About building permits in general
The DOB issues permits through varying processes depending on the size and scope of the project.
The Easy Permit Process covers projects to repair or replace existing building elements that would not include structural changes to buildings. Depending on the complexity of your project, these permits can be issued on the same day of the application. In such cases, all paperwork and documentation must be correct and approved and there the building must have no prior code violations.
The city assigns project managers or project administrators to work with builders of more complex projects.
The Standard Plan Review Program is designed for small to mid-sized construction or renovation projects requiring drawings.
A project manager works with builders throughout the permitting process. Project managers are also accountable for making sure permit applications are processed in a reasonable timeframe.
The Developer Services Review Program is designed to meet the needs of owners, developers, architects and contractors working on moderately to highly complex construction or renovation projects. Builders may request Developer Services with the approval of the deputy buildings commissioner.
Because of the complexity and time required to conduct plan reviews for large and complex projects, the DOB has contracted with outside architectural and engineering firms to handle these technical reviews. The permit process is managed by a project administrator, who coordinates with builders and their and your consultant reviewer.
Permit fees vary depending on the size and scope of the project, and whether it is a new construction project or whether is is an alteration, renovation, repair or addition.

On May 22, 2008, several property owners, developers, contractors and city inspectors were arrested on bribery charges after a federal probe of Chicago building permits.
