responsible for the fine. If they rack up a couple of those and either pay them or ignore then and later get arrested for the unpaid fine, it will put a little bite into their activities.

ANOVs are useful in controlling obvious offenses, but, as you explained quite well, there are some things that the police actually have to witness in order to take action. A few things need be witnessed only by the complainant. But obvious struttin' the stuff up and down Clark alone and on the public way doesn't reach the level of probable cause or justification to issue an ANOV. The "professionals" are well aware of where the boundaries are and they play a cat and mouse game with the police.

    Begin by committing to an approach to eradicate the problem. Those eligible and who's problems may be resolved by treatment should be ordered into such programs by court order. Those found to be possessing narcotics such as metamphetaming, crack or soft cocaine, heroin, oxycodeine, or any other controlled narcotic for delivery should be punished to the fullest extent of the law. Anyone found to be illegally in possession of, transporting, or utilizing a firearm in an illegal manner should, upon conviction, be automatically subject to long term (5 year minimum) incarceration for the smallest of these offenses.

    Declare those troubled areas no cruiusing zones

    Declare those troubled areas no loitering zones.

    Install video surviellance in troubled areas

    Increase police patrols to troubled areas: bicycle patrols, foot patrols, and squad
    cars

    Make Summary Arrests of all suspect behavior within those zones agetnd any other nearby areas which the "usual suspects" attempt to migrate.

    Insist upon high bonds for all suspects. This will allow social services at Cook County Jail to provide the limited assistance that they have available within the facility.

    Prosecute and incarcerate violent offenders, those dealing with any narcotics, recidivists, habitual criminals, and chronic offenders.

    @Tired of Liars - Some of what you wrote in reply does not apply at all to the issue of prostitution and much of what you wrote does not effect immediate change to the current problem.

    Some of what you wrote is simply illegal. The laws of this country DO NOT support summary arrests for suspected behavior. If you are advocating for our laws to allow this then you are opening the door to trashing the Fourth and Fifth Amendments to the US Constitution.

This is a presumptuous statement and an insult to your neighbors who have invested time and effort in dealing with the issue. It presumes that prostitution, or any other criminal issue, can be eradicated. Please point to any law in the history of the US or any penalty imposed that has eradicated the subsequent commission of crime. Long prison sentences have not eradicated drug-related crimes and never will. There is over forty years of data related to the "War on Drugs" that demonstrates this. The imposition of long sentences for weapons charges does nothing to eradicate the illegal use of weapons. In short, eradication is an unattainable goal.

    So, based on your multiple posts, you do not seem to have any actionable and LEGAL remedies to the issue of prostitution. Many of your suggestions are illegal and seem to suggest an adoption of authoritarian rule. To this I would say, "Be careful what you wish for because you just may get it."

    drove home from work between 11:00pm-12:00am the last three nights and the hooke colony is present on the west side of Clark from Lunt to Estes......business as usual in ERP as the SLOJOE sells political integrity to the highest bidder and trats criminal activity as if the perpetrators are victims. While these girls are quite often victims of their own self abuse (substance abuse) their activity is criminal and the symptoms can easily be curbed through arrest. It would be a start towqards providing remedy. Now, about those boys selling rocks and smack at Rogers and Sheridan, and Estes and Clark who foster this activity.............

    Gee, "Liar" you make it seem so simple. I wonder why the men and women assigned to the 24th District just cannot swoop these women up, as you suggest? Is it laziness? Is it wanton disregard for the law and failure to live up to their sworn duties? You seem to be painting the officers and command of the 24th District as either incompetent or slackers. Or do you have another explanation?

    I have no explanation, I am seeking one as to why this chronic ac tivity in these areas goes unchecked.

    Conversely, the "axe" you label me as wanting to grind doesn't exist on a personal level. It is a reaction ahgainst an impotent local administration and criminal justice system which are both more sympathetic to these individuals as victims of imbalance and environmental conditions rather than poor decisions by their own volition. Take the sources of illegal narcotics; crack, smack, illegally sold pharmaceuticals, and whatever other illegal substances these factions are trafficking and using away, and 99% of the problems will be addressed. They certainly aren't attacking this problem in the ERP area as they should. Our administration is a joke, more concerned with foie gras than in human life.
    If you think Kim Foxx is going to do anything but cry about lack of funding, or address these criminal problems through prosecution you are mistaken. Do you think that these individuals don't know what they are doing is illegal?

    Many of these women are victims despite their use of drugs (many have been trafficked). There is also money being made on criminal enterprises like this, and it goes beyond the obvious. The web of drugs, prostitution and robbery produces a great deal of money and is a major economic stream feeding various interests. But when cities and wards want to "clean up" or move street enterprises like this such as when a site becomes a tourist area, business center, or upscale residence neighborhood, there is more "success" in at least moving the operation to some other unfortunate community.

    The positive of having the new women's sober living house is that it is going to be run by nuns which should insure that there is some integrity to the administration. Conversely, to the best of my knowledge, Sober Living Houses are generally unregulated and policies are subject to the caprice of the operators. I know of one group operating several of these houses that will only take cash payments from their residents, and the administrators are continually buying more real estate to convert to expand their operation. The cash basis of their business, combined with a few of the complaints that I have heard from former residents such as lack of enforcement of quiet hours, and constant theft of personal property makes me question whether we should have better oversight of these unregulated facilities which are basically mental health facilities.

    There was so much crime with the former tenant that they were shut down. Several facilities ceased to operate around that time. Not certain which dots connect to the opportunities on Clark.

As a progressive I do not tolerate opinions that are based on prejudice and injustice. The issue of "hookers" is complex and all too easy, as indicated by some of the comments in this thread, to address with little more than a list of archaic prejudices, judgements and discriminatory biases. Some of the comments are as retrograde as Fred Flintstone era thinking.
